Attached is a report prepared by Chief Tiwari of the Department's activity to be presented to the City Council. STAFF RECOMMENDATION It is recommended that the City Council receive and file the report. STRATEGIC PLAN IMPACT Meets the Safety goal of the Strategic Plan: Rosemead is a safe city for all who live, work and play here. FISCAL IMPACT None. Attachment A: Crime Suppression Efforts Report AGENDA ITEM 5.A Attachment A Crime Suppression Efforts Report SH -AD -712 (12/21) revised 3/22 COUNTY OF LOS ANGELES SHERIFF'S DEPARTMENT "A Tradition of Service Since 1850 " DATE: January 18, 2024 FROM: KEVIN TIWARI, LIEUTENANT TO: BEN KIM, CITY MANAGER ROSEMEAD CHIEF OF POLICE CITY OF ROSEMEAD SUBJECT: Crime Suppression Efforts for the Month of December Discussion On November 30, 2023, Rosemead City Manager Ben Kim and I (Chief Kevin Tiwari) discussed the rise in violent crime within the San Gabriel Valley. We discussed a robbery that occurred on the evening of November 26, 2023, at the Costco in the City of Industry, in which a victim was robbed of her purse while in the parking lot. The victim was putting away items in her vehicle when the assailant's vehicle drove next to the victim and grabbed the woman's purse. The victim held onto the purse, and the suspects dragged her about 50 yards through the parking lot, causing her to have critical but non -life-threatening injuries. - - In preparation for the upcoming shopping holiday season, Ben and I discussed the importance of keeping those who shop in Rosemead safe. We discussed having deputies specifically assigned to patrol the shopping thoroughfares in Rosemead (3600 Rosemead Boulevard- Target, Ulta, Ross, Walmart, and Macy's) and conduct high visibility patrols (patrol in which a deputy would have their rear amber lights on while patrolling the parking lot to let their presence be known) as a potential deterrent to these crimes. Also, utilizing Reserve Deputy Personnel to assist with working these operations would help offset the burden of the extra patrol hours for the deputies. We also discussed the recent grant awarded to the County of Los Angeles to combat organized retail theft. In collaboration with detectives from Los Angeles County's Major Crimes Bureau, we would conduct several retail theft operations within Rosemead, combating the significant increase in retail theft. Action Due to the SAO- Motor Deputy item being unfilled from July to November, we utilized salary -saving funds to fund these suppression efforts. A calendar matrix for December, in which thirty-two (32) patrol shifts were conducted, totaling 253 hours for patrol deputies. In addition, eleven (11) patrol shifts were conducted with Reserve Deputies and Volunteers and Reserve Posse Deputies (Deputies/ Volunteers patrolling the parking lot on horseback), totaling 64 hours. A combined total of 333 hours were dedicated to this suppression effort. Crime Suppression Efforts -2- January 18, 2024 As a result of these suppression efforts, there was a significant decrease in violent crime in the areas patrolled. In reviewing the crime statistics, there were five (5) robberies reported for the Reporting Districts the year prior and two (2) this year. Of those two, one occurred in the parking lot of 3600 Rosemead Boulevard, only 30 minutes after the deputy assigned to the Saturation Patrol Detail shift was over. On two separate occasions, Target Loss Prevention Contacted the deputies during their suppression efforts and advised them there were individuals inside who were exiting the store with a shopping cart of unpaid merchandise. The deputies detained the individuals and effected an arrest, and the store recovered their merchandise. There were also three (3) Organized Retail Theft operations conducted in Rosemead, in which a total of thirty-five (35) individuals were arrested for various misdemeanor/ felony charges, and a total of $8,964 in merchandise was recovered and returned to the store (See attached after action reports for further information). On December 29, 2024, Macy's Senior Asset Protection Manager sent a letter thanking the SAO Deputies for their effort in combating the retail theft and helping recover over $2,500 in merchandise (See attached letter for further details). ADDITIONAL INFORMATION On January 2, 2024, it was announced that the two individuals who allegedly committed the robbery at the Costco in the City of Industry were arrested. They were two brothers who lived in the San Gabriel Valley (Diamond Bar). Investigators are still investigating if the brothers are responsible for other robberies in the San Gabriel Valley (See attached Los Angeles Times article). The suppression focused on identifying, detaining and arresting person(s) stealing and or co-conspirators in Rosemead. Ten individuals were identified and arrested for theft. All arrestees were either cited out in the field or booked at the Temple Station jail. As a result of the operation, ten suspects were arrested: Suspect #1 was arrested for shoplifting misdemeanor 459.5 PC. Target recovered $73.33 worth of merchandise (923-12694-0536-383). Suspect #2 was arrested for shoplifting misdemeanor 459.5 PC. Target recovered $608.36 worth of merchandise (923-12696-0536-383). Suspects #3 & #4 were arrested for organize theft felony 490.4(a) PC. Target recovered $201.99 worth of merchandise (923-12693-0536-339). Suspect #5 was arrested for a shoplifting misdemeanor 459.5 PC. Target recovered $137.00 worth of merchandise (923-12699-0536-383). Suspects #6, #7, #8 and #9 were arrested for grand theft felony 487(a) PC/ organized theft felony 490.4(a) PC. Target recovered $1,349.85 worth of merchandise (923-12700-0536-083). Suspect #10 was arrested for petty theft a misdemeanor 484(a) PC. Target recovered $16.99 worth of merchandise (923-12705-0536-383). At the conclusion of the operation, Rosemead SAO team recovered a total of $2,387.52 worth of merchandise for Target. SAO Rosemead assisted Major Crimes in identifying two organized retail theft crews and their vehicles. Macy's recovered $55.65 worth of merchandise (923-12908-0535-185). Suspect #4 was arrested for possession of a controlled substance for sales felony 11351.1 HS, transportation of drugs for sales felony 11352(a) HS, possession of marijuana for sales misdemeanor 11359(b) HS, and driving without driver license misdemeanor 12500(a) HS (923-12602-0535-181). Suspect #5 & Suspect #6 were arrested for shoplifting misdemeanor 459.5(a) PC. Macy's recovered $616.87 worth of merchandise (923-12912- 0535-339). Suspect #7 was arrested for shoplifting misdemeanor 459.5(a) PC. Macy's recovered $345.47 worth of merchandise (923-12910-0535-383). Suspect #8 was arrested for shoplifting misdemeanor 459.5(a) PC. Macy's recovered $315.00 worth of merchandise (923-12918-0535-383) Suspect #9 was arrested for shoplifting misdemeanor 459.5(a) PC. Macy's recovered $149.26. During the operation, an organized crew entered Macy's and grabbed numerous merchandises. The Suspects exited the store and attempted to enter a Uhaul. Patrol vehicles and undercover vehicles attempted to detain the Suspects, but the Suspects dropped the merchandise and ran into the mall. Subsequently, the Suspects fled and escaped. A California identification card and cellphone was located belonging to the Suspects. Macy's recovered a total of $1766.70 worth of merchandise (923-12906- 0535-075). At the conclusion of the operation, Rosemead SAO team recovered a total of $4,295.45 worth of merchandise for Macy's. Suspect #6 was arrested for shoplifting misdemeanor 459.5(a) PC and was wanted for a $5,000 misdemeanor vandalism 594(a) PC warrant. Walmart recovered $119.40 worth of merchandise (923-13248-0533-383). Suspect #7 was arrested for misdemeanor shoplifting 459.5(a) PC. Walmart recovered $283.75 worth of merchandise (923-13247-0535-383) Suspect #8 was arrested for shoplifting misdemeanor 459.5(a) PC. Walmart recovered $103.88 worth of merchandise (923-13249-0535-383). Suspect #9 was arrested for shoplifting misdemeanor 459.5(a) PC. Walmart recovered $13.01 worth of merchandise (923-13253-0533-383). Suspect #10 & Suspect #11 were arrested for shoplifting misdemeanor 459.5(a) PC. Walmart recovered $75.54 worth of merchandise (923-13251- 0533-383). Suspect #12 was arrested for shoplifting misdemeanor 459.5(a) PC. Walmart recovered $131.55 worth of merchandise (923-13256-0533-383). Suspect #13 & Suspect #14 were arrested for felony Organized Retail Theft 490.4(a) PC. Walmart recovered $134.01 worth of merchandise (923- 13257-0533-084). Suspect #815 was arrested for shoplifting misdemeanor 459.5(a) PC. Walmart recovered $187.30 worth of merchandise (923-13258-0535-383). Rosemead SAO Deputies assisted Asset Protection Officers in recovering an additional $395.01. At the conclusion of the operation, the Rosemead SAO team recovered a total of $1,887.71 worth of stolen merchandise for Walmart. Special recognition to Arredondo, Rodriguez and Diaz for being great partners and thinking of Macy's scheduling a ORC blitz. We were able to catch several repeat offenders that have gotten away from the team before and new shoplifters identified. This created a positive moral with the team with also showing law enforcement support. I have been looking forward to continuing to build a stronger foundation with our law enforcement family. It's not easy for what you do and appreciate how you go above and beyond for the community. Some people say this isn't the right time to be in law enforcement however I think it's a perfect time because we need more people like you guys who are passionate in making a difference. Just know that everything you do for us doesn't go unnoticed! We had 9 different cases for a total recovered $2.5K. The robbery was reported at 6:40 p.m. Nov. 26 in the parking lot of a Costco on Castleton Street in the City of Industry. The victim had been putting away her purchased items in her car when the assailants' vehicle pulled up next to her, Los Angeles County sheriffs deputies said. David and Andrew Morrison were arrested on suspicion of robbery and booked into Los Angeles County jail with bail set at $500,000.
