CC - 1964 - 35 - Opposing Modified Pacific Southwest Water Plan9 0 RESOLUTION NO. 64-35 A RESOLUTION OF TIE CITY COUNCIL OF THE CITY OF ROSEMAD OPPOSING THE MODIFIED PACIFIC SOUTHWEST WATER PLAN. WHEREAS, as a result of the Arizona-California water dispute the Supreme Court has given the Secretary of Interior considerable authority and control over regional water areas; and WHEREAS, the Secretary of Interior has developed the modified Southwest Water Plan which proposal could render useless the Colorado River Aqueduct now pro- viding an indispensable source of water for the 9,000,000 people of the Metropolitan Water District; and WHEREAS, the Pacific Southwest Water Plan in its present form offers at most only feasibility studies for 550,000 acre feet of Northern California water annually as a replacement for less than one-half of the present Colorado River supply and offers nothing to make up this shortage or provide for the greater future needs of the Metropolitan Water District; and WHEREAS, the proposed plan is seriously deficient due to the absence of any consideration of the possibilities of transporting water into the Pacific Southwest from sources other than Northern California, and further, the plan is critically defective because it fails to recognize and preserve the rights of exist- ing projects in the State of California to priorities to the annual consumptive use of 4.4 millinn acre feet of water from the Colorado River; NOW, THEREFORE, TEL CITY COUNCIL OF T-IE CITY OF ROSE`EFAD IMMEBY RESOLVES AS FOLLOWS: Section 1. That it supports the Metropolitan Water District of Southern California in opposing the modified Pacific Southwest Water Plan proposed by the Secretary of Interior. Section 2. That it concurs in the principle that the water problems of the and Sout west can best be solved by the cooperative act of all interests in the area. Section 3. That it approves of the concept of a regional water develop- ment fund e iT3"ca_te to the complete utilization and conservation of the water resources of all the Pacific Southwest. It further believes instead of the proposal by the Secretary of Interior for enlarging a section of the California Aqueduct, the first Federal monies spent in California under any regional plan should contribute support to the State Water Plan and be used for the development of the water resources of this State's North Coastal area for California's future growth. Section 4. The City Clerk shall certify to the adoption of this resolution and cause copies Fereof to be forwarded to the Governor of California, the members of the State Legislature, the members of the United States Senate from California, and the members of the House of Representatives representing the Rosemead area.
