ROSEMEAD TRAFFIC COMMISSION MEETING
November 2, 2023
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:01 p.m.
in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California.

Chair Drange asked Traffic Commissioners if anyone would like to make revisions or additions to the
minutes of October 5, 2023.
Commissioner Chang made a motion, seconded by Commissioner Hermosillo, to accept consent
calendar. Vote resulted in:

3. NEW BUSINESS
A. RED CURB REVIEW OF SINGING WOOD LANE AND MISSION DRIVE
Associate Engineer Richter provided a brief description of the item and presented a PowerPoint
presentation of the studies that were conducted.
Associate Engineer Richter explained that the City received a resident request to install red curb along
Mission Drive at the intersection of Singing Wood Lane and Mission Drive. The resident requested for at
least one car length of red curb to be installed along the curb on either side of the driveway where Singing
Wood Lane intersects with Mission Drive. In response to this request and on behalf of the City, engineering
staff completed a traffic review and recommended appropriate measures. In response to this request and on

After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering

judgement, it was determined that red curb should be installed on either side of the driveway at the
intersection of Singing Wood Lane and Mission Drive.
Vice Chair Lang asked if the proposed installation of red curb will affect the residential parking or traffic.
Associate Engineer Richter responded it should not cause parking issues since vehicles can park on both
sides of the street and the rest of Mission Drive.
Vice Chair Lang made a motion, seconded by Commissioner Nguyen, to approve staff
recommendations. Vote resulted in:

B. TRAFFIC LINE OF SIGHT REVIEW AT THE INTERSECTION OF MISSION DRIVE AND
BARTLETT AVENUE
Chair Drange opened the public comment period.
The City received a public comment via email from Lien Trinh expressing traffic safety along Mission Drive.
She mentioned the increase in traffic on Mission Drive is making it difficult for residents on Bartlett Avenue,
south of Mission Drive, to safely turn onto Mission Drive due to the number of vehicles parked on the south
side of Mission Drive between Walnut Grove Ave and Bartlett Avenue.
The City received a public comment from Luke Lee expressing his safety concerns when turning left onto
Mission Drive from Bartlett due to the line of sight. He stated he would have to pull forward to see the
oncoming traffic.
The City received a public comment from Sara Truong expressing the same concerns regarding issues with
line of sight and how unsafe it is for vehicles to make a left turn. She did not feel the 42-feet of red curb
would be enough and asked to consider additional red curb be added.
The City received a public comment from Linda Ma asking the City to consider the safety of the residents in
the area and proceed with implementing the necessary improvements.
Chair Drange closed the public comment period.
Associate Engineer Richter provided a brief description of the item and presented a PowerPoint

Associate Engineer Richter explained that the City received a resident request to evaluate the line-of-sight
visibility and existing roadway conditions at the intersection of Bartlett Avenue (south of Mission Drive) and
Mission Drive. In response to this request and on behalf of the City, engineering staff completed a curb
marking review to determine if additional red curb is warranted to increase visibility for drivers turning from
Bartlett Avenue onto Mission Drive. The resident reported that vehicles park up to the curb returns on
Mission Drive making it difficult to see approaching and oncoming traffic on Mission Drive. In response to
this request and on behalf of the City, engineering staff completed a traffic review and recommended
appropriate measures.

After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the intersection of S. Bartlett Avenue and Mission Drive would benefit
from the installation of red curb west of S. Bartlett Avenue. This improvement will ensure driver line of sight
when exiting S. Bartlett Avenue onto Mission Drive.
Commissioner Nguyen asked if speed tests were conducted to assess if vehicles are abiding by the posted
speed limit on Mission Drive.

Traffic Engineer Robbins replied the City recently completed a citywide speed survey and the 85 percentile
for that street segment was 38 mph, which is slightly higher than the posted 35 mph.
Chair Drange asked what the average length of a vehicle is and how was 20-feet of red curb determined to
be the appropriate length to install the existing red curb.
Traffic Engineer Robbins replied a vehicle is typically between 15-feet to 18-feet long, and the amount of
additional red curb is determined using sight distance triangles. Additional red curb could be added,
however, that would take away residential parking space along Mission Drive.
Commissioner Hermosillo asked how the parking was during the field visit.
Traffic Engineer Robbins replied there was parking space available at the time they visited, however,
mentioned more vehicles are parked during the evening hours.
Commissioner Chang asked if traffic calming measures, such as curb extensions or lane reduction, could be
looked into to slow down traffic instead of installing additional red curb.
Commissioner Nguyen added that it is noticeable that vehicles are speeding on this segment of Mission
Drive and agreed with Commissioner Chang.
Traffic Engineer Robbins replied that there are other recommendations that can be looked into, however,
some of the implements that typically would be recommended for residential streets would not apply to
Mission Drive. The City would need to further evaluate these items including funding.
Chair Drange asked if we could bring the topic back regarding Mission Drive for future discussion.
Vice Chair Lang agreed with Chair Drange and added that installing additional red curb does not appear to
impact the parking in the area.
Traffic Engineer Robbins replied that the existing parking available fits approximately three or four vehicles.
By adding additional 20-feet red curb to the proposed recommendation, it would leave space for
approximately two vehicles.
Vice Chair Lang asked if we could install red curb to allow three vehicles.
Traffic Engineer Robbins clarified that the new proposed recommendation would be to install an additional
30-feet of red curb to the existing 22-feet red curb.

4. MATTERS FROM STAFF
Public Works Director Wang introduced herself to the commission and provided a brief background.
5. COMMISSIONER REPORTS
Chair Drange recalled the discussions on the bicycle plan and the consideration of including sharrows,
specifically on Hellman Avenue. He asked if adding sharrows could be implemented prior to resurfacing
roads.
Director of Public Works Wang commented she would not recommend that and to consider the pavement
management plan to determine the plan of action.
Chair Drange mentioned that in the previous meeting, there was discussion of street repaving and Hellman
Avenue was not included as part of it.
Director of Public Works Wang replied the City has annual street improvement projects and we can consider
it moving forward.
Vice Chair Lang recalled a comment from former Commissioner Quintanilla regarding the traffic signal lights
at the intersection where Rio Hondo Avenue, Mission Drive, and Valley Boulevard connect being difficult to
see, specifically when driving eastbound on Valley Boulevard. He also mentioned when heading northbound
on Rio Hondo Avenue, the traffic light to turn left onto Valley Boulevard stays red even though there is less
cross traffic on Valley Boulevard.
Chair Drange agreed that it is difficult to see the traffic light and not noticeable until you are close. He also
mentioned it is positioned a certain way so as not to confuse drivers further away, however, expressed that
it is still difficult to see when driving eastbound on Valley Boulevard.
Director of Public Works Wang replied she will look into it.
Commissioner Nguyen commented there was a typo on the agenda regarding the next scheduled traffic
commission meeting date.
6. ADJOURNMENT
The meeting adjourned at 7:37 p.m. The next Traffic Commission meeting is scheduled for December
7, 2023, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East
Valley Boulevard.
