SUBJECT: REQUEST TO ADD CHINESE HERBAL MEDICINE DAY TO THE
APPROVED LIST OF PROCLAMATIONS
SUMMARY
The City Clerk's Office received a proclamation request from the American Chinese Herb Trade
Association to issue and proclaim March 18, 2024, as Chinese Herbal Medicine Day. The
Proclamation will be futured in the digital program booklet in celebration of the 40th anniversary
of the American Chinese Herb Trade Association, from March 15-18, with a series of celebratory
events in San Francisco, the three-day grand performance will featuring dozens of Cantonese
opera celebrities from China, Hong Kong.
DISCUSSION
Proclamations are ceremonial documents to honor an individual or organization, celebrate or
create awareness or commemorate a particular day, month, or year. Proclamations are designated
by a specific event and date; therefore, to simplify the process, City staff compiled a list of
routine proclamations that have been presented in the past. On June 14, 2021, the City Council
approved the new procedure to issue any future proclamations:
Proclamations on the list of Approved Proclamations will be automatically agendized
under Presentations without City Council discussion.
New proclamation requests not listed on the approved list of proclamations will be
agendized for discussion and City Council direction. If approved, the new proclamation
will be agendized and presented at the next City Council meeting and added to the
approved list of proclamations.
STAFF RECOMMENDATION
That the City Council approve to add the Chinese Herbal Medicine Day Proclamation request by
the American Chinese Herb Trade Association to the list of Approve Proclamations.

American Chinese Herb Trade Association
The American Chinese Herb Trade Association, also known as the Northern California
Chinese Herb Trade Association in the United States, was established in March 1984.
Headquartered in San Francisco, it is a 501(c)(3) non-profit organization that brings together
over 200 company members, including businesses involved in Chinese herbal medicine such
as manufacturers, distributors, agents, importers, wholesalers, Chinese supermarkets, and
retailers, primarily in Northern California. The association adheres to democratic principles
and complies with U.S. regulations. Its mission is to unite and promote cooperation among
businesses in the Chinese herbal medicine industry, enhance professional standards, and seek
the interests of its members. The association's board includes academic, scholarly,
traditional Chinese medicine practitioner, regulatory consulting, publicity, editorial, ginseng,
Chinese herbal medicine decoction, patent medicine, "Traditional Chinese Medicine Talk"
program, and the alumni association of the "Chinese Medicine Advanced Class" departments.
The association boasts a membership exceeding 3,000 individuals, making it the largest and
most well -organized Chinese herbal medicine industry group in the United States.
Since 2007, the association has championed the slogan "Self -Strengthening,
Self -Discipline, Self -Improvement of Professional Standards." It has organized two sessions
of the seven-month "Chinese Medicine Class" and "Chinese Medicine Advanced Class,"
cultivating over 100 professionally trained individuals. In collaboration with Heilongjiang
University of Chinese Medicine, the association established the Heilongjiang University of
Chinese Medicine U.S. branch, offering a four-year Chinese medicine bachelor's degree
program at San Francisco City College at Chinatown North Beach. The first graduates with a
bachelor's degree in Chinese medicine were produced in June 2018, marking a significant
milestone in the professionalization of the Chinese herbal medicine industry in the United
States.
Since May 2015, the association has collaborated with the World Federation of
Chinese Medicine Societies to establish the "American Chinese Medicine Professional
Technical Personnel Training Base." After rigorous efforts and examinations, the base
certified the first batch of overseas Chinese medicine practitioners on April 17, 2016,
providing the U.S. Chinese medicine industry with a professionally workforce.

American Chinese Herb Trade Association
Over the past decade, the association has hosted large-scale events such as the 81 st,
85th, 88th, and 91st National Medicine Festival in the Bay Area, the Fifth World Federation
of Chinese Medicine Societies Professional Academic Annual Conference, and three editions
of the "International Summit Forum on the Development of Chinese Medicine in the United
States'. The association has also organized numerous medical outreach activities,
contributing significantly to the well-being of the public and the prosperity of Chinatown and
San Francisco.
In 2020, the American Chinese Herb Trade Association established the American
Research Institute of Chinese Medicine and, in September 2022, inaugurated the first
"Traditional Chinese Herbal Medicine Exhibition Hall" in San Francisco. The exhibition hall
showcases over 600 commonly used Chinese herbal medicines and has become a distinctive
feature of San Francisco tourism, attracting thousands of domestic and international students,
tourists, and Chinese medicine enthusiasts.
The year of 2024 commemorates the 40th anniversary of the American Chinese Herb
Trade Association. From March 15-18, a series of celebratory events will take place in San
Francisco, including a three-day grand performance featuring dozens of Cantonese opera
celebrities from China, Hong Kong, and the U.S. Hundreds of Chinese medicine
professionals worldwide will attend the 4th "International Summit Forum on the
Development of Chinese Medicine in the United States" and the 94th National Medicine
Festival's large-scale medical outreach and celebration events at the Hilton San Francisco
Financial District on March 17-18. On the evening of March 18, a grand celebration for the
40th anniversary will be held at the HL Peninsula Restaurant, witnessed and participated in
by hundreds of Chinese medicine professionals worldwide.
March 18, 2024 is a momentous day for the American Chinese herbal medicine
community, representing the recognition and support from the City and County of San
Francisco. The association earnestly looks forward to March 18, 2024 becoming a designated
"Chinese Herbal Medicine Day" through the San Francisco Mayor's approval, making San
Francisco a city revered by the Chinese medicine enthusiasts worldwide.
