CC - 1964 - 21 - Amend Collier-Unruh Local Transportation Development Act• • RESOLUTION NO. 64-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING THE STATE LEGISLATURE TO AMEND THE COLLIER-UNRUH LOCAL TRANSPORTA- TION DEVELOPMENT ACT. WHEREAS, the Collier-Unruh Local Transportation Development Act was adopted by the State Legislature and appproved by the Governor of the State of California on July I8, 1963; and WHEREAS, the Act provides that the recipient of funds apportioned from the increased Gas Tax, shall expend for con- struction and rights of way on the Select System, an additional amount which shall be derived from sources other than Highway Users Tax Funds, and these required amounts known as "Matching Funds," are to be 50% of the apportionment for the fiscal years 1963-64, 1965-66, 1966-67, and increasing on a graduated scale to 100% of the apportionment in the fiscal year 1969-70; and WHEREAS, the expenditure of these required "Matching Funds" will work a hardship on many cities, and the City of Rosemead in particular, since these funds in great part will come from the General Funds of the cities, and the expenditure of these funds may diminish the amounts which can be used for maintenance and construction of local streets; and may in some cases, cause cities to be required to levy increased property taxes in order to provide sufficient funds for the "Matching Funds." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES RESOLVE AS FOLLOWS: Section 1. That the Collier-Unruh Local Transportation Development Act be amended at the next Session of the State Legislature to eliminate or to make less burdensome the "Matching Fund" provisions as now embodied in the Act. Section 2. That the City Clerk shall certify to the adoption of this resolution and cause copies to be sent to our legislators in the State Legislature, and the League of California Cities.
