CC - Minutes - 07-31-23 SpecialMINUTES OF THE CITY COUNCIL SPECIAL MEETING JULY 31, 2023 The special meeting of the Rosemead City Council was called to order by Mayor Ly at 7:01 p.m., in the Rosemead City Hall Conference Room located at 8838 E. Valley Boulevard, Rosemead, CA 91770. PRESENT: Mayor Ly (teleconference), Mayor Pro Tem Clark, Council Members Armenta, Dang, and Low ABSENT: None STAFF PRESENT: City Clerk Hernandez 1. PUBLIC COMMENT No comments were received. 2. MATTERS FROM MAYOR AND CITY COUNCIL A. Interviews and Appointments to the Planning Commission, Traffic Commission, and Public Safety Commission Recommendation: That the City Council take the following actions: 1. Consider appointments to the Planning Commission for three positions to serve a two-year term. 2. Consider appointments to the Traffic Commission for three positions to serve a two-year term. 3. Consider appointments to the Public Safety Commission for three positions as a resident and one position as a business member to serve a two-year term; and one position as a business member to serve a one-year tern. The City Council interviewed the following candidates for a City Commission: • James Berry — Planning Commission • Daniel Lopez — Planning Commission • John Tang — Planning Commission (Letter Submitted to Council) • Alina Hernandez — Planning & Parks Commissions • Jason Vazquez — Planning Commission (Teleconference) • Michael Drange — Traffic Commission (Letter Submitted to Council) • Lucy Nguyen — Traffic Commission • Edward Quintanilla — Traffic Commission • Cnaciela Espinoza — Traffic Commission • Kevin Chang — Traffic Commission Rosemead City Council Special Meeting Minutes of July 31, 2023 Page 1 of 3 • Stephanie Garcia — Resident, Public Safety Commission • Jeff Foutz — Resident, Public Safety Commission • Zhongming Wang — Resident, Public Safety Commission • Tommy Martinez — Resident, Public Safety Commission • Sarah Kuang — Business Member, Public Safety Commission • Yin Yin Ta — Business Member, Public Safety Commission Mayor Ly reiterated that each City Commission had three open positions, with the exception of the Public Safety Commission which has three open positions for residents and two positions for business members. ACTION: Moved by Council Member Low and seconded by Council Member Dang to re -appoint James Berry, Daniel Lopez, and John Tang to the Planning Commission, for a two-year term beginning July 1, 2023, ending June 30, 2025. The motion was carried out by the following roll call vote AYES: Armenta, Clark, Dang, Low, and Ly. Mayor Ly stated since applicant Alina Hernandez applied to the Planning Commission and Parks Commission, she would be considered for the Parks Commission as a candidate for the August I' Parks Commission Interviews. ACTION: Moved by Council Member Low and seconded by Council Member Dang to re -appoint Michael Drange and Lucy Nguyen; and appoint Kevin Chang to the Traffic Commission, for a two-year term beginning July 1, 2023, ending June 30, 2025. The motion was carried out by the following roll call vote AYES: Armenta, Clark, Dang, Low and Ly. Mayor Ly requested to bifurcate the Public Safety Commission appointments. ACTION: Moved by Mayor Pro Tem Clark and seconded by Council Member Armenta to re -appoint Stephanie Garcia (Resident) and Jeff Foutz (Resident) for a two-year term beginning July 1, 2023, ending June 30, 2025. The motion was carried out by the following roll call vote AYES: Armenta, Clark, and Ly; NOES: Dang and Low. ACTION: Moved by Council Member Armenta and seconded by Mayor Pro Tem Clark to appoint Tommy Martinez (Resident) to the Public Safety Commission, for a two-year term beginning July 1, 2023, ending June 30, 2025. The motion was carried out by the following roll call vote AYES: Armenta, Clark, Dang, Low, and Ly. ACTION: Moved by Council Member Armenta and seconded by Council Member Low to appoint Sarah Kuang (Business Member) to a two-year term beginning July 1, 2023, ending June 30, 2025; and appoint Yin Yin Ta (Business Member) to a one-year term beginning July 1, 2023, ending June 30, 2024. ADJOURNMENT Mayor Ly adjourned the special meeting at 10:32 p.m. The next regular City Council meeting was scheduled to take place on August 8, 2023, at 7:00 p.m., in the Rosemead City Hall Council Chamber.
