Commission Purpose
→The purpose of the Commission is to facilitate a citizen-
based, community effort to organize, promote, advocate,
and participate in public safety efforts concerning matters
relating to public safety, including understanding police and
fire operations, crime prevention, and emergency
preparedness to enhance public safety and improve the
quality of life in Rosemead.
Duties
→Serve in an advisory capacity to the City Council and staff on
public safety efforts
→To advise on other related items as assigned by the City Council
→Receive and review crime incidents and trends provided by LASD
and Public Safety Department for recommendation to the City
Council
→Receive and review staff recommendations on emergency
preparedness (e.g., earthquake, heatwaves, any additional
emergency preparedness) information for recommendation to
the City Council
Duties
→Participate in the efforts of the Community Academy
→Receive and provide homeless encampment issues for
recommendation to the City Council
→Receive and provide crime prevention and public awareness
programs and events for recommendation to the City Council
→Make recommendations to the City Council regarding policies
and services related to public safety
→Provide the City Council with a Year-End Review

The Brown Act
→The Ralph M. Brown Act is California's “sunshine” law for
local government
→Requires local government business to be conducted at open
and public meetings, except in certain limited situations
→The Brown Act is based upon state policy that the people
must be informed so they can keep control over their
government
The Brown Act
→The requirements of the Brown Act apply to “legislative
bodies” of local governmental agencies
→The term “legislative body” is defined to include the
governing body of a local agency (e.g., the City Council) and
any commission, committee, board or other body of the local
agency, whether permanent or temporary, decision-making
or advisory, that is created by formal action of a legislative
body.
The Brown Act
→The central provision of the Brown Act requires that all
“meetings” of a legislative body be open and public. The Brown
Act definition of the term “meeting” is a very broad definition
that encompasses almost every gathering of a majority of
Commission members and includes:
→“Any congregation of a majority of members of a legislative body at the
same time and place to hear, discuss, or deliberate upon any item that
is within the subject matter jurisdiction of the legislative body or the
local agency to which it pertains.”

→Serial Meetings
→Prohibits a majority of members of a legislative body
outside of a lawful meeting from directly or indirectly
using a series of meetings to discuss, deliberate or take
action on any item of business within the subject matter
jurisdiction of the body
→Includes phone calls, emails, text messages, etc.

→Discussion of non-Agenda items
→A body may not take action or discuss any item that does
not appear on the posted Agenda
→A non-Agenda item can be placed on a future Agenda
with the support of two other Commission members
Rules of Order
→Motion is stated by any voting member
→Motion is seconded by any voting member
→Chair calls for discussion, questions, or comments
→Chair calls for a vote
→Chair states the outcome

→Appointment of Chair and Vice-Chair by majority vote
→Recommendation: That the term of Chair and Vice-Chair be
established until June 30, 2024
→Recommendation: That the Commission reorganize at its first
meeting in July of each subsequent year

Next Meeting
→The next meeting of the Public Safety Commission will be
held on Thursday, September 28, 2023 @ 7:00PM at
Rosemead City Hall.
