F. Professional Services Agreement with Volunteers in Defense of Animals (VIDA) for
Animal Shelter and Care Services
The Professional Services Agreement with Volunteers in Defense of Animals
("VIDA") for animal shelter and care services agreement is set to expire on
December 31, 2023. On April 13, 2023, the Public Safety Department received a
letter from VIDA notifying the City of unplanned price increases for animal intakes
due to increasing costs of veterinarian care and daily maintenance. For the past five
years, VIDA has provided long-term kenneling, adoption, and veterinary care
services to the City, in addition to supporting the City's network of animal care
services. The Public Safety Department has been pleased with the services that VIDA
provides and is recommending that the City continue its unique relationship with
VIDA.
Recommendation: That the City Council authorize and direct the City Manager to
execute a Professional Services Agreement with VIDA for long-term animal care,
adoption, and veterinary services.
G. Professional Services Agreement with L.A. CADA for Homeless Outreach and
Case Management Services
The City of Rosemead has been a participant in the San Gabriel Valley Council of
Governments ("SGVCOG") supplemental homeless services program to provide
homeless outreach and housing navigation services to individuals experiencing
homelessness in Rosemead. On February 28, 2023, the City Council approved the
City's HOME -ARP allocation plan which allocated $1,222,084 for homeless
outreach and case management services. On April 3, 2023, the City Manager's Office
published RFP No. 2023-07 requesting proposals from qualified firms to provide
homeless outreach and case management services and received one proposal by the
response deadline.
Recommendation: That the City Council authorize and direct the City Manager to
execute a Professional Services Agreement with L.A. CADA for homeless outreach
and case management services in the amount of $1,213,829 for afour-year period.
H. Second Amendment to Professional Services Agreement with Evergreen
Landscaping for Landscape Maintenance Services
On June 11, 2019, the City Council approved a three-year Agreement with
Evergreen Landscaping to perform landscape maintenance services for an annual
not -to -exceed amount of $343,740. On June 28, 2022, the First Amendment to the
original Agreement with Evergreen Landscaping was approved increasing annual
compensation to $365,940 and extending services through June 30, 2023. Staff is

requesting that the City Council authorize the Second Amendment to include a
one-year extension to the Agreement for landscape maintenance services to
June 30, 2024, and an increase in annual compensation in the amount of $15,000 for
additional landscape maintenance services for an annual amount of $380,940.
The additional one-year extension is permitted by the agreement.
Recommendation: That the City Council authorize the Second Amendment to the
Evergreen Landscaping Agreement for a one-year extension (July 1, 2023, to
June 30, 2024) for general scope of services per the original contract and increase the
contract amount by $15,000 for additional landscape maintenance services for a new
total annual amount not -to -exceed $380,940.
L Release of Bond — Tract Map No. 82875 for 3133 Willard Avenue
A Faithful Performance Bond and a Labor and Material Bond were included as
Conditions of Approval for Tract Map No. 82875 located at 3133 Willard Avenue to
ensure the completion of required public works improvements The public works
improvements consisted of the construction of anew driveway, sidewalk, curb ramps,
curb and gutter, AC street pavement, and extension of the sewer main. The developer
provided the required bonds in the amount of $23,000 for each bond. Since the work
has been completed to the satisfaction of the Public Works Department, it is
recommended that the bonds be released to the developer.
Recommendation: That the City Council take the following actions:
1. Accept the completed public improvements, and;
2. Authorize the release of the Faithful Performance and Labor and Material Bonds,
in the amount of $23,000 for each bond.
J. Release of Bond — Parcel Map No. 69946 for 3139 Burton Avenue
A Faithful Performance Bond and a Labor and Material Bond were included as
Conditions of Approval for Parcel Map No. 69946 located at 3139 Burton Avenue to
ensure the completion of required public works improvements. The public works
improvements consisted of the construction of new sewer lateral, driveway, curb and
gutter, curb drains, AC street pavement (or payment of in -lieu fee), and installation
of survey monuments. The subdivider provided Certificates of Deposits in the
amount of $7,500. The work has been completed to the satisfaction of the
Public Works Department and it is recommended that the bonds be released to the
developer.
Recommendation: That the City Council take the following actions:
1. Accept the completed public improvements, and;
2. Authorize the release of the Faithful Performance and Labor and Material Bonds,
in the amount of $7,500.

K. Amendment No. 1 to Professional Services Agreement with Joe A. Gonsalves & Sons
On July 1, 2022, the City of Rosemead ("City") entered into a Professional Services
Agreement with Joe A. Gonsalves & Sons for state legislative advocacy services for
a one-year period for a total cost of $30,000. The current agreement is set to expire
on June 30, 2023. At the February 28, 2023, City Council Meeting, the City Council
requested that an item be brought forward at a future meeting to discuss the scope of
work for a Request For Proposals ("RFP') related to state lobbyist and advocacy
services. Although the item has been placed on the agenda for several meetings, the
discussion has yet to occur. In anticipation of further City Council direction and lapse
in advocacy service, it is recommended that the City Council authorize City Manager
to execute Amendment No. 1 with Joe A. Gonsalves & Sons for a two-month period
in an amount not -to -exceed $5,000.
Recommendation: That the City Council approve, authorize, and direct the City
Manager to execute Amendment No. 1 with Joe A. Gonsalves & Sons for a
two-month period in an amount not -to -exceed $5,000.
L. Approval of Second Amendment to Professional Services Agreement with
St. Francis Electric for Traffic Signal Maintenance Services
On June 14, 2022, the City Council approved a one-year extension to the original
three-year agreement including two one-year extensions, with St. Francis Electric to
perform traffic signal and traffic control device maintenance services. The agreement
is scheduled to expire on June 30, 2023, and staff is requesting the Council's approval
to exercise the second one-year option to a new expiration date of
June 30, 2024. Staff is also requesting to ratify the cost of additional and unforeseen
emergency traffic signal repair work performed in FY 2022-2023 in the amount of
$56,000 due to atraffic collision.
Recommendation: That the City Council take the following actions:
1. Authorize an amendment to the agreement with St. Francis to ratify the
emergency repair work caused by a traffic accident in the amount of $56,000
increasing the compensation amount from $160,000 to $216,000 for FY 2022-23.
2. Authorize a second one-year extension with St. Francis Electric for the scope of
services per the original contract to June 30, 2024; and
3. Find that the Project is exempt from CEQA review pursuant to Section
15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

M. Second Amendment to Professional Services Agreement with Trio Community
Meals an Elior Company for Senior Nutrition Meals Services
On June 9, 2020, the City Council approved a three-year agreement with Bateman
Community Living, LLC, to provide meals for the Senior Nutrition Program.
Bateman Community Living, LLC, was acquired by TRIO Community Meals an
Elior Company. The current contract for meal services will expire on June 30, 2023.
Staff is requesting the City Council to authorize the Second Amendment to include a
one-year extension to the Agreement to provide the Senior Nutrition Program
services, July 1, 2023, to June 30, 2024.
Recommendation: That the City Council authorize the City Manager to execute the
Second Amendment to the TRIO Community Meals an Elior Company for a
one-year extension (July 1, 2023, to June 30, 2024) to provide the Senior Nutrition
Lunch program for a new total annual amount not -to -exceed $124,000.
N. Appointment to the Youth Advisory Committee
The City has continued to solicit applications for the Youth Advisory Committee,
which will advise the City Council on matters pertaining to youth. The Youth
Advisory Committee is overseen by the Parks and Recreation Department and will
submit an annual update to the City Council.
Recommendation: That the City Council approve the appointments of Katelynn Kim
and Ryan Cheung to the Youth Advisory Committee.
O. Street Sweeping Services Contract Award
The City's street sweeping services agreement with Athens Services is set to expire
on June 30, 2023. At the November 8, 2022, City Council Integrated Solid Waste
Workshop, the City Council directed staff to include street sweeping services as an
option in the RFP to determine if there would be cost savings through operational
efficiency from having one company perform both services. The Request for
Proposal (RFP) for Integrated Solid Waste Handling Services was released on
November 17, 2022, and on January 26, 2023, the City received five (5) proposals.
At the April 11, 2023, City Council Meeting the Council directed not to include street
sweeping services within the scope of work for the new integrated solid waste
handling franchise agreement.
The City released a separate RFP only for Street Sweeping Services on
March 16, 2023, in the event street sweeping was not included in the waste handling
contract. On April 6, 2023, the City received two proposals (Sweeping Corp of
America/SCA and Athens Services). Staff began the review process for
completeness, understanding of the scope of work, and cost. Athens Services,
however, withdrew its bid on May 1, 2023. As such, staff is recommending that the
City Council authorize the City Manager to execute an agreement with Sweeping
Corp of America (SCA) for street sweeping services for a three-year period with the
option to extend for up to two (2) additional one-year periods.

Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to execute an agreement with SCA for Street
Sweeping services for a three-year period with the option to extend for up to
two (2) additional one-year periods. The total annual compensation for the first
period (July 1, 2023 — June 30, 2024) would be in the amount of $484,460, while
the second and third periods would be allowed to increase by the annual
Consumer Price Index with a maximum four (4) percent cap; and
2. Find the proposed action is categorically exempt under the California
Environmental Quality Act (CEQA) Guidelines in accordance with Government
Code Section 15061(b)(3).
P. Approval of the City of Rosemead's FY 2023-24 Statement of Investment Policy
Approval of this item approves the Annual Investment Policy and delegation of
investment authority to the Finance Director for FY 2023-24. There are minimal
changes from last year's policy to be in accordance with California Government
Code §53601.
Recommendation: That the City Council approve the Annual Investment Policy and
delegation of investment authority to the Finance Director/City Treasurer.
5. MATTERS FROM CITY MANAGER & STAFF
CEQA: The following items are not subject to the California Environmental Quality Act,
unless noted on the item.
A. Approval of First Amendment to City Manager Employment Agreement
The City and the City Manager entered into an Employment Agreement
("Agreement") on April 26, 2022. Section 6 of the Agreement permits the City
Council to conduct performance evaluations and grant increases in salary. Pursuant
to Section 6 (c) of the Agreement, the City Council conducted the City Manager's
performance evaluation. The City Manager received a "substantially exceeds
expectations" review with a 5 rating. A substantially exceeds expectations review
entitles the City Manager to a 5% salary increase. A 5% increase would bring the
City Manager's total annual salary to $228,900.
Recommendation: That the City Council take the following actions:
1. Approve the granting of a 5% salary merit increase for a "substantially exceeds
expectations" performance evaluation and authorize the Mayor to execute the
First Amendment on behalf of the City Council to reflect the increase; and
2. Adopt Resolution No. 2023-31, entitled:

NO. 2022-23 ESTABLISHING THE COMPREHENSIVE
SALARY SCHEDULE FOR ALL FULL-TIME
CLASSIFICATIONS IN THE CITY OF ROSEMEAD
B. Annual Service Level Authorization with the Los Angeles County Sheriff's
Department
Each year, the City of Rosemead adopts an Annual Service Level Authorization with
the Los Angeles County Sheriff's Department ("LASD") for law enforcement
services. On April 25, 2023, the City was advised by LASD — Contract Law
Enforcement Bureau ("CLEB") that the annual renewal process has resulted in a
7.61% increase in the cost of a Deputy Sherriff Service Unit for the upcoming fiscal
year. Additionally, the rate increase for a Sergeant will be 6.86%. The liability
surcharge also increased by 1% from 11% to 12%. This has resulted in a
year -over -year increase of $808,690 or 8.62% in costs from the current years' service
level authorization.
At the request of the City Council, the Public Safety Department has been working
with the Rosemead Public Safety Commission ("PSC") to review crime trends, calls
for service, and response time data to address concerns related to response times and
visibility of LASD patrol deputies. Based on the data provided and analysis, call
volume and response times are negatively impacted during the AM and PM patrol
shifts, with the PM patrol shift demonstrating the most resource constraints. The data
was also supported by operational analysis provided by LASD that PM patrol
deputies are typically moving from call to call with little to no time to conduct
proactive policing activities, thereby negatively impacting response times and crime
deterrence patrols. On May 31, 2023, the City was notified by LASD that a full
contract growth moratorium is in effect for FY 2023-24. As a result, LASD will not
be able to fill any additional staffing needs thatthe City may request forthe upcoming
year. However, LASD has indicated that if the City would like to acquire an
additional unit of patrol, they will allow the City to reduce the Special Assignment
Team from seven (7) deputies to six (6) and provide one (1) 40 -hour, non -relief patrol
unit for no additional cost.
Recommendation: That the City Council take the following actions:
1. Provide direction on the addition of a 40 -hour non -relief patrol unit; and
2. Approve the Service Level Authorization for FY 2023-24 and authorize and
direct the City Manager to execute all necessary documents with the Los Angeles
County Sheriffs Department.

C. Study Session and Review of the Proposed FY 2023-24 Operating and Capital
Improvement Program Budgets
This report summarizes the City's overall financial position for the Proposed
FY 2023-24. The purpose of the Study Session meeting is for staff to present the
Proposed FY 2023-24 Budget to City Council, answer related questions, and receive
feedback on the proposal for possible adoption on June 27, 2023. The Proposed
FY 2023-24 Budget for all City operating expenditures is $39,009,100 and is
comprised of three operating fund types (General Fund, Special Revenue Funds, and
Internal Service Funds). The Capital Improvement Program budget is $3,089,000
and includes funding for 5 new projects, additional funding for 2 existing projects,
and funding for 4 annual projects. The Rosemead Housing Development Corporation
(RHDC) budget is proposed at $868,400. The Successor Agency budget is presented
as `informational only' and is set at $3,682,900 to cover debt service on the exiting
bonds, operational shortfall, and lease payments of the RHDC, and administrative
costs.
In addition, staff recommends budget amendments for the Fiscal Year 2022-23.
The Council recently approved the City Manager to enter into an agreement to
purchase the Rosemead Chamber of Commerce property at 3953 Muscatel Avenue,
Rosemead. The purchase was completed May 25, 2023. A budget adjustment of
$950,900 will be needed within the General Fund for fiscal year 2022-23 to cover the
cost of the purchase. In addition, staff has reviewed projects that are currently funded
by the American Rescue Plan Act of 2021 (ARPA). The American Rescue Plan Act
of 2021 (ARPA) provided $17.8 million to the City of Rosemead. The City has
elected to place $10 million of the $17.8 million in the category of revenue loss. The
ARPA category for revenue loss is the least restrictive of all categories. These funds
may be used for direct municipal services. The revenue loss category allows for
greater spending flexibility, without the restrictions imposed by ARPA rules and
regulations on other categories. Staff is recommending that the Council approve
reappropriating $7,398,300 of the $10 million of revenue loss funds to pay for the
purchase of the Rosemead Chamber of Commerce property as well as to pay for City
services that were negatively impacted by the COVID-19 pandemic.
Staff is also recommending the creation of a Public Facilities Internal Service Fund
to support future improvements and maintenance of facilities and public
infrastructure. The fund will allow the City to better plan for future capital projects,
improvements, and replacements.
Recommendation: That the City Council review the Fiscal Year 2023-24 Proposed
Operating and Capital Improvement Program Budget and provide staff direction.
