A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD OPPOSING ASSEMBLY BILL 46 INTRO-
DUCED AT THE 1964 EXTRAORDINARY SESSION OF
THE CALIFORNIA LEGISLATURE.
WHEREAS, Assembly Bill 46 providing for drastic changes
in school district organization in California and for the
elimination of all existing school districts and the reorgan-
ization of these districts on a county-wide basis, except
chartered city school districts, has been introduced in the
1964 First Extraordinary Session of the California Legislature,
and
WHEREAS, it would result in a static and impersonal
educational program that whoud dilute the cirriculum on the
basis of quantity education, rather than quality education, and
in a tragic loss in local board control of education, accompanied
by the inevitable loss of local interest and support that is so
vital to a successful public school system, and
WHEREAS, it would be impossible for the board and
administration of such large school districts to know and to
meet the unique requirements of individual students and communities
within the district, and would not result in a significant
reduction in the cost of education as claimed by the supporters
of the bill, but it would result in a loss of local control of
school financing, and
WHEREAS, school district organization should be voluntary.
and not mandatory, and the state law already provides for the
orderly organization of school districts, if the people desire
it,, and the local people are more aware of the needs for school
district organization and are more capable of making the:.correct
decision for their area. To reorganize against the wishes of
the people would be disastrous to public education in California,
and
WHEREAS, the Rosemead School District.-has recommended
that the City Council of the City of Rosemead express its
opposition to said Assembly Bill 46.
NOW, THEREFORE, BE IT RESOLVED THAT: The City Council
of the City of Rosemead urgently requests firm and vigorous
opposition by legislators representing this area to Assembly
Bill 46 and any other attempts to usurp the responsibility for
school district organization from the people of the local school
districts.
BE IT FURTHER RESOLVED: That copies of this Resolution
beforwarded to Assemblymen Harvey Johnson and Alfred H. Song,
State Senator Thomas Rees, and to the Education Committees of
the Assembly and Senate.
PASSED, APPROVED and ADOPTED this 10th day of March, 1964.
