Utilizing the Flock system, SAO Deputies conducted a felony traffic stop on a stolen vehicle.
The suspect was arrested for taking a vehicle without owner’s consent (10851(a) CVC) and a
possession of a baton.
3-15-2023 / RD 0531
SAO Deputy conducted a patrol check on valley boulevard for any suspicious activity. SAO
Deputy noticed a male adult near a closed business and startled as he saw the marked patrol
vehicle approach. The SAO Deputy contacted the male adult pending a possible burglary. After
investigation, the individual was arrested for narcotics and a outstanding felony warrant.

3-09-2023 / RD 0533
SAO Deputies detained a female Hispanic adult for several infractions committed. After a short
conversation, the female was able to provide information regarding a carjacking that occurred
last month at DBA “Royale Inn Motel” (2618 San Gabriel Blvd.). The information was passed
along to our Operation Safe Streets Unit (Gang Unit). The carjacking investigation is currently
ongoing.

SAO Deputies assisted South El Monte SAO team with a probation compliance check of seven
locations. All locations consist of probationers who have committed crimes in the city of
Rosemead.

SAO Deputies assisted in a assault with a deadly call for service. The call stated a male Asian
adult with a firearm shot several rounds inside a building. SAO Deputies responded first on
scene. With our training and experience, SAO deputies were able to set a containment and
formulate a plan to apprehend the suspect. The suspect was apprehended and arrested for
several felony charges.

SAO Deputies assisted a Rosemead deputy conducting a felony traffic stop on a stolen vehicle
which led to a foot pursuit and a deputy involved in a fight. Due a quick response, SAO
Deputies immediately arrived on scene to control and detain the suspect. The suspect was
arrested for taking a vehicle without owner's consent (10851(a) CVC) and several felony
charges.

SAO Deputies distributed flyers in the 0530 area for the Area Watch Meeting on March 16th,
2023. During that time, SAO Deputies introduced themselves to the community as residence
voiced their concerns but also expressed their gratitude for the our community oriented
policing approach.

SAO Deputies conducted a patrol check of “ULTA.” SAO Deputies parked their vehicles near
the store and walked inside to contact the manager, Krystal. We discussed crime trends and
concerns.

SAO Deputies conducted a patrol check of “Target.” During the check, a call for service was
broadcasted on radio. The call stated, A male Hispanic adult who frequently steals from the
store was observed walking around inside. SAO Deputies contacted and arrested the individual
for theft and several outstanding warrants.

SAO Deputies conducted a consensual encounter with a local transient. The local transient is
known to have a history of theft. During the encounter, SAO Deputies discovered the transient
was wanted and arrested her for a $25,000 misdemeanor warrant.

SAO Deputies assisted Secret Service with a warrant for fraud. The warrant for a male Asian
suspect who was involved in an international criminal activity. SAO Deputies provided crucial
information regarding the immediate area and local gangs. The suspect resides in Rosemead
and was apprehended by SAO Deputies.

SAO Deputies prepared work-up for two upcoming operations.
➢ Burglary Suppression operation (03-23-23)
SAO Deputies followed up with our station crime analysis and reviewed current
hot spots for burglary, thefts, and vandalism. Based on the data, a plan was
formulated to suppress crime in the hot spots.
➢ Probation Compliance Check (03-27-23)
SAO Deputies along with Los Angeles County Probation prepared a list of seven
probationers who currently reside in Rosemead. Each probationer chosen have
extensive criminal history. Compliance searches will be conducted to ensure each
probationer are in compliance with their conditions of probation.

Rosemead line-deputies experienced a large amount of priority calls through the city. SAO
Deputies assisted the line-deputies with pending calls to ensure that every call is being
responded to.

SAO Deputies participated in a area watch meeting for the 0530 Reporting District. SAO
Deputies introduced themselves to the community and discussed crime trends in their area.
Residence in the 0530 area were able to introduce themselves to other residence in the same
reporting district. Several residences showed interest in becoming part of the neighborhood
watch. The residence were able to voice their concerns as solutions given.

SAO Deputies conducted traffic stops and cited vehicles for moving offenses near schools to
secure the safety of students walking home.

“LA CLEAR” training for the entire SAO Team is scheduled for this month. “LA CLEAR” is a
resource and network which helps law enforcement with vital information on suspects prior to
conducting an operation.

3-26-2023 / RD 0533
SAO Deputy observed a male adult inside of a vehicle. The SAO Deputy contacted the male as
the male quickly dissociated himself from the vehicle. A check of the vehicle’s license plate
revealed the vehicle was reported stolen. The male was subsequently detained without
incident. Underneath the vehicle was a Sawzall still attached to the catalytic converter. The
male Suspect admitted he was attempting to steal the catalytic converter and had knowledge
the vehicle was stolen. The SAO Deputy arrested the Suspect for attempt grand theft
(664/487(a) PC) and for possession of a stolen vehicle (496D(a) PC).
3-28-2023 / RD 0533
Utilizing the flock system, a felony traffic stop for a stolen vehicle was conducted by SAO
Deputies. The suspect was detained without incident. The Suspect had a large amount of
suspected narcotics (methamphetamine and fentanyl) in his possession. The Suspect is an “El
Monte Flores” (EMF) criminal street gang member and is on Parole for carjacking (215(a) PC).
SAO Deputy arrested the suspect for transportation of a controlled substance (11352(a) HS and
11379(a) HS) and for vehicle theft with priors (666.5(a) PC).
NOTEWORTHY DETENTION
3-23-2023 / RD 0533
During a crime suppression operation, Code Enforcement (C.E) advised SAO Deputies of a
possible gambling location. C.E. stated they entered the business and saw over 40 Asians
playing Mahjong. The location did not have a valid permit and the occupants refused to
provide identification. After entering the business with C.E., we identified the owner and
discovered various business violations. Subsequently, the business was closed and fined for
various violations.

The Rosemead Special Assignment Team, along with Rosemead Code Enforcement (CE),
conducted a burglary, theft and vandalism suppression. SAO deputies were in unmarked
vehicles for the operation. Deputies and C.E. conducted surveillance at predetermined areas
within Rosemead and monitored for any suspicious vehicles and/or person(s) involved in any
criminal activity. Additionally, the suppression included marked black and white patrol
vehicles with Rosemead SAO deputies monitoring patrol and predetermined radio frequencies
to conduct necessary traffic stops and/or respond to any emergencies.
The suppression yielded the following results:
➢ 6 suspects were arrested (3 open charges/ 3 warrants, 1 cite)

Suspect #1 was wanted for trespassing at railroads and arrested for a misdemeanor $25,000
warrant.
Suspect #2 was arrested for possession of drug paraphernalia (violation of 11364(a) HS).
Suspect #3 was on probation for robbery and was detained for a compliance check. S/3 was
arrested for driving without a valid driver’s license.
Suspect #4 was wanted for misappropriation of property and arrested for a misdemeanor
$1,000 warrant.
Suspect #5 was witnessed by Rosemead Code Enforcement drinking and was arrested for
drinking in public.
Suspect #6 was wanted for driving with a suspended driver’s license due to being under the
influence. S/6 was arrested for a misdemeanor $90,000 warrant.
3-27-2023 / 0530-0536
The Rosemead Special Assignment Team (SAO), and the Los Angeles County Probation
Department conducted a probation compliance check operation. Numerous defendants have
been placed on formal probation / AB 109 supervision and reside in the city of Rosemead. They
are currently under the supervision of the Los Angeles County Probation Department, and all
are subjected to search and seizure conditions. Seven probationers were selected for the
operation. All probationers have extensive criminal histories. Compliance searches will be
conducted to ensure that all the probationers comply with their conditions of probation.
The Probation Compliance operation yielded the following results:
Two suspects were arrested

Suspect #1 was on probation for vehicle theft. During the compliance check, several narcotics
and drug paraphernalia were found in their possession.
The suspect was arrested for several narcotic charges and was additionally charged for
violating her probation conditions (1203.2 (a) PC).
Suspect #2 was arrested for possessing drug paraphernalia (violation of 11364(a) HS).
Before conducting our operation, two of the seven probationers selected for the operation were
arrested over the weekend.
All other probationers searched were in compliance with their conditions of probation.

SAO Deputies responded to a robbery just occurred call for service at 8914 Valley Boulevard
DBA “Rite Aid.” SAO Deputies arrived first on scene and voiced a broadcast via radio to other
responding units with valuable information of the last known whereabouts of the suspects.

SAO Deputies responded to an assault with a deadly weapon call for service at 3136 Del Mar
Avenue.

SAO Deputies participated in “Tip-A-Cop" event for the Special Olympics. SAO Deputies along
with special Olympic Athletes served over 130 guests in attendance.

SAO Deputies conducted a crime suppression operation. Prior to conducting the suppression, a
message was sent to “Target”, “Ulta”, “Walmart”, “Motel 6”, “Garvey Wholesale Beverage”
Asset Protection Managers/ General Managers. The message goal was to inform the local
businesses of our core mission and to encourage them to report any suspicious activity or
subjects. Continuous communication with our community and local businesses ensures we
maintain transparency and further displays our commitment to the safety of our city.

While conducting patrol checks at all Rosemead Parks, SAO Deputies cited two individuals:
One suspect was arrested for drinking in public (9.08.060 RSMMC) and the other was arrested
for an outstanding warrant.
SAO Deputies continuously conduct patrol checks at all parks in the city to ensure the safety of
all park goers.

While conducting a patrol check of the motels in the city of Rosemead, SAO deputies observed
a vehicle with multiple infractions. SAO deputies contacted the driver to warn or cite for the
violations. After further investigation, SAO Deputies discovered the driver of the vehicle had an
outstanding felony warrant for his arrest and illegally possessed firearm ammunition. The
driver was arrested for his outstanding warrant and several felony ammunition charges.

Utilizing the Flock system, SAO Deputies conducted a felony traffic stop on a stolen vehicle.
After further investigation, the driver of the vehicle was a victim of fraud. The victim had
purchased the stolen vehicle from a male black adult in the city of Hollywood. Trap detective
was notified of the incident.

SAO Deputies assisted the TRAP unit with an ongoing investigation of a “Chop Shop.” SAO
Deputies recovered multiple stolen vehicles.
SAO Deputies assisted the Narcotics Unit in discovering possible locations where drugs are
being sold and distributed in the city of Rosemead.

Rosemead SAO deputies along with Code Enforcement assisted the property owner of 3003
San Gabriel Boulevard with a location clean up by confirming the location was safe during the
process.

SAO Deputies contacted Major Crimes regarding a citizen complaint via “crime stoppers” re a
possible gambling house at 2568 Kelburn Avenue. Det Garcia advised they are monitoring the
location and will advise the status. (Tip ID: 365-M148482).
SAO Deputies monitored traffic near Rosemead schools to ensure the safety of the kids who are
walking. Several citations were issued.
SAO Deputies participated in running for the Baker to Vegas relay race where they competed against
other police departments nationwide. This event promotes, health, fitness, camaraderie and boosts
the overall station’s morale.

An LASD/LAHSA HOST Success Story

On Wednesday March 8th, 2023, East HOST assisted Temple station Special Assignment Team with an outreach and engagement event. The course of the event was to contact and engage with individuals experiencing homelessness within the city of Rosemead. Deputy personnel including Rosemead SAO team, LASD HOST, MET, and Rosemead code enforcement all participated with outreach. The event was broken into two teams allowing to cover a north and south portion area of the city. During outreach, we contacted a male individual (Robert Magallanes) living in his vehicle currently parked at Rosemead Community Recreation Center. After introducing ourselves as the homeless outreach team and getting to know a bit more about Robert, we learned he has been homeless for approximately one year and has a medical condition after sustaining a head injury. Due to his injury, Robert is unable to maintain employment and has on-going seizures. Robert has family near the area however, his family is limited within their own household and can’t provide additional assistance.
During our conversation, Robert mentioned he had previously spoken with a member of a local church (Isaac) who is willing to help Robert with somewhere to live, allowing him the opportunity to eat, shower, sleep with the condition to assist with daily maintenance within the church, respect other people within the church and follow rules. Considering the information Robert shared with us, we followed up and spoke to Isaac regarding the program Robert mentioned. During the phone conversation, Isaac identified himself as the director for the “Center for New Beginnings” in the city of South El Monte. Isaac explained the rules of the center which consisted of attending church on the weekends, weekly bible studies, and assist in completing house chores (sweeping, cleaning, cooking, etc.) Robert was receptive to the offer and agreed to the terms. Although Robert agreed to being housed, he still had to deal with his vehicle he’s been living in for the past year. The vehicle has severe damage to the rear and currently non-operable. After discussing several options with Robert, one idea remained in his favor. We told him we could call a local auto wrecking yard business within the area who would be willing to pay him cash for his car.
Robert asked us to allow him a day to consider the option of selling his non-operable vehicle. We promised to return the following day after he had considered the option. On Thursday, March 9th, we followed up with Robert. We knocked on his car door and without hesitation, Robert said he was ready. As promised, we returned to Robert to help with getting him housed at a local church and arranging the sale transaction of his vehicle. We called “LKQ Pick Your Part” wrecking yard who agreed to pay Robert $495.00 for his vehicle. who came by to pick up the vehicle. The pink slip was signed and released kook completion of the sale. Shortly after, Robert and his belongings were transported to a local church where he will now call his place of living. We plan to follow up with Robert to see his progress with the church and medical condition.
