OCTOBER 26, 2021
The special meeting of the Rosemead City Council was called to order by Mayor Low at
5:39 p.m., in the Rosemead City Council Chamber located at 8838 East Valley Boulevard,
Rosemead, California.

City Attorney Richman stated the City Council would go to Closed Session and
would announce any reportable actions taken at the 7:00 p.m. regular meeting.
Mayor Low adjourned the meeting to Closed Session at 5:42 p.m.

2. PUBLIC COMMENT
City Clerk Hernandez read resident Barbara Murphy's comment received via email
commending the Parks and Recreation Department for the Pumpkin Dive event.
City Attorney Richman announced that the City Council discussed items A and B
from the Closed Session meeting and there was no reportable action. She noted the
City Council would adjourn back to Closed Session at the end of the regular
meeting to continue discussion of Closed Session items C and D.
3. PRESENTATIONS
A. Proclamation Declaring September 15 - October 15, 2021, as "Hispanic Heritage
Month" in the City of Rosemead
The City Council declared September 15 — October 15, 2021 as Hispanic Heritage
Month.
City Clerk Hernandez stated the proclamation would be shared on social media.
Council Member Armenta thanked the City Council for honoring Hispanic Heritage
month.
B. Presentation by the Los Angeles County Economic Development Corporation —
Most Business -Friendly City Gold Certificate of Recognition.
Leonard Barrales, Regional Manager from Los Angeles County Economic
Development Corporation presented the City Council with the Gold Award
recipient finalist for 2021 for Most Business Friendly in a population under 60,000
category. Mr. Barrales elaborated that the award recognizes and celebrates The City
for demonstrated contributions to the economic development in region that create
a supportive environment to business recovery, reinvention, resilience, and growth
during and in response to the pandemic.
Mayor Low thanked Mr. Barrales for the certificate and thanked City staff for being
creative and working closely with the business community.
Council Member Armenia congratulated the Community Development Department
and their ongoing hard work to place the City as a finalist.
Interim Director of Community Development Persico thanked the City Council and
commended the hard work of the Community Development staff to continue the
tradition.
Mayor Pro Tem Dang thanked Mr. Barrales for the Gold Award certificate and
recognition. Commended City staff for their proactive and creative ways to work
with businesses during the pandemic.

C. Adoption of Resolution No. 2021-53 Approving the City of Rosemead 2030
Strategic Plan
A strategic plan is a vital tool for local jurisdictions to ensure that the priorities set
by the City Council are conveyed in the organization's goals, that strategies are
clearly developed to meet the goals, and that the overall City government is
accountable for meeting community needs. The City of Rosemead 2030 Strategic
Plan will be used by the City Council and City Departments to develop a roadmap
consistent with the vision that identifies best practices and continuous enrichment
to improve efficiencies and strengthen internal operations and customer service.
This Plan will help bring the vision, mission, and goals to fruition over the next 10
years.
Recommendation: That the City Council adopt Resolution No. 2021-53, entitled:

D. Adoption of Resolutions No. 2021-47 Establishing Salary and Benefits for the City
Council of The City of Rosemead and Resolution No. 2021-50 Establishing Annual
Salary and Benefits for Classifications in the Unrepresented Executive
Management Group Through June 30, 2023
Resolution No. 2021-47 describes the salary and benefits for the City Council while
Resolution 2021-50 describes salary and benefits for Executive Management
(formerly known as Management) employees of the City effective July 1, 2021
through June 30, 2023.
Recommendation: That the City Council adopt Resolution No. 2021-47, entitled:

City Manager Molleda explained Resolution No. 2021-47 and 2021-50, include
changes to health and welfare benefits to all employee groups, and changes to
Council benefits. The changes include an additional $100 a month of city
contribution for out-of-pocket health care premiums, and for members elected or
appointed after November 30. The elimination of the ability to receive unused city
contributions as deferred comp. The Wellness Program has also been reinstated for
Council Members. City Council compensation is set by ordinance and remains
unchanged from its current amount. Resolution No. 2021-50 covers employees and
the Executive Management Group, which includes the Assistant City Manager,
Directors of Community Development, Finance, Parks and Recreation and Public
Works. These are unique positions in that their jobs involve complete responsibility
for the operation of the major functions of the City's organization. She explained
that the salaries of City Manager and City Clerk are negotiated separately, and were
not part of the resolutions, but do receive the benefits afforded to the group.
Council Member Armenta asked for clarification about what is considered out-of-
pocket.
Interim Finance Director Chamberlain explained out-of-pocket is when the Pers
premium costs more than the $1,700 allowance given a month.

ACTION: Moved by Mayor Pro Tem Dang and seconded by Mayor Low to approve

E. Adoption of Resolution No. 202148 Approving a Two (2) Year Memorandum of
Understanding Between the City of Rosemead and the Rosemead Employee
Association, AFSCME Local 321 From July 1, 2021 Through June 30, 2023
The City Council will consider approval of a two-year Memorandum of
Understanding (MOU) with the Rosemead Employee Association (REA), Local
321 of the American Federation of State, County, and Municipal Employees
(AFSCME) covering all General Services employees. The MOU details the terms
and conditions of employment and salary ranges effective July 1, 2021 through
June 30, 2023. City representatives negotiated the tentative agreement with the
Union which has also been ratified by the Union. AFSCME is the exclusive
representative of employees on the City's General Service Unit.
Recommendation: That the City Council adopt Resolution No. 2021-48, entitled:

F. Adoption of Resolution No. 2021-49 Establishing Annual Salary and Benefits for
Classifications in the Unrepresented Middle Management, Professional, and
Confidential Service Through June 30, 2023 and Resolution No. 2021-51
Establishing Salary and Benefits for Part -Time Employees
Resolution No. 2021-49 describes the salary and benefits for Middle Management,
Professional, and Confidential (MMPC) employees effective July 1, 2021 through
June 30, 2023, while Resolution No. 2021-51 describes the salary and benefits for
all Part -Time employees of the City.
Recommendation: That the City Council adopt Resolution No. 2021-49, entitled:

G. Adoption of Resolution No. 2021-52 Amending the City of Rosemead's Salary
Schedule for Fiscal Year 2021-22 to Meet the California Code of Regulations Title
2, Section 570.5 and 571 to Reflect New Salary Rates Approved for All Full -Time
Employees
California Code of Regulations (CCR) Section 570.5 and amendments to 571(b)
require a consolidated Salary Schedule which shows all City classifications and
salary ranges for purposes of determining eligible salary compensation for
retirement be publicly available. The consolidated salary schedule must be adopted
by the City Council even though the compensation changes were approved via a
Memorandum of Understanding and/or employee salary and benefit Resolutions.
The attachment to Resolution 2021-52 represents the Citywide Salary Schedule
including salary increases for concurrent approval. If any changes are made to
salary related resolutions presented concurrently, a modification would need to be
made to the attached Schedule.
Recommendation: That the City Council adopt Resolution No. 2021-52, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE

COMPREHENSIVE SALARY SCHEDULE TO MEET

City Manager Molleda reported that Resolution No. 2021-52 included the
amendment of the City' salary schedules to meet the California Code of
Regulations Title 2, Section 570.5 and 571 to reflect new salary rates approved.

7. MATTERS FROM MAYOR & CITY COUNCIL
A. Appointment of Rosemead Park Walking Trail Subcommittee
At the September 29, 2021, City Council Meeting, the City Council provided staff
with direction on developing a Rosemead Park Walking Trail Subcommittee to
assist in identifying additional options for improvements to the Rosemead Park
Walking Trail (Walking Trail). The close collaboration between staff and an
appointed subcommittee will assist the City in evaluating possible options for the
Walking Trail that was completed in December 2020, and further reviewing Staff
recommended options to improve the Walking Trail developed in response to a
January 12, 2021 community petition, as presented at the April 27, 2021, City
Council Meeting.
Recommendation: That the City Council take the following actions:
Appoint the Rosemead Park Walking Trail Subcommittee by selecting two (2)
members of the City Council; and
2. Direct Public Works Department staff to obtain a representation of one (1)
member of the Parks Commission.
City Clerk Hernandez read resident Barbra Murphy's comment received via email
expressing that residents should be part of the Rosemead Park Walking Trail
subcommittee since residents use the trail.
Mayor Low elaborated that two Council Members and a Parks Commissioner
would serve on the subcommittee.
Mayor Pro Tem Dang suggested having future Council Member John Tang to serve
on the subcommittee.
Mayor Low agreed with Mayor Pro Tem Dang.
Council Member Armenta suggested herself to serve on the subcommittee.
Mayor Low suggested appointing Council Member Ly to serve on the
subcommittee, being that he brought it up for discussion. Mayor Low goes on to
say, in the wake of Council Member Ly's absence, having future Council Member
John Tang serve on the committee. She stated if future Council Member John Tang
is not available, she was willing to serve on the subcommittee.
Council Member Armenta stated she appreciates resident Murphy's comment and
that a member of the public has been appointed to be part of a subcommittee in the
past. She noted that a group of residents approached her and requested that the
subcommittee meet on a Saturday to provide more participation from residents and
hear what the public has to say. Council Member Armenta stated she did not know
the process behind selecting a member of the public to partake in the subcommittee,
but believed having a non -elected official or non -city staff would be beneficial in

obtaining a different perspective.
Mayor Low said that if it is open to one member of the public, then it should be
open to all members of the public. Asked how the selection process would look
like.
City Attorney Richman interjected and stated it was within the Council's discretion.
Council Member Armenta suggested having the first meeting of the subcommittee
take place and see what the interest is in partaking in the subcommittee by the
public.
Council Member Clark agreed with having input from the public since the issue
was brought up by the public.
City Attorney Richman explained that if an individual from the public serves on
the subcommittee, then an action would need to be taken at a later Council meeting
to appoint the selected individual.
Council Member Armenta asked City Attorney Richman if it was appropriate to
wait until the first meeting and then bring back the discussion of including a
member of the public, or if a decision had to take place that night.
City Attorney Richman said that tonight's meeting could be the discussion of the
subcommittee and at a later meeting, officially amended to include a member of the
public to the subcommittee.
Mayor Low suggested starting the subcommittee with two Council Members and a
Parks Commissioner. She stated she did not want this subcommittee to consist of
staff just doing research. She proposed having a three-month time frame to bring
back information to the City Council.
Council Member Armenta agreed with the three months and suggested no more
than six months. She explained that she wanted to take into consideration the
elements, she did not want weather to be a factor that dictated whether or not the
subcommittee could meet, being that the current weather is changing.
Mayor Low reiterated the time frame would be six months from the first meeting.
Mayor Low states the subcommittee would include the appointment of Council
Member Armenta as well as future Council Member Tang. She also stated if future
Council Member Tang cannot serve, she will do so.
Council Member Armenta recommends asking Parks Commissioner William Tocki
to serve on the subcommittee.
Mayor Low suggested having the Parks Commission decide who would like to
participate.

ACTION: Moved by Mayor Low and seconded by Council Member Armenta to appoint
Council Member Armenta and Future Council Member Tang to serve on subcommittee,
Mayor Low will be alternate, and a Park Commissioner. The motion was carried out by the

B. Council Comments
Council Member Armenta congratulated and recognized CultivaLA, Parks and
Recreation staff, and the Public Services Maintenance Team for a successful first
pumpkin patch. She commended the Beautification Commission and congratulated
City Clerk Hernandez and Deputy City Clerk Haworth for the installation of the
first Little Free Library at the former Public Works facility at Garvey Park. Lastly,
she stated the City seal should be on all City owned vehicles regardless of who is
driving.
Council Member Clark commended the Parks Commission and Beautification
Commission on their projects.
Mayor Pro Tem Dang praised the Health By Wealth foundation for their services
during the community clinic for the public.
Mayor Low thanked and commended the Beautification Commission, City Clerk
Hernandez and Deputy City Clerk Haworth for the Little Free Library event. Also,
congratulated the Parks and Recreation staff for their work during the pandemic.
She adjourned the regular meeting to Closed Session.
City Attorney Richman noted for the record there was no reportable action taken at
Closed Session for items C and D.
8. ADJOURNMENT
Mayor Low adjourned the regular meeting at 8:23 p.m. in memory of longtime resident
Juan Nunez and Mayor of Duarte Brian Urias. The next regular meeting will take place on
November 9, 2021, at 7:00 p.m. in the Rosemead City Hall Council Chamber.
