A RESOLUTION OF THE CITY COUNCIL, CITY OF ROSEMEAD
REQUESTING LEGISLATION TO AMEND THE COLLIER-UNRUH
LOCAL TRANSPORTATION DEVELOPMENT ACT
WHEREAS, home rule and local determination have been the corner-
stone on which harmonious and beneficial County-City-State programs
have been founded, and
WHEREAS, the various interpretations by the Transportation Agency
of the existing Collier-Unruh Local Highway Development Act impinge
on and restrict the authority and ability-of Boards of Supervisors
and City Councils to direct and cope with local road and street
problems, and
WHEREAS,, such interpretations have' imposed reports and red tape and
burdensome procedures necessitating the utilization of numerous
County and City employees for this non-productive effort, and
WHEREAS, efficiency and economy in State, City and County highway
matters can be implemented by restoring the full control and author-
ity of expenditure of highway funds to County Boards of Supervisors
and City Council,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Rosemead concurs in and supports the necessary legislation to:
1. Eliminate all requirements for providing and reporting
matching credits required under the existing Collier-Unruh
Local Transportation Development Act, and
2. Provide that the State Controller
County Road and City Street Funds,

A copy of this resolution shall be forwarded to the State Senator and
the State Assemblymen for the district in which the city is located;
Chairman John F. Foran, State Assembly Transportation and Commerce
Committee; Chairman Randolph Collier, State Senate Transportation
Committee; Board of Directors of the County Supervisors Association
of California; andthe Board of Directors of the League of California
Cities.
