C. Report, Discussion, and Direction Regarding Extension to the Agreement for
Priscila Davila & Associates, Inc.
On March 23, 2021, the City Council approved athree-year (3) Professional Services
Agreement with Priscila Davila & Associates, Inc. to assist staff in administering,
implementing, and managing of the HUD — CDBG, HOME, CDBG-CV, and
HOME -ARP programs. The terms of the agreement allow for two one-year
extensions.
Recommendation: That the City Council approve the second amendment and
authorize the one-year extension, with the option of an additional one-year extension
and the increase in the yearly compensation amount from $120,000 to $140,000,
which would be paid from the HOME, CDBG, CDBG-CV, and HOME -ARP funding
allocation.
D. Second Reading and Adoption of Ordinance No. 1021 Rescinding the Approval of
Zone Change 22-02 and Specific Plan Amendment 22-01
On February 13, 2024, the City Council approved for first reading
Ordinance No. 1021, rescinding the approval of Zone Change 22-02 and
Specific Plan Amendment 22-01 by reverting the zoning of 7849-7857
Garvey Avenue and 7900-7916 Virginia Street from Garvey Avenue Specific Plan,
Incentivized Mixed -Use (GSP-MU) back to its original zone, which is
Garvey Avenue Specific Plan (GSP) and Garvey Avenue Specific Plan,
Residential/Commercial (GSP-R/C).
Recommendation: That the City Council approve the second reading, by title only,
and adopt Ordinance No. 1021, entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, RESCINDING THE APPROVAL OF ZONE
CHANGE 22-02 AND SPECIFIC PLAN AMENDMENT 22-01

E. Award of Contract to Pyro Spectaculars by Souza for Services at the
Annual July 4d' Event
The Parks and Recreation Department is seeking the City Council to approve a
contract with Pyro Spectaculars by Souza The contract is to provide a fireworks
show for the Annual July 4d' Event at Rosemead Park. This expense will be budgeted
in the proposed Fiscal Year 2024-25, a total of $135,000 will be allocated to the
July 4d' Event. The agreement with Pyro Spectaculars for fireworks services will be
for $31,500.
Recommendation: That the City Council authorize the City Manager to approve an
agreement with Pyro Spectaculars in an amount not -to -exceed $31,500, from account
number 101-4040-5710.
5. MATTERS FROM CITY MANAGER & STAFF
CEQA: The following item is not subject to the California Environmental Quality Act,
unless noted on the item.
A. Discussion on Potential New Policy for Speed Humps
At the request of the City Council, the Public Works Department gave a presentation
to the Traffic Commission on potentially permitting speed humps to control vehicular
speeds on certain streets in Rosemead. This agenda item is to present to the
City Council the feedback received from the Traffic Commission and to seek
direction and guidance on speed humps, their benefits and negatives, and the need
for staff to prepare a Speed Hump Policy and Criteria for Council consideration and
approval.
Recommendation: That the City Council discuss and provide staff direction.
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Graffiti Removal Program
The purpose of this Staff Report is to provide an update on the City's graffiti removal
program at the request of Mayor Steven Ly.
Recommendation: That the City Council receive and file this report.
B. Banner Program Location Discussion
At the January 23, 2024 City Council meeting, Mayor Ly requested for an agenda
item to discuss the Banner Military Program location and the possibility of moving
the banners to the bridge on Garvey Avenue.
Recommendation: That the City Council discuss and provide staff direction.
