MARSHALL STREET CROSSING GUARD REVIEW
SUMMARY
On behalf of the City of Rosemead, engineering staff completed a school crossing guard warrant
analysis and recommended appropriate improvements at the location Savannah Elementary
School.
The City of Rosemead requested an evaluation regarding the addition of an adult crossing guard
at the Rio Hondo Avenue and Marshall Street intersection. In response to this request and on behalf
of the city, engineering staff has completed a review of existing conditions at the intersection,
conditions along Rio Hondo Avenue and Marshall Street, as well as the evaluation for the
installation of a crossing guard at the intersection of Rio Hondo Avenue and Marshall Street.
ANALYSIS
To provide a complete evaluation, a traffic review included an evaluation of existing roadway
conditions, 3 years of available collision data and completion of Crossing Guard Warrants as found
in the California Manual on Uniform Traffic Control Devices (CAMUTCD) Section 7D.02. The
assessment also included the collection of a 24-hour vehicle count, a 24-hour speed survey on Rio
Hondo Avenue near Marshall Street, and an intersection turning movement count at Rio Hondo
Avenue at Marshall Street.
Existing Conditions:
Within the City of Rosemead, Rio Hondo Avenue runs north and south and is considered a local
road, per the California Road Systems Map. Rio Hondo Avenue has a speed limit of 30 MPH, and
a marked school speed limit of 25 MPH. Rio Hondo Avenue is approximately 40-feet wide, with

one lane in each direction and there is no marked centerline. Parking is available on both sides of
Rio Hondo Avenue, except where the curb is marked red and during street sweeping times. There
is also a section marked along Rio Hondo Avenue with a “No Stopping at Any Time” signage,
where cars are not allowed to stop. This segment of Rio Hondo Avenue is adjacent to single-family
residential homes and parallels Savannah Elementary School, which is on the east side of the street.
Within the City of Rosemead, Marshall Street runs east and west, and is considered to be a major
collector road, per the California Road Systems Map. Marshall Street has a speed limit of 35 MPH.
Marshall Street approximately 40-feet wide, with one lane of travel in each direction and marked
yellow dashed center line. Parking along the north and south side of Marshall Street is permitted
where the curbs are not marked red. This segment of Marshall Street runs along single-family
residential homes on both sides of the street and ends at Savannah Elementary School at the
intersection with Rio Hondo Avenue.
Within the City of Rosemead, De Adalena Street is considered to be a Local road. De Adalena
Street has a speed limit of 30 MPH, and a marked school speed limit of 25 MPH. De Adalena
Street is approximately 40-feet wide, with one lane in each direction and there is no marked
centerline. This segment of De Adalena Street is adjacent to single-family residential homes and
parallels Savannah Elementary School.
Within the City of Rosemead, Savannah Elementary School is an elementary school located at the
south east corner of Rio Hondo Avenue and De Adalena Street. The front of the school faces West
on Rio Hondo Avenue. Savannah Elementary School serves 381 students from Kindergarten to
6th grade. The regular bell schedules for students at Savannah Elementary School is as follows:
Monday through Friday – Start time: 8:00am for all students, End time: 1:45pm for kindergarten,
1:55pm for 1st thru 3rd Grade, 2:20pm for 4th thru 6th Grade.
STAFF RECOMMENDATION
After a thorough review of existing field and traffic conditions and per the guidelines in the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code
(CVC), and based on engineering judgement, it was determined that Savannah Elementary School
does not qualify for a crossing guard. However, additional intersection improvements are
suggested.
Please refer to Recommendations Exhibit in Attachment A for a conceptual exhibit
representation of the proposed recommendations.

1. REMOVE EXISTING FADED AND SCHOOL SIGNAGE AND REPLACE WITH NEW
SCHOOL SIGNAGE (SW24-1 (CA)) ALONG RIO HONDO AVENUE, MARSHALL
STREET, AND DE ADALENA AVENUE.
2. REMOVE AND REPLACE 25 MPH SIGN WITH NEW 35 MPH SPEED LIMIT SIGN TO
REFLECT THE CITYWIDE SPEED SURVEY SPEED LIMIT ALONG MARSHALL
STREET, APPROXIMATELY 130’ WEST OF THE INTERSECTION AT RIO HONDO
AVENUE. MOVE THE NEW SPEED LIMIT SIGN TO APPROXIMATELY 450’ WEST
OF THE INTERSECTION AT MARSHALL STREET AND RIO HONDO AVENUE, FOR
WESTBOUND TRAFFIC ALONG MARSHALL STREET.
3. INSTALL RED REFLECTIVE STRIP & ALL-WAY PLAQUE (R1-3P) UNDER EACH OF
THE STOP SIGNS AT THE INTERSECTIONS OF RIO HONDO AVENUE AT DE
ADALENA AVENUE, AND AT RIO HONDO AVENUE AND MARSHALL STREET.
4. REMOVE AND REPLACE EXISTING SIGNAGE WITH NEW 25 MPH (SR4-1) SCHOOL
SPEED LIMIT SIGNAGE. EXISTING 25 MPH SCHOOL SPEED SIGNS ARE FADED
AND SHOULD BE REPLACED.

INTRODUCTION
The City of Rosemead received a request regarding traffic control for Savannah Elementary School. The
request consisted of reviewing the intersection at Rio Hondo Avenue and Marshall Street and determining
if the addition of a crossing guard is warranted for the intersection. To provide a complete evaluation, a
traffic review included an evaluation of existing roadway conditions, 3 years of available collision data and
completion of Crossing Guard Warrants as found in the California Manual on Uniform Traffic Control
Devices (CAMUTCD) Section 7D.02. The assessment also included the collection of a 24-hour vehicle
count, a 24-hour speed survey on Rio Hondo Avenue near Marshall Street, and an intersection turning
movement count at Rio Hondo Avenue at Marshall Street.

COLLISION INVESTIGATION
Collision data was obtained from the computerized collision records system maintained by the State of
California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of all collisions that
occurred at Rio Hondo Avenue and Marshall Street was conducted over a 3-year period between January
2020 through March 2023. Based on the information provided, a summary breakdown of the number of
collisions within the studied segment are shown below in Table 1:

Average Daily Traffic (ADT) data was obtained from counts taken on April 18, 2023, for Rio Hondo Avenue
between De Adalena Avenue and Marshall Street, and Marshall Street between Claudia Circle and Rio
Hondo Avenue. All counts were taken when schools are back in session. A summary of ADT data is shown
in Table 2: Average Daily Traffic (ADT). The Average Daily Traffic reports are attached (Attachment 1) at

SPEED SURVEY
A 24-hour speed sample was taken on April 18, 2023, along Rio Hondo Avenue south of De Adalena
Avenue, Rio Hondo Avenue north of Glendon Way, and Marshall Street between Claudia Circle and Rio
Hondo Avenue. The 85th percentile speed of northbound and southbound vehicles along Rio Hondo
Avenue south of De Adalena Avenue is 27 MPH. This translates to mean that 85 percent of the vehicles
sampled, northbound and southbound vehicles are traveling at 27 MPH or below, which is below the
speed limit of 30 MPH. Table 3 below shows the April 18, 2023, speed survey results. The speed summary
is attached (Attachment 2) at the end of the report.

The 85th percentile speed of northbound and southbound vehicles along Rio Hondo Avenue north of
Glendon Way is at 33 MPH. This translates to mean that 85 percent of the vehicles sampled, northbound
and southbound vehicles are traveling at 33 MPH or below, which is above the speed limit of 30 mph.
Table 3 shows the April 18, 2023, speed survey results. The speed summary is attached (Attachment 2)

sampled, eastbound and westbound vehicles are traveling at 35 MPH or below, which is at the speed limit

PEAK HOUR INTERSECTION TURNING MOVEMENT COUNTS
To determine what type of turning movements are encountered at the intersection of Rio Hondo Avenue
and Marshall Street, a peak hour intersection turning movement count and pedestrian count was taken
at this intersection during the hours of 7-9 AM, 12:00-3:00 PM and 4-6 PM on Tuesday, April 18th, 2023.
The counts were taken while school was in session. Figures 4, 5, and 6 represent the highest peak 1 hour
of vehicles at the intersection during each count time. Please refer to Attachment 3 at the end of the
report for the count sheet.
Figure 4 shows the highest one-hour traffic volume during the AM peak hours of 7:00-9:00 AM. The peak
hour volume for the AM Peak was 7:45- 8:45 AM at the intersection of Rio Hondo Avenue and Marshall
Street.

Figure 5 shows the highest one-hour traffic volume during the Afternoon peak hours of 12:00-3:00 PM.
The peak one hour was between the Afternoon hour of 14:00-15:00 (2:00-3:00 PM) at the intersection of
Rio Hondo Avenue and Marshall Street. This corresponds to when school is letting out at Savannah
Elementary School.
Figure 6 shows the highest one-hour traffic volume during the PM peak hours of 16:00-18:00 PM. The
peak one hour was between the PM Peak hours of 17:00-18:00 (5:00-6:00PM) at the intersection of Rio
Hondo Avenue and Marshall Street.
PEDESTRIAN COUNTS
To determine how many pedestrians are crossing Rio Hondo Avenue & Marshall Street, peak hour
pedestrian counts were taken during the same count periods as the intersection turning movement
counts on Tuesday, April 18th, 2023. The pedestrian counts tally the number of adult and school age
pedestrians in each leg of the intersection during the count times of 7-9AM, 12-3PM and 4-6PM. Each
hour is shown in Table 4. The north and south leg counts reflect pedestrians crossing Rio Hondo Avenue

Additional pedestrian counts were taken on April 25, 2023, and on May 2, 2023, during school drop off
and school dismissal time for Savannah Elementary School. The counts were conducted at two separate
intersections, for Rio Hondo Avenue at De Adalena Avenue and for Rio Hondo Avenue at Marshall
Street. The pedestrian counts shown in Table 5 and Table 6 tally the number of adult and school age
pedestrians in each leg of the intersection in the morning between 7:30-8:30AM during school drop off,
and in the afternoon between 1:30-2:45PM during school pickup. The count was divided into 15-minute
increments in the table below (Table 5 and Table 6).

FIELD OBSERVATIONS AT SAVANNAH ELEMENTARY SCHOOL
An observation was conducted on Tuesday, April 25th, 2023, at the intersection of Rio Hondo Avenue and
Marshall Street, as well as the frontage of Savannah Elementary School, to observe car and pedestrian
movements during student pick-up. Observations were conducted following the release of students from
Savannah Elementary School at 2:20PM. Many cars parked along both sides of the street along Rio Hondo
Avenue, north of the intersection with Marshall Street. It was observed that many vehicles waited to pick
up students along the curb on the east side of the street or parked on the west side of the street and
crossed midblock along Rio Hondo Avenue between Marshall Street and De Adalena Avenue. Only a few
parents and students utilized the crosswalks at Rio Hondo Avenue and Marshall Street. During the school
dismissal of kindergarten age students, it was also observed that the parking lot located southeast of the
intersection at Rio Hondo Avenue and Marshall Street was used as a pick-up spot for vehicles, and a
backup of cars quickly formed as vehicles waited to turn into the parking lot. Vehicle backup affected cars
turning into the parking lot for pickup, as well as vehicle traffic trying to turn at the intersection of Marshall
Street and Rio Hondo Avenue. The district requested that the City evaluate the request for an additional
crossing guard at the Rio Hondo Avenue and Marshall Street intersection. It was observed that few
pedestrians used the crosswalks at Rio Hondo Avenue and Marshall Street.
At the same time, an observation at the intersection of Rio Hondo Avenue and De Adalena Avenue was
conducted in the afternoon on Tuesday, April 25th, 2023, during the pick-up of students at Savannah
Elementary School, starting at 1:30 PM. It was observed that along De Adalena Avenue, parents would
park along the east, west, and north side of the intersection to pick up their students after the students
were released from class. Vehicles were also parked in the red zone along this part of the street during
student pick-up from the school. It was observed that many parents and students used the crosswalk at
De Adalena Avenue and Rio Hondo Avenue to safely cross the street to return to their vehicles. Parents
and students primarily crossed on the south leg and the east leg of the intersection. There is an existing
crossing guard posted at this intersection, who assists pedestrians crossing the south leg and east leg at
Rio Hondo Avenue and De Adalena Avenue.

A crossing guard was stationed at the intersection of De Adalena Avenue and Rio Hondo Avenue and
assisted student and adult pedestrian cross the crosswalks at the east leg and south leg of the intersection.
There are marked crosswalks at all four legs of the intersection, however the crossing guard only assists
with crossings at two of the crosswalks. The crossing guard expressed their concern for students during
morning drop off and afternoon pick-up, due to the number of students crossing at De Adalena Avenue
as well as the number of cars traveling along De Adalena Avenue. After students were released, there was
a large gathering of children and parents at the south-east corner of the intersection at De Adalena
Avenue and Rio Hondo Avenue by the crossing guard. It was also observed that many parents and students
walked south along the west side on the sidewalk of Rio Hondo Avenue during school pick up.
Figure 7 below indicates the observed traffic movement of vehicles during the pick-up of students in the
afternoon from Savannah Elementary School.

TRAFFIC CALMING DEVICES AND STRATEGIES
Traffic calming is the process of reducing vehicle speeds through the use of both passive devices, such as
signs and striping, and physical devices such as changes in road elevation or path. As part of this study,
traffic speeds, accidents and traffic volumes were used to assess existing conditions along this segment.
The type, design and placement of traffic calming devices depend upon the road classification, desired
traffic speed and types of traffic issues along Rio Hondo Avenue south of De Adalena Avenue. The
following is a list of common traffic calming measures usually deployed to reduce speeding, increase
visibility of signs, and decrease running of Stop signs. As shown in Figure 2, some of the typical traffic
calming measures have been installed along Rio Hondo Avenue at De Adalena Avenue and Rio Hondo
Avenue and Marshall Street. This includes some school signage, flashing stop signs at both intersections,
and a speed feedback sign for northbound traffic on Rio Hondo Avenue.

CRITERIA FOR DETERMINING IF A CROSSING GUARD IS WARRANTED
The City has received comments from parents of students who attend Savannah Elementary School
regarding the pedestrian crossing at Rio Hondo Avenue and Marshall Street. To access the Savannah
Elementary School in the City of Rosemead, there are crosswalks located at the intersection of Del Adalena
Avenue and Rio Hondo Avenue, as well as Rio Hondo Avenue and Marshall Street. The frontage of
Savannah Elementary School faces west towards Rio Hondo Avenue. However, there are some concerns
by parents that a crossing guard may be needed at the subject intersection of Rio Hondo Avenue and
Marshall Street. As a result of concerns the City commissioned a Traffic Engineering study to assess
existing conditions as well as determine if a crossing guard is warranted. Two intersections were
considered in this assessment for Savannah Elementary School, which were the intersections of Rio Hondo
Avenue at Marshall Street, and Rio Hondo Avenue at De Adalena Avenue.
All Engineering studies and recommendations follow the guidelines found in the CAMUTCD (California
Manual on Uniform Traffic Control Devices) and the California Vehicle Code. By following engineering
standards assures that all devices or measures placed in or on public streets have a universal meaning and
all drivers understand and can anticipate where signs or striping may be placed. This is also true in regard
to the criteria for Adult Crossing Guards. Our Traffic Studies are based on the guidelines found in the
California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and
based on engineering judgement from a detailed traffic study.
Criteria for Adult Crossing Guards
Adult Crossing Guards normally are assigned where official supervision of school pedestrians is desirable
while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not
necessarily consecutive) daily use the crossing while going to or from school. Table 7 and Table 8 outline
the criteria and findings. As found in the CAMUTCD 7D.02 the following guidelines are provided.
Adult crossing guards may be used under the following conditions:
1. At uncontrolled crossings where there is no alternate controlled crossing within 600 feet; and
a. In urban areas where the vehicular traffic volume exceeds 350 during each of any two hours
(not necessarily consecutive) in which 40 or more school pedestrians cross daily while
going to or from school; or
b. In rural areas where the vehicular traffic volume exceeds 300 during each of any two hours
(not necessarily consecutive) in which 30 or more school pedestrians cross daily while
going to or from school. Whenever the critical (85th percentile) approach speed exceeds 40
mph, the guidelines for rural areas should be applied.

2. At stop sign-controlled crossing: Where the vehicular traffic volumes on undivided highways of
four or more lanes exceeds 500 per hour during any period when the school pedestrians are
going to or from school.
3. At traffic signal-controlled crossings:
a. Where the number of vehicular turning movements through the school crosswalk exceeds
300 per hour while school pedestrians are going to or from school; or
b. Where justified through analysis of the operations of the intersection.

RECOMMENDATIONS
After a thorough review of existing field conditions, it was determined that a crossing guard installation is
not warranted at the intersection of Rio Hondo Avenue and Marshall Street, or for the west leg or North
leg at the De Adelana Street and Rio Hondo Avenue intersection. However, some other traffic calming
measures may be installed along Rio Hondo Avenue and Marshall Street to improve visibility. Please refer
to the Recommendations Exhibit for a visual demonstration of the proposed conditions.
It is important to note that some recent recommendations were approved by the Rosemead Traffic
Committee regarding curb painting along Rio Hondo Avenue and De Adalena Avenue. The new curb
painting includes adding white curb along Rio Hondo Avenue to highlight the drop off/pick-up zone in
front of the school, as well as adding some read curb along Rio Hondo Avenue and De Adalena Avenue.
