YAC - Item 2A - Minutes of March 29, 2023 1 MINUTES OF THE CITY OF ROSEMEAD YOUTH ADVISORY COMMITTEE REGULAR MEETING MARCH 29, 2023 The regular meeting of the Rosemead Parks Commission was called to order by Chair Wu at 4:38 p.m. in the Rosemead Recreation Community Center located at 3936 Muscatel Avenue, Rosemead, California. PRESENT: Committee Members Chang, Li, Luong, Wu ABSENT: None 1. PUBLIC COMMENTS FROM THE AUDIENCE – None 2. CONSENT CALENDAR – No items at this time 3. MATTERS FROM STAFF A. Organization of Officers for the Youth Advisory Committee Director of Parks and Recreation Tom Boecking provided background about the City of Rosemead’s requirement of the organization of officers. He explained that it is needed per the City of Rosemead organization of Commission and Committees. He explained that the organization of officers is essential to providing leadership and adhering to Committee agendas and rules of order for conducting public meetings. Director Boecking informed the committee of the protocols established by the Ralph M. Brown Act for committee members and the expectation for committee members conduct as required by the Act. The committee nominated Alton Wu for committee chair and Frank Luong for Vice Chair by majority vote. The committee had no further questions when asked by Director Boecking. B. Youth Committee Policies and Procedures Parks and Recreation Supervisor Roman Rodriguez provided an oral presentation regarding the Youth Advisory Committee’s policies and procedures regarding meeting etiquette and Roberts rules of order. Supervisor Rodriguez informed the committee that staff included an informational sheet as part of the Committees agenda. He reviewed the meeting protocol for calling a meeting to order and following the items on the agenda. Both Director Boecking and Supervisor Rodriguez informed the committee of the significance of the public comment period. They emphasized that items which are commented on during the public comment period are not included on the agenda, and the committee may not comment or act on an item. Supervisor Rodriguez reviewed what the Consent Calendar was and why the committee would approve or consider items for discussion from the calendar. He also clarified the types of items that could be 2 discussed during the Member Comment Period. He explained that during the Member Comment Period it would be a good time to receive further calcification on an item from the agenda and or add a future agenda item. The last item discussed was adjournment and its need for time recording purposes. Supervisor Rodriguez asked if the Committee had any further questions, the committee had no further questions. C. Recreation Department Overview Director Boecking and Recreation Supervisor Rodriguez provided an oral presentation regarding the Parks and Recreation department. The Parks and Recreation Department offer a variety of classes, activities, and programs that are offered at various facilities in Rosemead which include the Rosemead Community Recreation Center, Garvey Center, Rosemead Aquatic Center, Garvey Park Youth Center, Garvey Park Gymnasium, Splash Zone at Garvey Park, and the Rosemead Park. Supervisor Rodriguez also mentioned that the following programs were offered throughout the city including Camp Rosemead, youth basketball and youth golf, youth and adult swim lessons. Director Boecking highlighted the Mermaid/Merman Academy as one of the most unique programs the department has to offer. Director Boecking explained to the committee that much of the marketing is focused on the quarterly recreation brochure due to its wide circulation to all Rosemead residents. The brochure has all the information on the upcoming programs and special events and has many resources for residents to utilize. He explained that the department uses other avenues of marketing to deliver information such as social media and physical/digital flyers. The presentation concluded with special events. Director Boecking explained that the city hosts several special events, that are done in collaboration with other departments in the city. The largest of the events is the 4th of July event followed by Trunk or Treat, Tree lighting and treats with Santa, and the Easter Egg Hunt that will be hosted in a few weeks. He also explained that the department hosts many senior events such as Senior Breakfast and Salute to Seniors. He then described our summer concert series and how the concerts are provided in north and south Rosemead, so residents do not have to travel as far to attend a concert. Committee member Chang said that he was interested in attending the Easter Egg Hunt. Committee member Li said that she was scheduled to volunteer at the Easter Dive. D. Youth Advisory Committee Strategic Goal Setting Workshop 3 Recreation Supervisor Rodriguez suggested calendar dates for the committee to meet for the Strategic Goal Setting Workshop. The committee members agreed to meet on Saturday, April 15, 2023, at the Garvey Center from 1:00 pm to 3:30 pm. 4. MATTERS FROM COMMITTEE Committee member Chang said they were looking forward to the workshop on Saturday, April 15, 2023. 5.
