SUBJECT: APPOINTMENT OF THE YOUTH ADVISORY COMMITTEE
SUMMARY
The City solicited applications for the reestablished Youth Advisory Committee, which will
advise the City Council on matters pertaining to youth. The Youth Advisory Committee will be
overseen by the Parks and Recreation Department and will submit an annual update to the City
Council. Staff recommends that the City Council appoint the candidates that are listed in this
report.
DISCUSSION
At the September 27, 2022 meeting, the City Council approved that the reestablished Youth
Advisory Committee would be responsible for the following:
• Advising City Council on matters pertaining to youth,
• Promoting efforts that improve the welfare of Rosemead youth,
• Educating the community regarding youth -related issues, and
• Educating Rosemead youth and their families about available services, resources, and
programs.
In November, the City opened recruitment for the Youth Advisory Committee, advertising on the
City website, social media channels, and through Rosemead High School, San Gabriel High
School, and Mark Keppel High School. A total of 7 applications were received, of which 5
applicants met the requirements and were invited to interview with Recreation Supervisors,
Roman Rodriguez and Tam Chu on February 21, 2023. Four applicants attended the interviews.
All exemplified great qualities that will benefit the Youth Advisory Committee and the City of
Rosemead.
Richard Chang
Richard is a sophomore at Rosemead High School. Richard is passionate about getting involved
in the local community and helping people become more informed about events and what is

happening in the community. He is a believer in collaboration and would like to implement a
local drug awareness campaign. He would also like to address the issue of bullying in schools.
Yixuan Li
Yixuan is a sophomore at Rosemead High School. She is interested in helping the youth in the
community build friendships through programs and activities. She would like to identify and
create local programs aimed at assisting local teenagers coping with stress.
Frank Loung.
Frank is a junior at Rosemead High School. He is passionate about pursuing a career in the
medical field and teaching. He is an active volunteer and loves to serve his community. He
wants to advocate for a peer tutoring and mentorship program that would assist in developing the
youth in his community. He hopes that some of his goals can be accomplished through the
Youth Advisory Committee.
Alton Wu
Alton Wu is a senior at San Gabriel High School. He is interested in local government and civil
engineering. He would like to help form support groups for students outside of the school setting.
STAFF RECOMMENDATION
Staff recommends that the City Council approve the appointments of Richard Chang, Yixuan Li,
Frank Loung, and Alton Wu to the Youth Advisory Committee.
FISCAL IMPACT
Only staff cost is anticipated in association with Youth Advisory Committee activities. These
will be absorbed within the current Parks and Recreation Department Budget.
STRATEGIC PLAN IMPACT
The project is consistent with the Strategic Plan's Goal B of Responsive and Inclusive City,
included under step 2 Actions, as a guiding principle for continuing to provide quality services
that are inclusive and responsive to meet the challenging needs of the diverse community.
