I Page 1 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET INTRODUCTION The City of Rosemead requested an evaluation of the intersection of Dorothy Street and Brighton Street to see if existing conditions warrant the addition of a crossing guard at this intersection. To provide a complete evaluation, a traffic review included an evaluation of existing roadway conditions, 3 years of available collision data, collection of an Average Daily Traffic Count (ADT), a 24-hour speed survey, a Pedestrian Movement Count, and a Turning Movement Count for the intersection of Dorothy Street and Brighton Street. The assessment also included the completion of Crossing Guard Warrants as found in the California Manual on Uniform Traffic Control Devices (CAMUTCD) Section 7D.02. The traffic operations at this intersection were also observed which included the elementary school's arrival in the morning and dismissal time in early afternoon to assess any traffic backups, intersection blockage of vehicles or any significant traffic concerns as a result of school traffic. The school near the focus intersection is Duff Language Magnet Academy, which is in the Garvey School District. Parking is allowed on either side of the roadway except on the street sweeping days of Monday 10AM to 2PM on the northside and Monday 6AM to 7AM on the southside of the street. This area along Dorothy Street is comprised mostly of single-family residential homes to the north and an elementary school, Duff Language Magnet Academy, to the south. Parking is allowed on both sides of the street along Brighton Street. This area along Brighton Street is comprised mostly of single-family residential homes. Duff Language Magnet Academy: Within the City of Rosemead, Duff Language Magnet School is located south of the intersection of Dorothy Street and Brighton Street. Duff Language Magnet Academy School is a public charter school and serves approximately 215 students ranging from K-4. The regular bell schedules for students at Duff Language Magnet Academy School are as follows: Monday through Friday —Start time: 7:45am; End Time: 2:35pm. Duff Language Magnet Academy is surrounded by Garvey Tennis Court, Garvey Park, and Baseball field. Duff Language Magnet Academy School is part of the Garvey School District in Rosemead. Duff Language Magnet Academy is considered an "Alternative School" in the Garvey School District, meaning that the school boundaries are the same as the district boundaries for students that decide to attend this school. The Duff Language Magnet Academy is an elective school, so students must apply to enroll. The Figure below shows the district boundaries for Garvey School District. I Page 5 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET PEAK HOUR INTERSECTION TURNING MOVEMENT COUNTS To determine the vehicle turning movements at the intersection of Dorothy Street and Brighton Street, a peak hour intersection turning movement count was conducted at this intersection during the hours of 7- 9 AM, 1-3 PM and 4-6 PM on Thursday, January 12th, 2023. The counts were taken while school was in session. Figures 4, 5, and 6 represent the highest peak 1 hour of vehicles at the intersection during each count time. Please refer to Attachment 1.1 at the end of the report for the count sheets. Figure 4 shows the highest one-hour traffic volume during the AM hours of 7:00-9:00 AM. The peak hour volume for the AM Peak was 7:30 8:30 AM at the intersection of Dorothy Street and Brighton Street. The peak one hour was between the Afternoon hour of 1:45-2:45 at the intersection of Dorothy Street and Brighton Street. The pedestrian counts tally the number of adult and school age pedestrians in each leg of the intersection during the count times of 7- 9AM, 1-3PM and 4-6PM. Each hour is shown in Table 1. The west and east leg counts reflect pedestrians crossing Dorothy Street and the north leg counts reflect Brighton Street. Refer to Attachment 1.2 at the end of the report for the count sheet. It is important to note that there is an existing crosswalk only at west and north legs of the intersection. I Page 7 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET OBSERVATIONS DURING SCHOOL DROP OFF AND PICK UP AT THE SUBJECT INTERSECTION A field observation at the intersection of Dorothy Street at Brighton Street was conducted over two days on Tuesday, February 7th, 2023, and Wednesday, February 8th, 2023. On Tuesday February 7th, 2023, it was observed that most students and parents used the crosswalks during the typical school pick up time. However, it was also observed that several students and parents were crossing midblock on Dorothy Street to get to their parked vehicles on the north side of the Street. Parents were parking their vehicles on both the north and south side of the Dorothy Street, as well as on both sides of Brighton Street to pick up their kids from school. It was also observed that parents were double parking along Dorothy Street, and parking in front of red curb along Dorothy Street near the intersection with Brighton Street. During pick up hours, some vehicles were committed illegal U -Turns at the subject intersection. On Wednesday, February 8th, 2023, during drop-off hours, it was observed that several adults were using the west leg crosswalk to cross from northside of the street to drop off their kids. Currently, there is no crossing guard at the intersection of Dorothy Street and Brighton Street. It was observed that parents were volunteering as crossing guards at the west leg of Dorothy Street, to help with visibility as parents and students used the crosswalks. There are approximately 8 car spaces in the drop off and pick up area at the front of the school. It was observed that there was an influx of cars at the subject intersection around 7:50am. School buses are not currently serving Duff Language Magnet Academy, and most of the parents are driving to drop off their kids at school. Vehicular traffic operations were also observed during the afternoon pedestrian counts. It was noted that some vehicles were committing illegal U -Turns during both drop-off and pick-up hours. In the Figure below, vehicular movements along Dorothy Street and Brighton Street are shown, representing the areas of traffic during drop off and pick up times at Duff Language Magnet School. A summary of ADT data for the count day is shown in Tables 2 and 3. Please refer to Attachments 2.1 and 2.2 at the end of the report for the ADT sheets. A 24-hour speed sample was taken on Thursday, January 12th, 2023, on Dorothy Street, east of Brighton Street. The 85th percentile speed of vehicles along Dorothy Street is shown to be at 25 MPH which is in line with the school posted speed limit. Table 4 below shows the January 12th, 2023, speed survey results. I Page 9 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET COLLISION INVESTIGATION: A Collision History analysis was conducted for the intersection of Dorothy Street and Brighton Street. Collision data was obtained from the computerized collision records system maintained by the State of California called the Statewide Integrated Traffic Records Systems (SWITRS). All collisions that were reported within 100 -feet of the subject intersection of Dorothy Street and Brighton Street were recorded. The collision analysis was conducted over a 3 -year period between December 2019 to the most recent available collision data, December 2022. 2022: 0 collision 2021: 0 collision 2020: 0 collision 2019: 0 collision Total: 0 collision According to Statewide Integrated Traffic Records System (SWITRS), there were no collisions that occurred at the intersection of Dorothy Street and Brighton Street within last 3 years. I Page 10 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET CRITERIA FOR DETERMINING IF A CROSSING GUARD IS WARRANTED The City of Rosemead received a request from the principal of Duff Language Magnet Academy requesting a crossing guard at the intersection of Dorothy Street and Brighton Street. The intersection of Dorothy Street and Brighton Street is located directly north of Duff Language Magnet Academy and has marked yellow crosswalks on the west leg and north leg of the intersection. Duff Language Magnet Academy is growing each year, adding a grade level to the current school population each year. Currently, the school serves students in grades K-4, and plans to add classes up to Grade 6 in the next few years. Due to growing school enrollment, parents and the school principal expressed a need for a crossing guard at the subject intersection. As a result of the initial request, the City commissioned a Traffic Engineering study to assess existing conditions as well as determine if a crossing guard is warranted. All Engineering studies and recommendations follow the guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the California Vehicle Code. Following engineering standards assures that all devices or measures placed in or on public streets have a universal meaning and all drivers understand and can anticipate where signs or striping may be placed. This is also true in regard to the criteria for Adult Crossing Guards. This traffic study is based on the guidelines found in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement from a detailed traffic study. Criteria for Adult Crossing Guards Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school. Table 6 outlines the criteria and findings. As found in the CAMUTCD 7D.02 the following guidelines are provided. Adult crossing guards may be used under the following conditions: 1. Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school. 2. At uncontrolled crossings where there is no alternate controlled crossing within 600 feet; and a. In urban areas where the vehicular traffic volume exceeds 350 during each of any two hours (not necessarily consecutive) in which 40 or more school pedestrians cross daily while going to or from school; or b. In rural areas where the vehicular traffic volume exceeds 300 during each of any two hours (not necessarily consecutive) in which 30 or more school pedestrians cross daily while going to or from school. Whenever the critical (85th percentile) approach speed exceeds 40 mph, the guidelines for rural areas should be applied. 3. At stop sign -controlled crossing: Where the vehicular traffic volumes on undivided highways of four or more lanes exceeds 500 per hour during any period when the school pedestrians are going to or from school. 4. At traffic signal -controlled crossings: a. Where the number of vehicular turning movements through the school crosswalk exceeds 300 per hour while school pedestrians are going to or from school; or b. Where the number of vehicular turning movements through the school crosswalk exceeds 300 per hour while school pedestrians are going to or N/A N/A from school, b. Where justified through analysis of the operations of the intersection CONCLUSIONS AND RECOMMENDATIONS After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Dorothy Street at Brighton Street did not meet the warrants required for a crossing guard at the intersection. Based on the pedestrian counts conducted at Dorothy Street and Brighton Street, it was found that the number of students crossing at the intersection did not meet the requirement set by MUTCD. As shown in Tables 1 and 2, the number of school age pedestrians for all the crosswalks did not surpass the minimum requirement of 40 pedestrians for 2 non-consecutive hours. Additionally, based on the warrants shown above, the number of vehicles going toward the intersection of Dorothy Street and Brighton Street are 204 vehicles from 7:30-8:30AM, 106 vehicles from 1:45-2:45PM and 116 vehicles from 5-6PM. To meet the warrant, the traffic volume must be at least 350 vehicles during each of any two hours. Therefore, based on MUTCD Standards, a crossing guard would not meet the warrants at the intersection of Dorothy Street and Brighton Street due to vehicular and school aged pedestrian volumes. I Page 12 of 23 CROSSING GUARD WARRANT STUDY AT DOROTHY STREET & BRIGHTON STREET that based on the traffic counts it is evident that the majority of students are already crossing the street with one or two adults when going to school. However, other recommendations are proposed for this area of Dorothy Street and Brighton Street, serving to increase visibility in the area for pedestrians as well as drivers traveling along Dorothy Street. The following modifications to the existing signing and striping are recommended to bring all signage and striping in compliance with the CAMUTCD: 1. INSTALL NEW 25 MPH SPEED LIMIT (R2-1) SIGNS along Dorothy Street at each end of the block between Del Mar Avenue and Kelburn Avenue. See Installation Exhibit Diagram. 2. REMOVE AND REPLACE 25 MPH SCHOOL SPEED LIMIT SIGNS with School Crossing Ahead (SW24-3) Signs located along Dorothy Street. See Installation Exhibit Diagram. a. Remove and Replace 25 MPH School Speed Limit Sign with School Crossing Ahead Sign (SW24-3) on new signpost located approximately 220' east of the intersection with Brighton Street. b. Remove and Replace 25 MPH School Speed Limit Sign with School Crossing Ahead Sign (SW24-3) on new signpost located approximately 215' west of the intersection with Brighton Street. 3. REMOVE AND REALIGN crooked stop sign on west side of Brighton Street, approximately 135' north of the intersection with Dorothy Street, as shown in the Installation Exhibit Diagram. 4. REMOVE AND REPLACE existing school pedestrian crossing sign with downward plaque on west leg of Dorothy Street. Install new high visibility fluorescent neon yellow School Pedestrian Crossing Sign (SW24-2) with downward facing signs, as shown in the Installation Exhibit Diagram. S. REMOVE existing School Xing Sign at northeast corner of Dorothy Street and Brighton Street. See Installation Exhibit Diagram. 6. REMOVE extra Stop Sign (R1-1) on the existing light pole on the northeast corner of Brighton Street at Dorothy Street, as shown in the Installation Exhibit Diagram. 7.
