RESOLUTION N0. 63-72
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ENDORSING THE PROPOSED PLAN OF FRANK G.
BONELLI, SUPERVISOR OF LOS ANGELES COUNTY, FOR
THE RECONSTRUCTION OF THE METROPOLITAN TRANSIT
AUTHORITY THEREBY CREATING LOCAL PARTICIPATION IN
SAID AUTHORITY.
WHEREAS, the Los Angeles Metropolitan Transit Authority
Act created a special authority to operate in Los Angeles County
for the purpose of developing a mass rapid transit system; and
WHEREAS, the City Council of the City of Rosemead has
heretofore requested in Resolution No. 63-19 that the State Leg-
islature amend the Metropolitan Transit Authority Act to provide
for local responsive representation} and
WHEREAS, I rrank G. Bonelli; Supervisor of Los Angeles

County has ptbposed.a plan for the reconstruction of the Metro-
politan Transit Authority whereby there would be created a County
Transit Authority comprised of;appo!nted elected officials from
cities' and the county'gi,ying the,g eatest possible county wide
membership and local participation and
WHEREAS .the proposed reconstruction plan of Supervisor
Bonelii wo'puld,aiso provide that,any subsidy, regardless of how
it would be provided.for; either:by tax, or by pledging the ad
valorem tax base in support of government obligation bonds, shall
require a vote of the people; and
WHEREAS, the reconstruction plan proposed by Supervisor
Bonelli is consistent with our democratic system and with the
development of local home rule in the State of California;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD
DOES RESOLVE AS FOLLOWS:
Section 1. That the State Legislature be and it hereby
is requesterthe Metropolitan Transit Authority Act at
the next Budget Session of the State Legislature and adopt the re-
construction plan proposed by Supervisor Frank G. Bonelli.
Section 2. The City Clerk is directed to forward a certi-
fied copy otthis Resolution to State Senator Thomas M. Rees, to
State Assemblyman Tom Carrell, Chairman of Assembly Interim Com-
mittee on Transportation and Commerce, State Assemblymen Alfred
H. Song and Harvey Johnson, Supervisor Frank G. Bonelli and the
League of California Cities.
PASSED, APPROVED, and ADOPTED this 10th day of December,
1963.
