Adoption of Resolution No. 2023-48 Approving a Two (2) Year Memorandum of Understanding Between the City of Rosemead and the Rosemead Employee Association, AFSCME Local 321, from July 1, 2023 Through June 30, 2025 The City Council will consider approval of a two-year Memorandum of Understanding ("MOU") with the Rosemead Employee Association ("REA"), Local 321 of the American Federation of State, County, and Municipal Employees ("AFSCME") covering all General Service employees. The MOU details the terms and conditions of employment and salary ranges effective July 1, 2023, through June 30, 2025. City representatives negotiated the tentative agreement with the Union which has also been ratified by the Union. Adoption of Resolution No. 2023-53 Amending the City of Rosemead Salary Schedule for Fiscal Year 2023-24 and for Fiscal Year 2024-25 to Meet the California Code of Regulations Title 2, Section 570.5 and 571 to Reflect Approved Rates California Code of Regulations (CCR) Section 570.5 and amendments to 571(b) require a consolidated Salary Schedule which shows all City classifications and salary ranges for purposes of determining eligible salary compensation for retirement be publicly available. The consolidated salary schedule must be adopted by the City Council even though the compensation changes were approved via a Memorandum of Understanding and/or employee salary and benefit Resolutions. Recommendation: That the City Council adopt Resolution No. 2023-53, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITYI OF ROSEMEAD, CALIFORNIA, AMENDING THE COMPREHENSIVE SALARY SCHEDULE TO MEET THE CALIFORNIA CODE OF REGULATIONS TITLE 2, SECTION 570.5 AND 571 TO REFLECT APPROVED RATES FROM JULY 1, 2023 THROUGH JUNE 30, 2025 5 Rosemead City Council Regular Meeting Agenda September 12, 2023 G. Second Amendment to the Professional Services Agreement with David Turch & Associates On September 24, 2019, the City of Rosemead ("City") approved a Professional Services Agreement ("Agreement") with David Turch & Associates for federal legislative advocacy services for a three-year period, with two one-year optional renewals. The initial Agreement was set to expire in September 2022, and the City Council approved the first amendment to the Agreement to extend the contract for an additional one-year term, ending in September 2023. This is the second amendment to the agreement, and it is recommended that the City Council exercise the optional renewal for a period of one year in an amount not -to -exceed $54,000. All other terms and conditions set forth in the original Agreement will remain in effect. Recommendation: That the City Council approve, authorize, and direct the City Manager to execute the Second Amendment to the Professional Services Agreement with David Turch & Associates in an amount not -to -exceed $54,000 for a period of one year. H. Approval of Multi -School Loading & Unloading Curb Markings At the April 6, 2023, Traffic Commission Meeting, staff presented a loading and unloading zone curb markings review at the school locations of Shiley Elementary School, Janson Elementary School, Muscatel Middle School, Encinita Elementary School, and Savannah Elementary School. After discussion and presentation of the item, the Traffic Commission approved the staff recommendations for curb markings and signage in the areas as shown on the "Installation Exhibit". Public Works Field Services staff will complete or coordinate the completion of all the recommended items. Recommendation: That the City Council authorize the recommended improvements at each of the five school locations: Location 1: Shuey Elementary School 1. Install 50' (feet) white curb west of entrance driveway, and 70' (feet) white curb east of entrance driveway, as shown in the exhibit. 2. Install loading zone only signage along south side of wells street. 3. Install "Do Not Enter" sign (Rl-5) at the exit driveway to Shiley Elementary School parking lot. 4. Install red curb along Wells Street at Earle Avenue at crosswalk. Location 2: Janson Elementary School 1. Refresh approximately 289' (feet) of existing white curb along south side of Marshall Street. 2. Paint approximately 120' (feet) of white curb along west side of Bartlett Avenue. 3. Install loading zone only signage along south side of Marshall Street and west side of Bartlett Avenue. 6 Rosemead City Council Regular Meeting Agenda September 12, 2023 Location 3: Muscatel Middle School 1. Install 70 -feet white curb on Ivar Avenue on the west curb north of the intersection of Lawrence Avenue. 2. Install 20 -feet red curb north of the crosswalk on the west curb at the intersection of Ivar Avenue and Lawrence Avenue. 3. Install 45 -feet red curb south of the crosswalk on the west side of Ivar Avenue and Lawrence Avenue. 4. Install 25 -feet white curb on the west curb of Ivar Avenue north of the intersection of Newby Avenue. 5. Install 30 -feet red curb on the west side of Ivar Avenue north of the crosswalk at the intersection with Newby Avenue. 6. Install 20 -feet red curb on the west side of the crosswalk north of the intersection of Ivar Avenue and Newby Avenue. 7. Install a 115 -feet white curb on the west side of Ivar Avenue south of Newby Avenue. 8. Refresh existing crosswalks in the north and east legs at the intersections of Lawrence Avenue and Ivar Avenue and Newby Avenue and Ivar Avenue. 9. Remove and replace existing loading zone signage with new "Loading Zone 7 am to 9 am, 12 pm to 3 pm School Days Only" sign and pole. Location 4: Encinita Elementary School 1. Install 75 -feet white curb marking west of the driveway and 105 -feet white curb marking east of the driveway along Lower Azusa Road. 2. Install new "Loading Zone 7 am to 9 am, 12 pm to 3 pm School Days Only" sign and pole as shown along Lower Azusa Road and Encinita Avenue. Location 5: Savannah Elementary School 1. Install 167 -feet white curb marking north of the exit driveway along east side of Rio Hondo Avenue. 2. Install new "Do Not Enter" sign and "No Left Turn" sign north of the existing school driveway. 3. Install new "Loading Zone 7 am to 9 am, 12 pm to 3 pm School Days Only" sign and pole. 4. Install 30 -feet red curb along south side of De Adalena Street in front of the fire hydrant. L Approval of Citywide Engineering and Traffic Survey The City of Rosemead's Public Works Department completed an Engineering and Traffic Survey (Speed Survey) for forty-two (42) street segments citywide and prepared the City of Rosemead 2022-2023 Engineering and Traffic Survey. The purpose of an engineering and traffic survey is to establish updated speed limits that can be legally enforced using radar at pre -determined locations. Engineering and traffic surveys can be an enforceable document for a maximum of 10 years as long as there have not been any significant changes in roadway or traffic conditions, including, but not limited to, changes in adjoining property or land use, roadway 7 Rosemead City Council Regular Meeting Agenda September 12, 2023 width, or traffic volumes (for example a traffic signal, road diet, bike lanes, road widening, etc.). Recommendation: That the City Council adopt Resolution No. 2023-54, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA TO ADOPT AND APPROVE THE CITY OF ROSEMEAD'S 2022-2023 ENGINEERING AND TRAFFIC SURVEY J. Federal Legislative Advocacy Day — October 2nd — 5d', 2023 — Washington, DC On August 8, the City Council approved a federal lobby day for the month of September. Due to scheduling conflicts, the Federal Legislative Advocacy Day coordinated by the City's Federal lobbyist David Turch & Associates, is being postponed to October 2-5, 2023. Visiting while representatives are in session provides the maximum opportunity to meet with them face-to-face. The intent is to conduct meetings to discuss topics on Transportation, Public Safety, Economic Development, and various issues affecting the City of Rosemead. The City Council will consider authorizing the attendance of any Council Member and City staff who wishes to attend a Federal Legislative Advocacy Day in Washington, DC on October 2-5, 2023. Recommendation: That the City Council authorize the attendance, at City expense, of any Council Member and City staff interested in attending a Federal Legislative Advocacy Day in Washington, DC on October 2-5, 2023. 5. MATTERS FROM CITY MANAGER & STAFF A. Approval of Adjustment to Salary and Benefits for City Clerk Based on Salary and Benefit Changes Approved to Employee Groups and Adoption of Resolution No. 2023-55, Amending the City of Rosemead's Salary Schedule from July 1, 2023 Through June 30, 2025 to Meet the California Code of Regulations Title 2, Section 570.5 and 571 to Reflect Approved Rates The City Council will consider the approval of an amendment to the City Clerk's employment agreement. The amendment will be for a 4% salary increase given to all other employees, effective July 1, 2023, and a 3% given to all other employees, effective July 1, 2024 and other benefits. Recommendation: That the City Council take the following actions: 1. Approve the granting of a 4% salary increase given to all other employees, effective July 1, 2023, and a 3% given to all other employees, effective July 1, 2024 and other benefits. 2. Adopt Resolution No. 2023-55, amending the Comprehensive Salary Schedule for FY 2023-24 and FY 2024-25. 8 Rosemead City Council Regular Meeting Agenda September 12, 2023 B. Report on Proposed Costs Savings and Enhancements to Non -Medical Employee Benefits Earlier this year, the City contracted with Keenan & Associates ("Keenan") to review the City's comprehensive non-medical benefits to ensure that City employees are receiving the best value for their benefits, with the goal of lowering costs, expanding benefits, or both. Keenan has completed the marketing of the City's plans and based on the proposals received, this report provides a summary of the changes being implemented for the 2024 open enrollment period. This report includes plan and cost information for dental, vision, life and disability, employee assistance programs, as well as new offerings for additional voluntary benefits for pet insurance and long- term care insurance at no cost to the City. Recommendations: That the City Council receive and file this report. C. Introduction of Ordinance No. 1019 — Amending Municipal Code Section 1.12.010 - Moving the Date of the City's General Municipal Election Date from Statewide Primary of Even -Numbered Years to the Date of the Statewide General Election in Even -Numbered Years On August 8, 2023, the City Council directed City staff to return with an ordinance to move the City's General Election date from the staggered State Primary Election cycle of March/June of even -numbered years to the Statewide General Election cycle of November of even -numbered years. While there was consensus by the City Council to move the current staggered election cycle to a November election cycle for consistency, there was no clarification on whether the City Council would like the ordinance to be effective beginning with the November 2024 or November 2026 election cycle. The proposed ordinance will also adjust the terms of office for elected officeholders. City staff is seeking clarification for when the proposed ordinance should be effective. Recommendation: That the City Council take the following actions: 1. Decide if the proposed ordinance in changing the City's election date to the Statewide General Election be effective for the November 2024 or November 2026 election cycle; and 2. Introduce for first reading, waive further reading, and approve by title only, Ordinance No. 1019, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AMENDING MUNICIPAL CODE SECTION 1.12.010, CHANGING THE DATE OF THE CITY'S GENERAL MUNICIPAL ELECTION FROM THE STATEWIDE PRIMARY OF EACH EVEN -NUMBERED YEARS TO THE DATE OF THE STATEWIDE GENERAL ELECTION IN EVEN - NUMBERED YEARS AND ADJUSTING THE TERMS OF OFFICE ACCORDINGLY 9 Rosemead City Council Regular Meeting Agenda September 12, 2023 D. Report, Discussion, and Direction Regarding the 2030 Imagine Rosemead Strategic Plan On October 26, 2021, The Rosemead City Council adopted a new strategic plan that imagines what the City will be like in the coming 10 years. The strategic plan has acted as a roadmap for implementing Rosemead's vision for the City as well as ongoing improvements. This update outlines the first two years of the plan and provides a progress report on the goals and items that were identified in the 230 Strategic Plan. Recommendation: Tthat the City Council discuss and provide direction on the Strategic Plan. 6. MATTERS FROM MAYOR & CITY COUNCIL A. Discussion Regarding Letter of Support of Senate Bill 710 (Durazo) Sale of Excess State Highway Property: State Highway Route 710 Terminus — As Amended Mayor Ly requested the City Council discuss the support of Senate Bill (SB) 710 (Durazo) sale of excess state highway property: state highway route 710 terminus as amended. Recommendation: City Council discuss and provide further direction to City staff. B. Council Comments 7.
