TC - Item 3A - Line of Sight Review at the Intersection of Fern Avenue and Pine StreetROSEMEAD TRAFFIC COMMISSION TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: MARCH 7, 2024 STAFF REPORT SUBJECT: LINE OF SIGHT REVIEW AT THE INTERSECTION OF FERN AVENUE AND PINE STREET SUMMARY On behalf of the City of Rosemead, engineering staff completed a line -of -sight review and recommended appropriate improvements at the location of Fern Avenue and Pine Street. The City of Rosemead has received a resident request to evaluate the line -of -sight visibility and existing roadway conditions at the intersection of Fern Avenue and Pine Street. In response to this request and on behalf of the City, engineering staff completed a curb marking review to determine if additional red curb is warranted to increase visibility for drivers turning from Fern Avenue onto Pine Street. The resident reported that vehicles park up to the curb returns on Pine Street, making it difficult for vehicles approaching the intersection on Fern Avenue to see approaching and oncoming traffic on Pine Street. In response to this request and on behalf of the City, engineering staff completed a traffic review and recommended appropriate measures. ANAT,VCTC The traffic review included an analysis of the existing roadway conditions, a field review, and a review of approximately 3 -years of available collision data. Existing Conditions: Fern Avenue runs east and west and is considered a local road by the California Road Functional Classification Map with a prima facie speed limit of 25 mph. Fern Avenue is approximately 35.5 - feet wide with one lane in each direction and has no marked centerline. Parking is allowed on the north and south side of Fern Avenue except in areas marked by red curb and on Fridays from L OAM — 2PM to allow for street sweeping. Fern Avenue is stop controlled at the intersection with City Traffic Commission Meeting November 2, 2023 Page 2 of 3 Pine Street. It is important to note there is 22 -feet of existing red curb on the south side of Fern Avenue, east of the intersection with Pine Street, in front of a fire hydrant. This segment of Fern Avenue travels through Single Family Residential zoning, per the City of Rosemead Official Zoning Map. Pine Street runs north and south and is considered a local road by the California Road Functional Classification Map with a prima facie speed limit of 25 mph. Pine Street is approximately 35.5 - feet wide with one lane of travel in each direction and no marked center line. Parking is allowed on the east and west side of Pine Street except on Fridays from LOAM — 2AM to allow for street sweeping. At the intersection of Pine Street and Fern Avenue, Pine Street is athrough street, while Fern Avenue is stop controlled at the intersection. This segment of Pine Street travels through Single Family Residential zoning, per the City of Rosemead Official Zoning Map. STAFF RECOMMENDATION After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that 80 -feet of red curb should be installed on either side of the street along Pine Street at Fern Avenue. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1. INSTALL RED CURB ALONG PINE AVENUE, NORTH OF THE INTERSECTION WITH FERN AVENUE: Install of red curb along Pine Avenue on the east side and west side of the street, north of the intersection with Fern Avenue, for a total of 40 -feet of red curb installed. (Per CAMUTCD Section 313.23): a. Install 20 -feet of red curb on the east side of Pine Avenue north of the intersection with Fern Avenue. b. Install 20 -feet of red curb on the west side of Pine Avenue north of the intersection with Fern Avenue. c. Installation of the red curb on the north side of the intersection on Pine Street at Fern Avenue will remove 2 parking spaces. 2. INSTALL RED CURB ALONG PINE AVENUE, SOUTH OF THE INTERSECTION WITH FERN AVENUE: Install of red curb along Pine Avenue on the east side and west side of the street, south of the intersection with Fern Avenue, for a total of 40 -feet of red curb installed. A review of all recorded collisions that occurred within 100' of the intersection between Fern Avenue and Pine Street. The record of collisions was conducted over a 3 -year period between January 2021 to the most recent available accident data, December 2023. I Page 3 of 7 LINE OF SIGHT REVIEW AT THE INTERSECTION OF FERN AVENUE AND PINE STREET LINE OF SIGHT ANALYSIS A Line -of -Sight analysis consists of reviewing the existing conditions a driver encounters when approaching an intersection to turn onto the other street and determining if there is limited view for the driver turning. The driver of a vehicle approaching or departing from an intersection or driveway should have an unobstructed view of the intersection, including any traffic control devices, and sufficient lengths along the intersecting highway to permit the driver to anticipate and avoid potential obstructions. Any object within the sight triangle that would obstruct the driver's view of an approaching vehicle should be removed or modified per the Manual on Uniform Traffic Control Devices. Obstructions within sight triangles could be buildings, vehicles, hedges, trees, bushes, tall crops, walls, fences, or parked cars. A parked vehicle extends approximately 7 -feet from the curb, so it's necessary to consider the width of a vehicle when determining the amount of red curb needed to obtain a clear line of sight. On intersections in urban areas where street parking is allowed, the common practice by motorists after stopping at the curb and watching and yielding for any potential pedestrians crossing on the sidewalk, is to pull a sufficient distance forward in the parking lane to have a better view of oncoming traffic. Figure 4 presents an example of a clear sight triangle at an intersection. By adding 20 -feet of red curb along Pine Street, on each corner of the intersection with Fern Avenue, the view of oncoming traffic will increase, improving sight distance for motorists crossing the intersection. I Page 5 of 7 LINE OF SIGHT REVIEW AT THE INTERSECTION OF FERN AVENUE AND PINE STREET RECOMMENDATIONS After a thorough review of existing field conditions, and based on engineering judgement, it was determined that the intersection of Fern Avenue and Pine Street would benefit from the installation of additional red curb as shown in Figure 5. The red curb will help provide a clearer line of sight for vehicles approaching Pine Street from Fern Avenue, and improve drivers' ability to see oncoming and approaching traffic from Fern Avenue. The total red curb installation of 80 -feet equates to the removal of 4 parking spaces total, both north and south of the intersection of Fern Avenue and Pine Street. Please refer to the Recommendations Exhibit below for the intersection at Fern Avenue and Pine Street. Recommendations: 1.
