WORKSHOP
A. Pasadena City College Presentation on Proposed Satellite Campus
Pasadena City College (PCC) has submitted a Pre -Application (Pre -Application
24-01), proposing to develop a new satellite campus. Initially, two sets of
preliminary plans for the satellite campus were submitted, however, at the request of
the applicant, the presentation will only focus on their plans for the properties in
escrow. The project would consist of two, three-story, 55 -foot -tall buildings that are
connected by a third -story glass bridge that will serve as a pedestrian pathway and
student seating. The floor area of the buildings would total approximately 70,400
square feet. To develop the satellite campus, the applicant proposes to change
the zone from Central Business District with a Design Overlay (CBD/D-O) to
Planned Development (P -D). The applicant is also proposing to change the General
Plan Land Use Designation from Office/Light Industrial to Public Facilities.
The subject site is located at 8941 Valley Boulevard, 4019 Rosemead Boulevard,
and 8932 Bentel Avenue.
Recommendation: That the City Council and Planning Commission provide
feedback and input.

A. Public Hearing to Rescind the City Council's Approval on Zone Change 22-02
and Specific Plan Amendment 22-01 - 7849-7857 Garvey Avenue and 7900-7916
Virginia Street as Requested by the Applicant Green Park Property LLC and
Determine the Action is Exempt from CEQA
On July 11, 2023, the City Council adopted Zone Change 22-02 and Specific Plan
Amendment 22-01, which changed the zone of the subject properties from Garvey
Avenue Specific Plan (GSP) and Garvey Avenue Specific Plan,
Residential/Commercial (GSP-R/C) to Garvey Avenue Specific Plan, Incentivized
Mixed -Use (GSP-MU) zone, for the development of a new residential/commercial
mixed-use development. On January 5, 2024, the applicant, Green Park Property
LLC, submitted a letter to the City, requesting that the City Council rescind the
approval of Zone Change 22-02 and Specific Plan Amendment 22-01.
Recommendation: That the City Council take the following actions:
1. Conduct a public hearing and receive public testimony;
2. Determine the action is exempt under CEQA guidelines 15061 (b)(3) (Common
Sense Exemption) and 15061 (b)(4) as stated in the staff report; and
3. Introduce the first reading, by title only, Ordinance No. 1021, entitled:

C. Federal Legislative Advocacy Days — March 13th — 15th, 2024 — Washington, DC
The City's Federal lobbyist David Torch & Associates is coordinating federal lobby
days for members of the City Council and City staff for March 13 —15, 2024. Visiting
while representatives are in session provides the maximum opportunity to meet with
them face-to-face. The intent is to conduct meetings to discuss topics on
Transportation, Public Safety, Economic Development, and various issues affecting
the City of Rosemead. The City Council will consider authorizing the attendance of
any Council Member and City staff who wishes to attend the Federal Legislative
Advocacy Days in Washington, DC on March 13 - 15, 2024.
Recommendation: That the City Council authorize the attendance, at City expense,
of any Council Member and City staff interested in attending the Federal
Legislative Advocacy Days in Washington, DC on March 13 - 15, 2024.
D. AIPAC Congressional Summit, March 9-12,2024, - Washington, D.C.
The City Council will consider authorizing the attendance of any Council Member
who wishes to attend the AIPAC Congressional Summit, from March 9 - 12, 2024
in Washington, D.C.

E. Resolution No. 2024-05 - Authorizing the Recordation of the Offer of Easement
Dedication for Those Portions of L.A. County Assessor's Parcel No's. 5287-039-001
& 5287-039-004 (7801 Garvey Avenue) Proposed for Use for Public Streets and
Utility Purposes
In accordance with the City of Rosemead Municipal Code Section 16.08.220
(Dedications for minor land divisions and parcel maps), the owner(s) of the property
located at 7801 Garvey Avenue, Rosemead California have submitted an executed
irrevocable offer of easement dedication for public streets and utility purposes.
The irrevocable offer of dedication has been determined by the City Engineer to be
necessary and appropriate to permit the installation of public sidewalks and trees to
satisfy the applicable development standards.
Recommendation: That the City Council adopt Resolution No. 2024-05, entitled:

G. Request to Add Chinese Herbal Medicine Day to the Approved List of Proclamations
The City Clerk's Office received a proclamation request from the American Chinese
Herb Trade Association to issue and proclaim March 18, 2024, as Chinese Herbal
Medicine Day. The Proclamation will be futured in a digital program booklet in
celebration of the 40th anniversary of the American Chinese Herb Trade Association,
from March 15-18, with a series of celebratory events in San Francisco, the three-day
grand performance will featuring dozens of Cantonese opera celebrities from China,
Hong Kong.
Recommendation: That the City Council approve and add the Chinese Herbal
Medicine Day Proclamation request by the American Chinese Herb Trade
Association to the list of Approve Proclamations.
6. MATTERS FROM CITY MANAGER & STAFF
CEQA: The following item is not subject to the California Environmental Quality Act,
unless noted on the item.
A. Professional Training — 7 Habits of Highly Effective People
At the January 23, 2024 City Council meeting, Mayor Ly requested for an agenda
item to discuss professional training program and noted, "The 7 Habits of Highly
Effective People", a book written by Mr. Stephen Covey.
Recommendation: That the City Council discuss and provide staff direction.
7. MATTERS FROM MAYOR & CITY COUNCIL
A. Discussion and Direction on Establishing a Legislative Advocacy Committee
At the request of Mayor Ly, he would like to discuss and get direction from the
City Council on the establishment of a Legislative Advocacy Committee to discuss
policy and advocacy efforts affecting the City.
B. Discussion on Joining the San Gabriel Valley Regional Housing Trust Joint
Powers Authority
Formation of the San Gabriel Valley Regional Housing Trust (SGVRHT) was
authorized by SB 751 (Rubio), which allowed the San Gabriel Valley cities to band
together to bring additional affordable housing resources to the San Gabriel Valley
region. Consequently, the SGVRHT was established in February 2020 as a Joint
Powers Authority (JPA) developed by a working group of staff from cities within the
San Gabriel Valley and reviewed by the San Gabriel Valley Council of Government's
City Managers' Steering Committee. The SGVRHT is governed by a nine -member
board of directors composed of seven local elected officials and two housing and
homeless experts. The City of Rosemead is within the Central District.

Recommendation: That the City Council discuss joining the San Gabriel Valley
Regional Housing Trust. Should Council decide to join at this time:
1. Direct staff to bring back an Agreement with the SGVRHT to join as a Member
city and pay member fees of $27,743 for Fiscal Year 2023-2024; or
2. Direct the City Manager to submit a letter to the SGVRHT indicating Rosemead's
intent to join as an Affiliate and pay affiliate fees of $15,148 for the first year.
C. Graffiti Removal Program
The purpose of this staff report is to provide an update on the City's graffiti removal
program at the request of Mayor Steven Ly.
Recommendation: That the City Council receive and file this report.
D. Discussion on AT&T's Application to Californian Public Utilities Commission for
Relief from Carrier of Last Resort Obligation
This item is presented to the City Council at the request of Mayor Pro Tem Margaret
Clark to discuss AT&T's application submitted to the California Public Utilities
Commission (CPUC). This application seeks to release AT&T from its obligation to
provide traditional landline phone services across a large portion of California,
including City of Rosemead.
Recommendation: That the City Council discuss and provide further direction to
City staff.
E. Council Comments
The next City Council meeting will take place on February 27, 2024, at 7:00 p.m. in the
Rosemead City Hall Council Chamber.
