SUBJECT: GRAFFITI REMOVAL PROGRAM
SUMMARY
The purpose of this staff report is to provide an update on the City's graffiti removal program at
the request of Mayor Steven Ly.
The City's graffiti removal program is performed by the Public Works Field Services Division.
The program operates two daily routes, 365 days a year, to proactively assess and address
incidents of graffiti. In calendar year 2023, the daily monitoring routes were briefly paused due
to personnel changes. As of January 2024, the two daily routes have resumed. There are two
graffiti trucks that staff can utilize for graffiti removal activities. One graffiti vehicle was
involved in an accident in December 2023 and is inoperable. The Public Works Department is
currently evaluating options for either repairing the damaged vehicle or procuring a new one,
considering cost-effectiveness. During calendar year 2023, there were 2828 incidents of graffiti
with 74,162 total square feet of graffiti removed, approximately 35% increase from the prior
year. Public Works staff are committed to the goal of removing all identified graffiti incidents
within 24 hours of reporting.
STAFF RECOMMENDATION
Staff recommends that the City Council receive and file.

STRATEGIC PLAN IMPACT
Graffiti abatement is consistent with the City of Rosemead's Strategic Plan Goal C -
Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure;
coordinate with relevant utility agencies regarding safety and enhancements; and modernize
facilities by expanding the use of wireless network technology and renewable energy.
