INTRODUCFION/BACKGROUND
The City of Rosemead has received a resident request to review reported speeding along Rio
Hondo Avenue. The resident is concerned about vehicles traveling above the speed limit along
Rio Hondo Avenue and requested an all way stop at Rio Hondo Avenue and Rose Street, or for
other traffic calming measures to be installed at Rose Street. In response to this request and on
behalf of the City, engineering staff has completed a traffic review of this road segment. The
traffic review included an analysis of the existing roadway conditions, a review of approximately
3 -years of available collision data, an average daily traffic count (ADT), and 24-hour speed
survey along Rio Hondo Avenue.

Rio Hondo Avenue: Within the City of Rosemead, Rio Hondo Avenue is a north/south road that is
considered a local road, based upon the California Road System by Cal Trans. Rio Hondo Avenue has a
prima facie speed limit of 25 MPH, and is approximately 40 -feet wide with one lane in each direction.
Parking is allowed on both sides along the street except on Tuesday, 10AM to 2PM for street sweeping.
Along Rio Hondo Ave, there are single-family residential houses on both sides.
Rose Street: Within the City of Rosemead, Rose Street is an east/west street that is considered a local
road, based upon the California Road System by Cal Trans. Rose Street has a prima facie speed limit of
25 MPH, and is approximately 40 -feet wide with one lane in each direction. Parking is allowed along
both sides of Rose Street, except Tuesday, 10AM to 2PM for street sweeping. Along Rose St, there is Cul -
De -Sac to the east and residential houses on both sides to the west of the intersection with Rio Hondo
Avenue.

Collision data was obtained from the computerized collision records system maintained by the State of
California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of available
collisions that were reported to SW ITRS at the intersection of Rio Hondo Avenue at Rose Street was
conducted over approximately a 3 -year period between December 2019 through December 2022
(available data at the time of traffic review). Based on the information provided, a summary breakdown
of the number of collisions within the studied segment are listed below and shown in Table 1.

AVERAGE DAILY TRAFFIC (ADT)
Average Daily Traffic (ADT) data was obtained from counts taken on December 6th, 2022, for Rio Hondo
Avenue and Rose Street. All counts were taken when schools were open and back in session. A summary
of ADT data is shown below in Table 2: Average Daily Traffic (ADT). The ADT summary is attached
(Attachment 1A & 1B) at the end of the report.

To assess the speed at which vehicles were traveling along Rio Hondo Avenue at Rose Street, speed
samples were taken over a 24-hour period on December 6th, 2022. Based on the Speed Survey, the 85th
percentile speed of vehicles along Rio Hondo Avenue and Rose Street was determined to be 34 mph. This
translates to mean that 85 percent of the vehicles sampled were traveling at 34 mph or below, which is
slightly above the prima facie speed limit of 25 mph. Table 3 below shows the December 6th, 2022, speed
survey results. The speed summary is attached (Attachment 2A & 2B) at the end of the report.

TRAFFIC CALMING DEVICES AND STRATEGIES
Traffic calming is the process of reducing vehicle speeds using both passive devices, such as signs and
striping, and physical devices such as changes in road elevation or path. As part of this study, traffic
speeds, collisions and traffic volumes were used to assess existing conditions along this segment. The
type, design and placement of traffic calming devices depend upon the road classification, desired traffic
speed and types of traffic issues at the intersection of Rio Hondo Avenue and Rose Avenue.
There are various traffic calming measures that can reduce the flow and speed of traffic on a street.
The following is a list of common traffic calming measures that can be installed to aid in slowing traffic
1) Traffic Education Campaign: This consists of flyers, neighborhood meetings, banners and other
notices to assist is making the public aware of the traffic conditions in a certain area.
2) Signage and Pavement Legends: Modifying the signage along the road or change the striping to
narrow travel lanes to effectively slows speeds by changing the travel environment. Signs alert the
Driver to their speed, such as larger speed limit signs or a speed feedback sign. Too many signs can
have an opposite effect on traffic. Therefore, usage of signs should be subject to careful consideration
and compliance with local and regional standards.
3) Targeted Police Enforcement: The police department deploys officers to perform enforcement on
residential streets for at least an hour a day.

ALL -WAY STOP CONTROL CRITERIA FOR DETERMINING IF STOP CONTROL IS WARRANTED
Traffic control devices work in concert with the basic "rules of the road" contained in traffic laws and
ordinances. The California Manual of Uniform Traffic Devices (CAMUTCD) describes applications,
warrants, and placement of STOP signs (R1-1). The STOP sign is a regulatory device that is used when
traffic is required to stop. STOP signs are used to assign right-of-way at an intersection. Multi -way control
is used where the volume of traffic on the intersecting roads is approximately equal. Stop signs are not
used as a speed control device.
Since a STOP sign causes inconvenience to motorists, it should be used only where warranted. The
placement of these signs is dictated by engineering judgment and based on guidelines found in the
CAMUTCD and CVC. The City's criteria for determining if two-way or all -way stop control is warranted is
based on several factors as set by the CAMUTCD. These factors include minimum volumes on each of the
street approaches, collision investigation, speed of traffic, number of pedestrians and potential sight
obstructions. As shown in the peak hour intersection count and pedestrian counts this location would not
exceed minimum thresholds in volume and would not be a candidate for all -way stop control.
All -Way Stop Installation
The following briefly outlines the Criteria for the installation of All -Way stop warrants.
The placement of All -Way stop control is warranted when' minimum volume thresholds are exceeded:
A. Traffic control signals are justified
B. A crash problem exists as indicated by 5 or more collisions in a 12 -month period
C. Minimum Volumes are met if:
1. Volume entering intersection from the major approach (total of both approaches) averages
300 vehicles per hour for any 8 hours of an average day. And
2. The combined vehicle, pedestrian and bicycle volumes entering the intersection from the
minor street approaches averages at least 200 units per hour for the same 8 hours.
3. If the 85th percentile approach speed of the major street exceeds 40 mph the minimum
volumes are 70 percent of the above values.

RECOMMENDATIONS
After a thorough review of existing field and traffic conditions and per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and
engineering judgement, it was determined that the intersection of Rio Hondo Ave at Rose Street does not
meet the warrants for an All Way Stop installation at Rio Hondo Avenue and Rose Street. However, it was
determined that the intersection would benefit from installation of speed limit signs along Rio Hondo
Avenue. The improvements are listed below and shown on Figure 4.
1. NEW SPEED LIMIT SIGNAGE: Install New 25 MPH speed limit (R2-1) signs (30"x36") Along with 25
Pavement Legends for both directions of travel along Rio Hondo Avenue as shown in the Installation
Exhibit and as follows:
a. Install 25 MPH Speed Limit sign and legend should be installed on the eastside
of Rio Hondo Avenue, approximately 320 -feet north of Rose Street for SPEED
LIMIT
southbound vehicles along Rio Hondo Avenue.
b. Install 25 MPH Speed Limit sign and legend should be installed on the westside 25
of Rio Hondo Avenue, approximately 400 -feet south of Rose Street for
northbound vehicles along Rio Hondo Avenue. Speed Limit
