ROSEMEAD TRAFFIC COMMISSION MEETING
October 5, 2023
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:02 p.m.
in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

REORGANIZATION: Chair Drange reelected as Chair and Commissioner Lang elected as Vice -Chair.
1. PUBLIC COMMENTS
Chair Drange opened the public comment period
The City received a public comment via email from Stephanie Garcia expressing concerns for trailer car
parking on Del Mar Avenue, specifically on the intersection of Del Mar Avenue between Garvey Avenue and
Graves Avenue. She indicated that the parked trailer trucks parked alongside Del Mar Avenue are
obstructing the view for cars turning for cars turning from the side streets on the west side of Del Mar
Avenue. She asked if the Traffic Commission can consider limiting the size of vehicles parking on these
streets where there are no traffic lights.
Chair Drange closed the public comment period.
2. CONSENT CALENDAR
Vice Chair Nguyen asked Traffic Commissioners if anyone would like to make revisions or additions to the
minutes of August 3, 2023.
Commissioner Hermosillo made a motion, seconded by Commissioner Chang, to accept consent
calendar. Vote resulted in:

3. NEW BUSINESS
A. TRAFFIC REVIEW OF HELLMAN AVENUE BETWEEN ROCKHOLD AVENUE AND WALNUT

Traffic Engineer Robbins provided a brief description of the item and presented a PowerPoint presentation
of the studies that were conducted.
Traffic Engineer Robbins explained that the City received a resident request to evaluate installation of "no
stopping" signs or red curb along Hellman Avenue between Rockhold Avenue and Walnut Grove Avenue.
The resident expressed concern about vehicles parking along Hellman Avenue between the 1-10 Freeway
ramp and Rockhold Avenue, making it difficult for vehicles to pass traveling westbound on Hellman Avenue.
In response to this request and on behalf of the City, engineering staff completed a traffic review and
recommended appropriate measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment of Hellman Avenue between Rockhold Avenue and Walnut
Grove Avenue would benefit from the installation of "No Stopping Anytime" Signage along Hellman Avenue
between Rockhold Avenue and Walnut Grove Avenue. This segment along Hellman Avenue would also
benefit from additional measures to improve the area.
Chair Drange opened the public comment period.
The City received a public comment from Fonda Quan, stating cars do not comply with the "Keep Clear'
pavement markings on Hellman Avenue. Ms. Quan asked in addition to the proposed recommendations if
the City can also look into a more efficient way for residents in this location to enter and exit the driveway.
Chair Drange closed the public comment period.
Commissioner Chang asked if painting the north side curb on Hellman Avenue where the proposed "No
Stopping Anytime" signage will be placed would help make it clear to not park there.
Traffic Engineer Robbins explained the sign makes it more visible, but the curb can be painted red as well.
Commissioner Chang suggested a striped median could be painted to make the lanes look more narrow so
cars do not try to park.
Traffic Engineer Robbins responded we can consider a striped median, however, due to the existing traffic
loops, the City would need to remove and install the traffic loops which would result in a higher cost. The
addition of roadway striping in front of the residential houses would make entering and exiting more
challenging for the residents.
Commissioner Hermosillo followed up with the public comment made earlier during the meeting and
suggested the sheriffs department be notified of the issue of cars not complying with the "Keep Clear' and
"Do Not Block Intersection" signage.
Commissioner Chang made a motion, seconded by Commissioner Hermosillo, to approve staff
recommendations, as well as to add red curb on the north side curb where the proposed "No
Stopping Anytime" signage will be installed. Vote resulted in:

5. COMMISSIONER REPORTS
Chair Drange recalled the discussions on the bicycle plan and asked which future repaving projects have
been considered to include shared lane markings or sharrows. He also asked if staff could make sure to
take into consideration the bicycle plan when resurfacing roads.
City Engineer Sedrak replied the City is in the process of preparing an RFP for Walnut Grove Resurfacing
Project Phase II, Valley Boulevard Resurfacing Project Phase I & II. Based on the plan, it appears that there
are potential candidates for adding bicycle lanes and will need to look into the feasibility.
Chair Drange asked if a street is planned to be repaved, does the City need to wait for the repaving to be
completed before adding new pavement markings, such as sharrows. Based on the bicycle plan, Hellman
Ave would be a Class III Bike Route with sharrows and signs.
City Engineer Sedrak replied we will verify the field conditions if bicycle lanes are to be added.
6. ADJOURNMENT
The meeting adjourned at 7:34 p.m. The next Traffic Commission meeting is scheduled for November
2, 2023, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East
Valley Boulevard.
