JULY 26, 2022
The meeting of the Rosemead City Council was called to order by Mayor Dang
at 7:41 p.m., in the Rosemead City Hall Conference Room, located at 8838 East Valley Boulevard,
Rosemead, California.
PRESENT: Mayor Dang, Mayor Pro Tem Tang, Council Members Armenta, Clark, and Low
ABSENT: None

STAFF PRESENT: City Manager Kim, City Attorney Richman, Interim Director of Finance
Chamberlain, Director of Parks and Recreation Boecking, Director of Public Works Chung, and City
Clerk Hernandez
1. PUBLIC COMMENT
Jonathan Wu, Pastor of Evergreen Baptist Church thanked the Council for addressing
the issue with food insecurities, in the community for the last two years using CDBG
COVID_Grants. He provided a summary of the positive outcomes from partnering
with the City to provide food to residents.
Council Member Clark thanked the local Churches who have helped the residents
during challenging times.
Council Member Armenta commended Pastor Wu and his volunteers at Evergreen
Baptist Church for providing aid to the residents during the Pandemic.
Mayor Pro Tem Tang recognized Pastor Wu for his passion and dedication to the
community on this partnership to help families with food insecurities.
Council Member Low thanked Pastor Wu for leading the efforts to help the
community.
Mayor Dang commended Pastor Wu for his initiative to help during the challenging
times of the Pandemic.
2. PRESENTATIONS
A. Proclamation Declaring August 2, 2022, as "National Night Out' in the
City of Rosemead

Public Safety Manager Wong stated National Night Out will be brought back August
2"d at Zapopan Park. She stated 500 backpacks filled with school supplies will be
given to the community. In addition, she announced the partnership between the City
and Los Angeles County Sheriffs Department in hosting a catalytic converter
sketching event on August 20`h at Zapopan Park.
Council Member Armenta thanked Public Safety Manager Wong. She expressed the
importance of National Night Out and the joy of watching students receive
backpacks.
Council Member Clark thanked Public Safety Manager Wong and Council Member
Armenta for their ongoing efforts to continue the Backpack Giveaway program for
families in need of school supplies.

B. Minutes
Recommendation: That the City Council approve the special meeting minutes of
July 13, 2022.
C. Consideration of Resolution No. 2022-46 Reauthorizing the Need for
Teleconferencing Option for City Council and Commission Meetings Pursuant
to Assembly Bill No. 361
The City Council will consider reauthorizing the provisions of Assembly Bill No.
361, providing an alternative to the public meeting teleconferencing requirements of

Government Code Section 54953(b)(3) as long as there is a state of emergency, and
the Legislative Body makes certain findings regarding the state of emergency.
Resolution No. 2022-46 makes the required findings under AB 361, and if adopted,
it will allow the City to reinstate teleconference accessibility for public meetings to
help mitigate the current increase in community transmission of COVID-19.
Recommendation: That the City Council adopt Resolution No. 2022-46, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AUTHORIZING THE NEED FOR

5. MATTERS FROM CITY MANAGER &-STAFF
A. COVID-19 Update
This is a recurring item that will be on the agenda to update the City Council on items
related to COVID-19.
Recommendation: That the City Council discuss and provide further direction.
City Manager Kim reported the LA County Department of Public Health Order aligns
with the State's public health guidance on masks. He stated masks are required on all
public transportation within the county, medical facilities within state and under local
direction, correctional facilities, detention centers, shelters, and emergency shelters.
He stated the City's current positive Covid-19 cases is at 13,091 positive cases. He
announced an upcoming event with Wealth by Health to provide Covid-19
vaccinations, at Rosemead Community Recreation Center on July 12th, from 9am-
12pm. He noted that the City is anticipating the County of Los Angeles would be
requiring a mask mandate as a precautionary measure, and therefore, City staff will
be asked to wear masks in the workplace.
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Mayor's Appointment for 2022-2023
Each year, a listing of City Council Member appointments to a variety of
Regional and State committees and boards is prepared and submitted to the
Mayor. The City Council will discuss and consider appointments for 2022-2023
Regional and State committees and boards.
Once the appointments have been made, the City Clerk's Office will prepare the
Agency Report of Public Official Appointments Form 806, as required by the

Fair Political Practices Commission (FPPC), file the form with the FPPC, and post it
on the City's website.
Recommendation: That the City Council discuss and approve the
Mayor's Appointments for 2022-2023 and direct the City Clerk to prepare and file
Form 806.
Mayor Dang announced that some committees are delegated to the Mayor and Mayor
Pro Tem and are considered appointed. He asked who was interested in serving on
CA Contract Cities Association.
Council Member Armenta expressed interest to service on CA Contract Cities
Association as the delegate.
Mayor Dang asked if anybody was interested in serving on the League of California
Cities.
Council Member Clark requested to continue as a delegate for League of California
Cities.
Council Member Low stated she could continue to be an alternate for League of
California Cities.
Mayor Dang asked if anybody was interested to serve on the San Gabriel Council of
Government.
Council Member Clark requested to serve as the delegate.
Council Member Armenta asked how Council Member Clark can serve as a delegate
for the San Gabriel Council of Government if she was taken off the board and could
not sit as a past president.
Council Member Clark explained the rules for the San Gabriel Council of
Government were changed, allowing either a delegate to serve or an alternate.
Mayor Dang asked if there were any requests to be an alternate for the San Gabriel
Council of Government.
Council Member Armenta stated she could be the alternate for the San Gabriel
Council of Government.
Mayor Dang stated the San Gabriel Valley Mosquito and Vector Control currently
has Council Member Armenta serving as the delegate until December 31, 2023.
Mayor Dang stated Southern California Association of Government's current voting
member is Council Member Ly. He explained it is most appropriate to have Council
Member Ly remain the delegate even though he is currently overseas.

Mayor Pro Tem Tang agreed.
Mayor Dang stated he is the current delegate for JPIA, the alternate being Council
Member Armenia. He requested to remain the delegate.
Council Member Armenta requested to continue to be the alternate for JPIA.
Mayor Dang specified the Commercial Tasks Force consisted of himself and Council
Member Ly. He requested to remain on the Commercial Tasks Force with Council
Member Ly.
Mayor Dang stated the Public Safety Connections was discontinued.
Council Member Clark requested to serve on the Public Safety Connections if it is
ever brought back.
Council Member Armenta clarified that the Public Safety Connections is not
discontinued, just being reassessed.
Mayor Dang stated a Public Safety Commission was formed.
Council Member Armenta suggested including the Ad -Hoc Youth Committee once
the Public Safety Connections has been fully reassessed. She stated the Public Safety
Connections was formed to help the youth refrain from joining gangs and make
connections within the city and create positive events.
Mayor Dang asked if the Youth Committee was going to work in sync with the Public
Safety Connections.
City Attorney Richman requested the Council remain on topic, stating the Council
can discuss creating and appointing committees at a later time.
Council Member Armenta suggested having City Manager Kim look up alternatives
to bringing back the Public Safety Connections and which commissions would be
involved.
ACTION: Moved by Mayor Dang and seconded by Council Member Armenta to
approve the Mayor's Appointments for 2022-2023 and direct the City Clerk to
prepare and file Form 806. The motion was carried out by the following vote AYES:
Armenta, Clark, Tang, Low, and Dang; NOES: None

B. Council Comments
Council Member Armenta requested naming the second Community Garden. She
also requested to rename Steel Street, behind the Civic Center, after Former City
Manager Frank Tripepi. She also thanked Interim Community Development Director
Wong, Housing Management Analyst Cabeza for helping residents in need of city
services. Also thanked City Manager Kim for his leadership and efforts to find
solutions to help residents.
