The size of each dwelling varies from 1,147 square feet to 2,201 square feet with an attached two -car garage. To develop the site as a residential planned development, the applicant proposes to change the zone from Medium Commercial with a Design Overlay (C -3/D-0) to Planned Development (P -D). The applicant is also proposing to change the General Plan land use designation from Office/Light Industrial to High Density Residential (0-30 units/acre). The subject site is located at 1515 Walnut Grove Avenue. AGENDA ITEM LA City CounciManning Commission Memorandum January 9, 2024 Page 2 of 2 DISCUSSION On December 13, 2023, The Lewis Group of Companies submitted Pre -Application 23-02, which included a project narrative (Attachment "A") and preliminary plans (Attachment `B"). Due to the delayed submittal of Pre -Application 23-02, staff is currently in the process of reviewing the preliminary plans. The applicant is aware that comments from all reviewing agencies will be distributed after the City Council and Planning Commission workshop. As part of the Pre -Application process, The Lewis Group of Companies would like to present their proposed project to the City Council and Planning Commission to receive feedback and input, and to provide information on potential site development challenges that may need to be addressed as part of the due diligence process. Executive Summary: Lewis Acquisition Company proposes a land-use/zoning change to accommodate high- density residential, for -sale condominium buildings. The proposed project concept contemplates 178 single -family -attached 3 -story condominium/townhome units, comprised of 105 Tandem Town units and 73 Rowtown units. The eastern half of the site includes 105 Tandem Town units (tandem garages) in 15 buildings in configurations ranging from 4 to 11 units. The units facing Walnut Grove Avenue will include private patio entries that will provide a pedestrian level transition to the structure while enhancing the buffer from the roadway. The western portion of the site includes 73 Rowtown/Carriage units in 13 buildings in configurations ranging from 4 to 7 units. The site is bisected by an anticipated fault setback zone that has been preliminarily projected by geotechnical consultants. The ultimate alignment of the setback zone will be determined by further extensive site investigations. The setback zone provides a significant opportunity to integrate non-structural recreation elements consisting of a dog park, two open turf areas that will also serve water quality purposes, an informal gaming area (horseshoes, cornhole, etc.), a children's tot lot/play structure area, and a community grove/garden area. The site will also feature a central pool/spa recreation area and exercise equipment nodes along the looped walkway. Architecture: The Project's exterior design is an adaptive interpretation of Prairie, Craftsman, and Spanish architecture which includes a combination of hipped and parapet roofs to provide visual interest. Building materials include concrete roof tiles, stucco, stone veneer, metal railing, awnings, and cementitious siding and panels. Horizontal articulation along the building plane as well as vertical articulation along the building's roofline break up the building massing and creates architectural and visual interest. Surrounding Uses: The subject site is bounded by Panda Express's Corporate Office to the north; the University of the West to the south; Walnut Grove Avenue and Whittier Narrows Golf Course to the east; and single family residential to the west.
