TC - Minutes - 03-02-23Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING March 2, 2023 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:01 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Lang INVOCATION: Chair Drange PRESENT: Commissioner Hermosillo, Commissioner Lang, Commissioner Quintanilla, Vice Chair Nguyen and Chair Drange ABSENT: None STAFF PRESENT: Director of Public Works Chung, City Engineer Chan and Commission Liaison Nguyen 1. PUBLIC COMMENTS None 2. CONSENT CALENDAR Chair Drange asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of February 2, 2023. Commissioner Hermosillo made a motion, seconded by Commissioner Quintanilla, to accept consent calendar with revisions. Vote resulted in: Yes: Hermosillo, Lang, Quintanilla, Nguyen, Drange No: None Abstain: None Absent: None 3. NEW BUSINESS A. TRAFFIC REVIEW OF RIO HONDO AT ROSE STREET Chair Drange opened the public comment period The City received a Public Comment via email from Phong Chiu who resides in the area and expressed safety concerns and the need for an all way stop or light at the intersection of Rio Hondo Avenue and Rose Street due to speeding. Chair Drange closed the public comment period. Associate Traffic Engineer Richter who provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Rosemead Traffic Commission Meeting Minutes of March 2, 2023 Page I of 6 Associate Traffic Engineer Richter explained that the City received a resident request to review reported speeding along Rio Hondo Avenue. The resident was concerned about vehicles traveling above the speed limit along Rio Hondo Avenue and requested an all way stop at Rio Hondo Avenue and Rose Street. Associate Traffic Engineer Richter explained as part of the traffic review, engineering staff looked at the existing roadway conditions, a review of approximately 3-years of available collision data, an average daily traffic count (ADT), and 24-hour speed survey along Rio Hondo Avenue, based on the traffic review and engineering judgement, it was determined that the intersection of Rio Hondo Ave at Rose Street does not meet the warrants for an All Way Stop installation at Rio Hondo Avenue and Rose Street. However, it was determined that the intersection would benefit from installation of speed limit signs along Rio Hondo Avenue, Commissioner Lang asked how long of a stretch on Rio Hondo Avenue a driver needs to gain speed. Traffic Engineer Robbins replied that the stretch of Rio Hondo Avenue is about 1,800 feet from Pitkin Street to Mission Drive. Commissioner Lang asked if this street is considered long. Traffic Engineer Robbins replied this setup was typical for residential tracts and there have been streets this long. When considering all way stops, the California Manual on Uniform Traffic Control Devices is used to determine if an intersection warrants for an all way stop installation and based on the traffic review and guidelines, this intersection did not meet the warrants. Commissioner Hermosillo commented he has witnessed some speeding occur along Rio Hondo Avenue, however, does not feel an all way stop is the appropriate approach due to the low volume of traffic as indicated in the review. Commissioner Lang asked if there is a lot of parked cars along Rio Hondo Avenue that may be obstructing the views for people coming from Rose Street. Traffic Engineer Robbins replied the amount of cars parked along the road was typical and did not have a particular area where large numbers of cars would park at. Installing red curb could be looked into if necessary. Vice Chair Nguyen asked if the City does routine checks or a follow up once traffic recommendations have been implemented. Director of Public Works Chung replied that there is currently no routine check in. Commissioner Lang referenced the faded stop bar from the field photos and asked how often these items are reviewed to be repainted. Director of Public Works Chung replied that there has not been a routine striping schedule within the recent years, but the city is currently in the process of implementing a routine schedule for striping. Commissioner Quintanilla commented that street is sort of a shortcut route to get around Rosemead Park and Valley Boulevard. Rosemead Traffic Commission Meeting Minutes of March 2, 2023 Page 2 of 6 Director of Public Works Chung commented that in response to reports of speeding, the Sheriffs are notified and will occasionally implement additional enforcement depending on their resource and priorities. Commissioner Lang made a motion, seconded by Commissioner Hermosillo, to approve staff recommendations. CROSSING GUARD WARRANT STUDY AT DOROTHY STREET AND BRIGHTON STREET Associate Traffic Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Traffic Engineer Richter explained that the City requested an evaluation of the intersection of Dorothy Street and Brighton Street to see if existing conditions warrant the addition of a crossing guard at this intersection. Associate Traffic Engineer Richter explained as part of the traffic review, engineering staff looked at the existing roadway conditions, 3 years of available collision data, collection of an Average Daily Traffic Count (ADT), a 24-hour speed survey, a Pedestrian Movement Count, and a Turning Movement Count for the intersection of Dorothy Street and Brighton Street. The assessment also included the completion of Crossing Guard Warrants as found in the California Manual on Uniform Traffic Control Devices (CAMUTCD) Section 7D.02. After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Dorothy Street at Brighton Street did not meet the warrants required for a crossing guard at the intersection. However, other recommendations are proposed for this area of Dorothy Street and Brighton Street, serving to increase visibility in the area for pedestrians as well as drivers traveling along Dorothy Street. Chair Orange asked to clarify if the pedestrians mentioned from the table summary of criteria for adult crossing guard conditions was referring to school -aged pedestrians. Traffic Engineer Robbins replied that is correct and the purpose was to determine if an adult crossing guard was needed. One of the criteria was to have at least 40 school pedestrians for each of any two hours and it did not meet those numbers. Chair Orange asked if jaywalking was observed since a large number of students who attend this school are being dropped off as opposed to walking along the crosswalk. Traffic Engineer Robbins replied it was observed and there were students crossing the street. Chair Orange commented he was inclined to believe having a crossing guard would encourage more people to use the crosswalk. Director of Public Works Chung commented that even though this traffic report did not warrant a school crossing guard, the Garvey School District may still move forward with getting a crossing guard, however, will have to cover the full cost. Director of Public Works Chung replied this request was by the Garvey School District. The City has an annual agreement with the Garvey School District to hire crossing guards and there is a cost sharing agreement to have the City pay 50% and the Garvey School District to pay the remainder. The traffic review is to justify the need for a crossing guard. Chair Drange asked if this same item were brought next year when they have more students, would we evaluate it again. Director of Public Work Chung replied yes. Commissioner Hermosillo commented he feels it is inevitable the school will reach the threshold and leaning towards just seeing how it goes down the line. Commissioner Lang asked if this Duff Magnet School was a private charter school. Chair Drange replied it is not a charter school. It is a regular public school in the district that incorporates language classes and any students in the Garvey School District can apply to be part of this school program. Director of Public Works Chung commented the City Manager had discussions with the school superintendent and it was mentioned that the school was in the process of being developed for more capacity. At that point, there would be a request for another study. Traffic Engineer Robbins reminded the commission that the traffic recommendations will be updating the signage to be compliant. Chair Drange agreed the recommendations would improve the existing conditions. Commissioner Lang asked what RPMS are as indicated in the traffic recommendations. Director of Public Works Chung replied they are raised pavement markers. Traffic Engineer Robbins explained they are the small reflectors that match the color of the crosswalk to help outline the crosswalk especially during the night. Director of Public Works corrected his comment to mean reflective pavement markers. Commissioner Hermosillo commented the proposed traffic measures are good for the time being. Chair Drange asked if the school district has been informed of the outcome of the study prior to this meeting. Director of Public Works Chung replied they have not. They were reached out earlier this week, however, a response has not been received yet and we plan to follow up. COMMISSIONER REPORTS None Vice Chair Nguyen asked if we could reduce the printing of paper for the staff reports Director of Public Works Chung replied it was the preference of the previous commission to receive hardcopies, but it can be changed to digital copies. Director of Public Works Chung asked if any other commissioners would like digital instead of hardcopy. Commissioner Lang and Commissioner Quintanilla commented they would like to continue receiving hardcopy. Chair Drange commented he is fine with either, but would like to keep having the printed agenda placed at the dais. Chair Drange recalled during the discussion on the bicycle plan, the City would look into adding bicycle lanes when repaving roads. He mentioned the plan for Hellman Avenue was to add markings and signage to indicate motor vehicles to share the road. He asked if we need to wait for repaving in order to paint onto the street. Director of Public Works Chung replied we do not. Chair Drange commented he would like to see if the City could add those markings and signage prior to repaving the streets. Director of Public Works Chung replied we could bring back an item of what that may look like and discuss it further. Commissioner Lang mentioned the opening of the new Garvey Dog Park and asked if there was a planned traffic study to see if it would change the traffic flow of vehicles and pedestrians. Director of Public Works Chung replied that has not been evaluated, however, the parking lot in front of the park is sufficient to handle the amount of traffic that is to be foreseen.
