PC - Minutes - 02-06-23Minutes of the PLANNING COMMISSION MEETING February 6, 2023 The regular meeting of the Planning Commission was called to order by Chair Berry at 7:00 p.m. PLEDGE OF ALLEGIANCE —Vice -Chair Ung INVOCATION — Commissioner Berry ROLL CALL — Commissioners Escobar, Lopez, Ung, Vice -Chair Tang, and Chair Berry STAFF PRESENT — Interim Community Development Director Wong, City Attorney Gutierrez, Planning & Economic Development Manager Valenzuela, Associate Planner Lao, Planning Intern Yasmin Dabbous, and Commission Liaison Huang 1. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS City Attorney Gutierrez presented the procedure and appeal rights of the meeting. 2. PUBLIC COMMENTS FROM THE AUDIENCE There being no comments, Chair Lopez opened and closed the Public Comment period. PUBLIC HEARINGS A. DESIGN REVIEW (DR) 22.04 - Army La has submitted a Design Review application, requesting to construct a new one-story, 2,628 square -foot single-family dwelling unit with a detached three -car garage. The granting of a Discretionary Site Plan and Design Review is required for any dwelling unit to be constructed that equals or exceeds two thousand five hundred (2,500) square feet of developed living area. The subject site is located at 3913 Gernert Avenue (APN: 5390-001-035) in the Single -Family Residential (R-1) zone. CEQA - Design Review 22-04 is classified as a Class 3 Categorical Exemption, pursuant to Section 15303 of the California Environmental Quality Act guidelines. PC RESOLUTION 23.01 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING DESIGN REVIEW 22-04, PERMITTING A NEW, ONE-STORY, 2,628 SQUARE -FOOT SINGLE-FAMILY DWELLING UNIT, WITH A DETACHED THREE -CAR GARAGE. THE SUBJECT SITE IS LOCATED AT 3913 GERNERT AVENUE (APN: 5390-001-035), IN THE SINGLE FAMILY RESIDENTIAL (R-1) ZONE. STAFF RECOMMENDATION - It is recommended that the Planning Commission adopt Resolution No. 23-01 with findings, and approve Design Review 22-04, subject to the 35 conditions. Planning Intern Dabbous presented the staff report. Chair Lopez opened the Public Hearing. Vice Chair Ung inquired if sidewalks were the new protocol for new developments. Rosemead Planning Commission Meeting Minutes of February 6, 2023 Page 1 of 3 Planning & Economic Development Manager Valenzuela stated that it vanes, the City Engineer would review the street and if they feel that a sidewalk should be installed, they would condition that. Chair Lopez questioned if there's a sidewalk along the rest of the block. Associate Planner Lao replied that there are others with sidewalks along the block. Chair Lopez inquired if this new sidewalk would tie in with the rest of the block or if its free standing. Planning & Economic Development Manager Valenzuela expressed that the City Engineer would typically require it if there are existing sidewalks along the street. Seeing no additional questions, Chair Lopez asked if there was any public comment. Commissioner Liaison Huang stated that no public comments were received. There being no additional questions or public comment, Chair Lopez closed the public hearing period. ACTION: Commissioner Berry made a motion, seconded by Vice Chair Ung, to adopt Resolution 23-01 with findings, and approve Design Review 22-04, subject to the 35 conditions. Vote resulted in: Ayes: Berry, Escobar, Lopez, Tang, and Ung Noes: None Abstain: None Absent: None Roll call vote resulted in 5 Ayes and 0 Noes. Commission Liaison Huang explained the 10 -day appeal process. 4. CONSENT CALENDAR A. PC MINUTES 12.19-22 Commissioner Tang made a motion, seconded by Chair Lopez, to approve PC Minutes 12-19-22 as presented. Vote resulted in: Ayes: Berry, Escobar, Lopez, Tang, and Ung Noes: None Abstain: None Absent: None Roll call vote resulted in 5 Ayes and 0 Abstain. 5. MATTERS FROM STAFF None 6. Commissioner Liaison Huang expressed that she'll follow up with the City Clerk's Office for alternative options for the training and provide him an update shortly.
