SUBJECT: DISCUSSION ON AT&T'S APPLICATION TO CALIFORNIAN PUBLIC
UTILITIES COMMISSION FOR RELIEF FROM CARRIER OF LAST
RESORT OBLIGATION
SUMMARY
This item is presented to the City Council at the request of Mayor Pro Tem Margaret Clark
to discuss AT&T's application submitted to the California Public Utilities Commission (CPUC).
This application seeks to release AT&T from its obligation to provide traditional landline phone
services across a large portion of California, including City of Rosemead.
AT&T is requesting approval from the California Public Utilities Commission (CPUC) to be
relieved from its Carrier of Last Resort (COLR) obligations in certain areas of California. If
approved, AT&T would no longer be required to offer landline telephone service where it is
currently required to offer Basic Service in those areas. The affected areas encompass most of
Los Angeles County, including the City of Rosemead. Mayor Pro Tem Margaret Clark aims to
explore the possibility of expressing concerns as a city during the public hearing process
facilitated by the CPUC.

That the City Council discuss and provide further direction to City staff.
