CALL TO ORDER ROLL CALL 1. WORKSHOP A. The Lewis Group of Companies Presentation on Proposed 178 -Unit Residential Planned Development The Lewis Group of Companies has submitted a Pre -Application (Pre -Application 23-02), proposing to develop a new 178 -unit residential planned development, which will consist of approximately 105 tandem townhomes units and 73 row town home units. The size of each dwelling varies from 1,147 square feet to 2,201 square feet with an attached two -car garage. To develop the site as a residential planned development, the applicant proposes to change the zone from Medium Commercial with a Design Overlay (C -3/D-0) to Planned Development (P -D). The applicant is also proposing to change the General Plan land use designation from Office/Light Industrial to High Density Residential (0-30 units/acre). The subject site is located at 1515 Walnut Grove Avenue. Recommendation: That the City Council and Planning Commission provide feedback and input. B. Continued Discussion, Report, and Direction Regarding the 2030 Imagine Rosemead Strategic Plan The City Council will continue the discussion of the Strategic Plan review from December 12, 2023, meeting. The Strategic Plan has acted as a roadmap for implementing Rosemead's vision for the City as well as ongoing improvements. This update outlines the first two years of the plan and provides a progress report on the goals and items that were identified in the 2030 Strategic Plan. Recommendation: That the City Council discuss and provide direction on the Strategic Plan. National League of Cities 2024 Congressional City Conference from March l lu' — 13d' — Washington, Dc The City Council will consider authorizing the attendance of any Council Member and City staff who wishes to attend the 2024 National League of Cities Congressional City Conference in Washington, DC from March 11"' — 13d', 2024. If a majority of the City Council requests to meet with a State or Federal legislator or Department to discuss issues within a subject matter of the City's jurisdiction, a special meeting agenda must be posted at least 24 hours before the scheduled meeting. Recommendation: That the City Council authorize the attendance and finance of any Council Member and City staff that attends the 2024 National League of Cities Congressional City Conference in Washington, DC from March 11"' — 13d', 2024. C3 Transform 2024: International Conference from March 5d' — 7u' — Boca Raton, FL The City Council will consider authorizing the attendance of any Council Member and City staff who wishes to attend the C3 Transform 2024: International Conference from March 5d' - 7d' in Boca Raton, Florida. Recommendation: That the City Council authorize the attendance and finance of any Council Member and City staff that attends the C3 Transform 2024: International Conference from March 5d' - 7d' in Boca Raton, Florida. E. Contract Extension with MissionSquare (Formerly International City Management Association Retirement Corporation) to Provide Deferred Compensation Program Services The City Council will consider action to extend the agreement with the City's existing deferred compensation program provider. Recommendation: That the City Council take the following actions: 1. Approve MissionSquare as the City's deferred compensation program services provider; 2. Approve a three-year contract with two additional one-year extensions; and 3. Authorize the City Manager to execute the contract. F. Del Mar and Glendon Way Community Garden Services Award of Contract The City would like to contract with CultivaLA, Inc. for garden support services at the Del Mar Community Garden and the Glendon Way Community Garden. CultivaLA Inc. provides a wide range of services to help enrich the lives of residents living in the community and our Community Garden users. The purpose of the 4 Rosemead City Council & Planning Commission Special & Regular Joint Meeting Agenda January 9, 2024 agreement is to continuously design, implement, and provide a learning experience to the visitors and users of the Del Mar Community Garden and introduce a new experience to the users of the Glendon Way Community Garden. Recommendation: That the City Council approve the proposed agreement with CultivaLA, Inc. from February 1, 2024, to January 31, 2025, and authorize the City Manager to execute the contracts on behalf of the City. 6. MATTERS FROM CITY MANAGER & STAFF CEQA:The following item is not subject to the California Environmental Quality Act, unless noted on the item. A. Award of Contract for State Lobbyist and Advocacy Service The City of Rosemead has historically retained State lobbyist and advocacy services to support the City's representation and advocacy of local control at the State level. At the direction of the City Council, a Request for Proposal ("RFP") was released in July 2023, and a Council subcommittee was formed to review the received proposals and interview the prospective firms. This item is to present to the full Council the proposals received in response to the RFP and recommendation by the subcommittee on selection of the lobbyist and advocacy services. Recommendation: That the City Council review and consider the subcommittee's recommendation to select either Lucien Partners or BPR for the State Lobbyist and Advocacy Services and authorize the City Manager to enter into a three-year Professional Services Agreement with two one-year extension options.
