SAO Deputy arrested a suspect who was wanted for a robbery incident that occurred on 1-20-
2023 at “M&M Market” (3358 Del Mar, Ave), where a firearm was used. This subject is
considered armed and dangerous and was suspected in several other violent crimes throughout
the city of Rosemead.

SAO Deputy followed up on a burglary that occurred at “Karinas Tacos” (3361 San Gabriel
Ave) on 2-20-2023. Utilizing the flock system coupled with additional department resources,
SAO Deputy apprehended the suspect a few hours after the incident occurred. The suspect was
taken into custody and over $5000 in stolen U.S. currency was recovered.

SAO Deputy conducted a patrol check of the commercial businesses on Valley Boulevard. SAO
contacted and detained a suspicious person near closed businesses. After investigation, the
suspect was wanted for a felony warrant and was arrested.

2-21-2023 / RD 0533
SAO Deputy conducted a traffic stop of a suspicious vehicle. SAO Deputy ordered the driver of
a dark sedan vehicle to lower their window and turn off their vehicle. Driver sped off and drove
away at a high rate of speed. Due to the vehicle being registered to a person in Victorville and
knowing that criminals tend to drive outside their county late at night to commit crimes, SAO
Deputy potentially prevented a burglary or robbery. That night there were no burglary
incidents reported in the city of Rosemead.

SAO Deputies assisted the Operation Safe Streets unit, Jail Investigation Unit and South El
Monte SAO Team to conduct a search warrant relating to transporting drugs through
Rosemead and South El Monte. One individual was arrested pending further investigation. The
case is still under investigation.

SAO Deputies assisted Operation Safe Streets on a search warrant service regarding a robbery
incident that occurred on 1-20-2023 at “M & M Market.” Warrant was based on a robbery
suspect who was arrested by SAO Deputy. Warrant service was to recover clothing and the
firearm used in the robbery.

Rosemead SAO deputies conducted surveillance at 9254 De Adalena Street regarding stolen
vehicles being dropped off at the above location. Major Crimes TRAP Detective Gonzales, Mark
was notified regarding the above information. Major crimes TRAP detectives responded to our
location. While surveilling the location, SAO deputies attempted to stop a 1994 Jeep Cherokee
with no plates which was seen leaving the driveway to the residence (9254 De Adalena Street).
A male in a black hooded sweatshirt exited the vehicle and fled on foot. He was last seen in the
backyard of a nearby residence scaling walls as he fled the location. Rosemead SAO deputies
immediately conducted a containment of the location regarding a fleeing grand theft auto
suspect. LASD Airship, TRAP detectives, and ground units assisted in the containment. No
suspects were located. The vehicle was stored and as stolen. Another stolen vehicle was also
located in front of 9254 De Adalena Street. Future operations at this residence are pending.
Location is currently being investigated as a possible “chop shop.”

SAO Deputy assisted 53a (Rosemead patrol unit) with translation, searching and information
gathering. While searching, SAO Deputy found blood wiped on the side of counter. Further
DNA was found, and a lab request was made. During translation, SAO Deputy was able to get
partial plate of suspect’s vehicle and description. Using department resources, SAO Deputy was
able to positively identify the vehicle used in the robbery.

SAO Deputy assisted the field units on a disturbance call at the “Valley Inn” on Valley
Boulevard. With the assistance of the SAO Deputy, the male adult was arrested for Spousal
Assault.

SAO Deputy were first on scene to a vehicle burglary call. SAO Deputy were able to contact
property manager and obtained video surveillance of crime that occurred. With video
surveillance, SAO Deputies were able to get time of crime and suspect description. Suspect
information was forwarded to Rosemead detectives to assist with the investigation.

SAO Deputies responded and were first on scene to a vehicle versus pedestrian collision.
Pedestrian sustained serious head trauma and was not able to move. Subsequently, with the
help of SAO Deputies, he was transported to local hospital for medical treatment.

residents.

SAO Team, Sergeant and Chief of Police introduced and discussed with Assisting City Manager
and Public Safety/Code Enforcement team during a luncheon at the Rosemead Public Safety
office. Many issues/concerns were discussed during the meeting.

SAO deputy attended “Rosemead Coffee with the Chief” event at Starbucks on San Gabriel
Boulevard and Garvey Avenue. SAO deputy interacted with citizens from Rosemead during the
event by providing them with crime trends and safety tips.

While conducting patrol checks, SAO Deputies were flagged down by citizens in the area of
Falling Leaf Avenue and Garvey Avenue regarding a person down. Deputies later discovered
the person (victim) was deceased. Further investigation revealed there were no signs of foul
play. Deputies were able to identify the victim and assisted homicide and Coroner’s Office with
the investigation.

SAO Deputies recovered three stolen vehicles while conducting patrol checks throughout the
city.
• First vehicle was stolen out of Compton and was recovered from the area of Isabel
Avenue and Hellman Avenue.
• Second vehicle was stolen out of LAPD Hollenbeck Division and was recovered from the
area of Marshall Street and Bartlette Avenue.
• Third vehicle was stolen out of the city of Rosemead and was recovered from the area of
Glendon Way and Hart Avenue.

SAO Deputies conducted night burglary suppression while utilizing the decoy vehicle. The city
of Rosemead had zero burglary, burglary alarm, or any burglary related incident for that night.
BUSINESS OUTREACH

SAO Deputy responded to a business owner complain regarding a homeless person on San
Gabriel Boulevard and Graves Avenue. SAO Deputy contacted the homeless person and
advised him to leave the premises. SAO Deputy offered the homeless man outreach resources.
However, he declined any assistance.

SAO Deputy had a meeting with the managers at “888 Seafood” restaurant at 8450 Valley
Boulevard regarding recent vehicle burglaries which occurred at their parking lot. SAO deputy
advised the mangers to obtain a letter of agency and upgrade their security camera system.
SAO deputy also parked the decoy unit at the location deterring possible future crimes. The
managers were truly appreciative of the SAO deputy who reached out to them.

SAO Deputy conducted several patrol checks of commercial areas that have been recently
burglarized in order to minimize theft. SAO Deputy additionally conducted a walk inside the
“Target” department store to show uniform presence. The deputy contacted Cecilia the Loss
Prevention Manager to create a partnership and offer our assistance.

SAO Deputy conducted foot patrol at the “Ulta” department store and contacted General
Manager Crystal Leiva. The SAO Deputy and GM spoke about crime trends and partnership.
GM was happy to see foot patrol inside her store and welcomed future partnership.

While conducting a patrol check in a high crime area for burglaries, SAO Deputy arrested a
felony suspect for grand theft. The suspect is known to frequently commit grand thefts
throughout the city of Rosemead.

SAO Deputies responded and detained a burglary suspect at 8735 Garvey Avenue DBA “Silver
Sea Auto.” Suspect was arrested and booked at Temple Station.

SAO Deputies made a consensual contact with a suspicious female walking near closed
businesses. SAO Deputies discovered the female is on probation for vehicle theft and
conducted a probation check. Although no evidence was recovered, SAO Deputies ensured
surrounding businesses were not burglarized.

SAO Deputies assisted patrol Deputies with identifying a suspect in a vehicle theft
investigation. The suspect was observed spray painting a vehicle in the “Target” parking lot.
The suspect saw deputy personnel approaching and ran away from Deputies and towards a
residence. Deputies conducted a walkthrough of the backyard of the residence where the
suspect was observed running. Six more stolen vehicles were found and recovered. An anti-
theft task force team (TRAP) was called and took over the investigation as SAO Deputies
assisted.

SAO Deputy handled and responded first on scene to a burglary occurring now incident on
Strang Avenue in Rosemead. SAO deputy took control of the scene and rescued a trapped
teenager resident who locked himself inside the closet during the burglary incident. Useful
information was obtained, and the investigation is still ongoing.

SAO Deputies responded to a assault with a deadly weapon call for service. SAO Deputies
assisted patrol deputies with checking the area for suspects and contacting the victim. SAO
Deputies attempted to identify suspect utilizing department resources that patrol deputies do
not have. Investigation is still ongoing.
MEETINGS AND EVENTS
SAO Deputies will conduct an active shooter evacuation drill at Garvey Intermediate School on
3-7-2023. SAO Deputies will conduct a walk through and ensure doors and windows are locked
and secure during the drill. SAO Deputies will then safely evacuate the students to a safe
location. After the drill, SAO Deputies will debrief with staff on how they can be more tactically
effective.

Valley Boulevard. SAO Deputies conducted more than 3 hours of patrol checks to deter any
criminals from the area.

SAO Deputies conducted several stops of vehicles with stolen/lost plates. One vehicle
specifically had two plates missing. The registered owner found the license plate and replaced
them on their vehicle but for three years was unable to report them found. SAO Deputies took
the time and recovered the license plates. The registered owner was overjoyed and offered to
buy SAO Deputies drinks. SAO Deputies gracefully declined.
LOST/STOLEN PLATES: Are used by criminals to hide their vehicle identity. Vehicles
with LOST /STOLEN plates are commonly stolen.

partnered with code enforcement to ensure illegal vending was not occurring.

Registration tabs are commonly stolen from vehicles. Thieves will then attach the stolen

SAO Deputy went to court for a preliminary hearing on suspect that was arrested by an SAO
Deputy for evading from the police in a stolen vehicle. The suspect was held to answer for his
crime and is facing up to nine years in prison.

SAO Deputies conducted a patrol check of “ULTA.” SAO Deputies parked their vehicles near
the store and walked inside to contact the staff. Krystal, the general manger of “ULTA”, was
contacted in order to address any concerns. Krystal was completely excited and grateful to see
SAO Deputies walking her store and welcomed the partnership with SAO Deputies.

888 Seafood parking lot. In addition, SAO Deputies contacted management of Target, Rite Aid
and Ulta in order to communicate with them regarding their presence.

SAO Deputy arrested a male adult for an outstanding felony warrant for taking a vehicle
without owner’s consent (10851(a) CVC). The incident occurred in the city of Rosemead.

SAO Deputies assisted Temple Station Detectives and arrested a female adult on an assault
with a deadly weapon Ramey warrant (245(a)(1) PC) from an incident that occurred in the city
of Rosemead.

SAO Deputies assisted Temple Station Detectives and arrested a male adult that was wanted
for burglary (459 PC), grand theft person (487(C) PC) and domestic battery (243(e)(1) PC). The
male adult was on probation, and during a compliance check of the suspect’s person, a loaded
firearm was located in his pant pocket. The male adult was additionally arrested for a felon in
possession of a firearm (29800(a)(1) PC) and illegal possession of ammunition (30305(a)(1)
PC). The male adult frequents the city of Rosemead.

SAO Deputy assisted DEA in an undercover buy operation to identify the drug trafficking
suspects that are bringing and selling drugs in the City of Rosemead and surrounding cities.
The operation is ongoing, and several individuals were identified.

SAO Deputies assisted Garvey School in an active shooter drill. SAO Deputies provided
security, traffic control, evaluated the staff and student performance, and assisted with the
evacuation.

On 03-08-2023, between the hours of 0930-1330 hours, the Rosemead Special Assignment
Team, the Los Angeles Centers for Alcohol and Drug Abuse (LACADA), Rosemead Code
Enforcement officers, Deputies from the Homeless Outreach Services Team (HOST) and
Mental Evaluation Team (MET), conducted a transient outreach operation in the city of
Rosemead. The outreached focused on providing services to transients in the city of Rosemead.
Ten transients were contacted. Every person contacted was offered county services (such as
mental and medical health, housing, drug abuse, DMV and child services).
As a result of the operation, the following actions were taken:
Transient #1 accepted LACADA services and was relocated for housing.
5 suspects were arrested (2 open charges/ 3 warrants)
Suspect #1 was arrested for an open container in a park.
Suspect #2 was wanted for a violation of domestic court order and arrested for a $20,000
warrant and possession of methamphetamine.
Suspect #3 was wanted for criminal threats and arrested for a felony $50,000 warrant.
Suspect #4 was wanted for felon in possession of pepper spray and arrested for $40,000
warrant.
While conducting the outreach, SAO Deputies received information of a wanted person on
probation. SAO Deputies identified and arrested the suspect for burglary, grand theft and
spousal abuse. During the detention and search of the suspect, SAO Deputies found and
recovered a firearm inside the suspect pant pocket. SAO Deputies additionally arrested the
suspect for felon in possession of a firearm and placed a probation hold.

SAO Deputies assisted in a Vandalism call for service. A male Hispanic adult with a metal pipe
was vandalizing a business. The SAO Deputies observed the suspect and detained him. The
suspect was arrested for felony vandalism.

SAO Deputies responded to Mcdonald’s regarding a person with a knife inside the playground
where children were present. SAO Deputies assisted on detaining the suspect. The suspect was
placed on a 5150 WIC hold

SAO Deputies responded to a domestic call in-progress. SAO Deputies detained the suspect
being held by bystanders. After the investigation, it was determined the victim did not know
the suspect. The suspect violently assaulted the victim numerous times. Suspect was arrested
for robbery and kidnapping.

SAO Deputies found a stolen vehicle and attempted to apprehend the driver for possession of a
stolen vehicle. The driver fled and a pursuit ensued. Subsequently the vehicle was lost and later
recovered. Evidence was recovered that may identified the suspect along with video
surveillance

SAO Deputies conducted over two hours of patrol checks of Ulta and Target. SAO Deputies
contacted the general manager of Ulta, Krystal.
