SUMMARY
California Government Code § 65400 requires the filing of both a General Plan and Housing
Element Annual Progress Report by April I" of each year, for the prior calendar year, with the
State Office of Planning and Research (OPR) and the Department of Housing and Community
Development (HCD). State law also requires that the Annual Progress Reports be presented at a
public meeting before the City Council where members of the public are given an opportunity to
comment on the City's progress. This agenda item meets these statutory requirements.
The General Plan Annual Progress Report (Attachment "A") summarizes the status of the City's
General Plan and progress in its implementation. The Housing Element Annual Progress Report
(Attachment "B") summarizes low- to above moderate -income residential building activity;
Regional Housing Needs Allocation (RHNA) progress; and progress of the housing program
implementation for the 2023 calendar year. The Housing Element Annual Progress Report was
prepared on forms provided by HCD, using definitions adopted by HCD.
The City of Rosemead General Plan is a long-range planning program that is designed to guide
the orderly growth and development of the City over the long-term. The General Plan
communicates the City's vision of its future and establishes a policy framework to govern
decision-making concerning the physical development of the community. It also provides
assurances that the community at large will be supported by an adequate range of public services
and infrastructure systems.
APRs provide local legislative bodies with information regarding the implementation of the
General Plan and the Housing Element for their city or county. The APRs are strictly reporting
documents that do not create or modify any City of Rosemead goals or policies found within the
General Plan or Housing Element.

STAFF RECOMMENDATION
Staff recommends that the City Council:
1. Receive and file the 2023 APRs; and
2. Direct the Community Development Department to transmit the 2023 General Plan and
Housing Element Annual Progress Reports to the Governor's Office of Planning and
Research and California Department of Housing and Community Development.

ENVIRONMENTAL ANALYSIS
This agenda item does not constitute a project under the California Environmental Quality Act
("CEQA"), and it can be seen with certainty that it will have no impact on the environment. As
such, this matter is exempt under CEQA.
STRATEGIC PLAN IMPACT
The APRs are consistent with Goal H — Land Use and Zoning: Rosemead will continue to create
policies that encourage new development, respond to the changing housing needs of residents,
promote activation along our major corridors, and support the local business community.
Submitting the APRs does not impact the Strategic Plan.

General Plan Status and Implementation
Compliance with State General Plan Guidelines
Each element of the City of Rosemead General Plan is in compliance with the guidelines
for the content of local general plans that were issued by the Governor's Office of Planning
and Research.
Housing Element
The Housing Element was updated in 2022. The Housing Element covers the planning
period from January 1, 2021 through October 1, 2029. No amendments were made in 2023.
Implementation:
Initiated the Implementation of The Housing Element Programs
o The City has retained a Land Use Consultant (PSOMAS) to assist with the
implementation of the rezoning program to accommodate additional
housing capacity and updates to the Zoning Code to comply with State laws
(includes, but is not limited to Density Bonus laws, ADU laws, Transitional
and Supportive Housing laws, AB 101, AB 139, and SB 35) and to carry out
the programs and objectives detailed in the Housing Plan of the City's 6'h
Cycle Housing Element.
Land Use Element
The Land Use Element was adopted in 2010. The Land Use Element focuses on the built
environment and pulls together issues and goals from the other elements, laying out the
framework for balancing development with broader community aims.

Safe Routes to School Sidewalk Gap Closure (Delta Ave) Project:
Project Description: The project will take place on Delta Avenue between
Mission Drive and Wells Street and will create a continuous sidewalk on both
sides of Delta Avenue to enhance safety for pedestrians including Shuey
Elementary school students that currently walk on the roadway due to lack of
continuous sidewalks.

Rosemead Park Restroom Renovation:
Project Description: The project includes the renovation of the Rosemead Park
Restrooms that are adjacent to the snack bar. The scope consists of upgrading
deteriorating structures and inclusion of ADA compliant fixtures.

Dog Park at Garvey Park Project:
Project Description: The project will construct a new dog park including fencing,
landscaping, irrigation, and drinking fountains at Garvey Park.

Stormwater Catch Basin Upgrade Project:
Project Description: The project includes the installation of two hundred fifty-
six (256) trash capture devices on existing stormwater catch basins to prevent
infiltration of trash from entering the stormwater system and waterways.

Garvey Park Tennis Courts Project:
Project Description: The project scope includes resurfacing the existing five (5)
tennis courts at Garvey Park. Resurfacing of the courts includes preparing the
existing court surface, powerwashing, repairing cracks, leveling depressions and
new striping. Additionally, pickleball court striping will be installed.

Garvey Park Gym and Main Office Roof Replacements:
Project Description: The project scope includes the replacement of existing
roofs at the Garvey Park Main Office and Gym facilities. It is recommended that
in construction with the replacement of the roof at the Garvey Park Main Office
that the air conditioning units be replaced.

Traffic Improvement Items:
• Traffic Review on Temple City Boulevard between South of Valley
Boulevard to Loftus Drive - Approved, January 10, 2023
1. INSTALL CROSS TRAFFIC DOES NOT STOP PLAQUE below the existing
stop sign. Per Section 2C.59 cross traffic does not stop plaque (W44P). The
CROSS TRAFFIC DOES NOT STOP (W44P) plaque may be used in
combination with a stop sign when engineering judgment indicates that
conditions are present that are causing or could cause drivers to misinterpret
the intersection as an all -way stop.
2. INSTALL RADAR SPEED FEEDBACK SIGN midblock on Temple City
Boulevard north of Marshall Street above existing 40 MPH speed sign on
existing street light pole for northbound traveling vehicles, per CAMUTCD
Section 2B.13.19.
3. INSTALL SOLAR POWERED RADAR SPEED FEEDBACK SIGN with
oversized (30x36) 40 MPH speed limit sign (R2-1) midblock on Temple City
Boulevard south of Ellis Lane for southbound traveling vehicles, per
CAMUTCD Section 2b.13.19.
4. REPAINT ALL EXISTING CROSSWALKS AT SIGNALIZED
INTERSECTIONS within the segment of Temple City Boulevard from Ellis
Lane to Loftus Drive. Marshall street at Temple City Boulevard and Loftus
Drive at Temple City Boulevard.
5. TARGETED SHERIFF'S ENFORCEMENT: The Sheriffs Department will be
notified of speeding concerns along this segment and officers should conduct
monitoring and targeted enforcement for this area.
• Traffic Review on Ramona Boulevard between Burton Avenue to the 1-10
EB Off Ramps/Rosemead Blvd. -Approved, February 14, 2023
1. INSTALL NEW OVERSIZED SPEED LIMIT SIGN AND PAVEMENT
LEGEND: Install new Oversized Speed Limit (R2-1) Sign and Pavement
legend, approximately 150 -feet west of Ramona Boulevard and Barton
Avenue intersection for eastbound traffic on existing light pole. (Per
CAMUTCD Section 2B. 13 and CAMUTCD Table 2B-1.)
2. INSTALL "CROSS TRAFFIC DOES NOT STOP" (W44P) PLAQUES ON
EXISTING STOP SIGNS: Add "Cross Traffic Does Not Stop" (W4 -4P)
Plaques to existing Stop Signposts at side streets that intersect with Ramona
Boulevard.

3. REMOVE AND REPLACE EXISTING SPEED LIMIT SIGN WITH NEW
OVERSIZED SPEED LIMIT SIGN: Remove and Replace existing 30 -MPH
Speed Limit Sign (R2-1) with oversized Speed Limit Sign and Pavement
Legend for westbound traffic on Ramona Boulevard. (Per CAMUTCD Table
2B-1). Sign should be posted at least 8' high so that it does not hang over
into the street and passing vehicles would not strike the sign since there is a
tall sound wall on the north side of Rosemead Boulevard. Also add pavement
legends opposite the speed limit sign.
4. INSTALL WHITE SIDE STRIPE 8 feet from curb with an angled diagonal
stripe to denote this is a parking lane not another travel lane on the south
side of Ramona Boulevard from Burton Avenue to Ivar Avenue. This stripe
will visually narrow the roadway to help slow speeding traffic.
5. REMOVE THE 35MPH SPEED LIMIT SIGN under the curve sign at the 1-
10 EB Ramp and replace with 20 MPH sign warning sign.
6. ADD NEW W1-8 CHEVRONS (BI-DIRECTIONAL) along the metal
barricades at the curve east of Ivar Avenue. Remove old OM1 -3 reflectors.
Add a set of 3 W1-8 signs posted back-to-back in highly reflective neon
yellow (post at the beginning, end and in the middle of the metal barricade).
7. ADD YELLOW RPMS IN THE CENTER YELLOW STRIP in the curve so
that the curve is more visible to motorists at night. Approximately 150 feet.
Multi -School Loading & Unloading Curb Markings Review - Approved,
September 12, 2023
LOCATION 1: SHUEY ELEMENTARY SCHOOL
1. Install 50' (feet) white curb west of entrance driveway, and 70' (feet)
white curb east of entrance driveway, as shown in the exhibit. Install
a total of 120' (feet) of white curb along south side of Wells Street.
2. Install loading zone only signage along the south side of Wells Street.
3. Install "do not enter' sign (R1-5) at the exit driveway to Shuey
Elementary School parking lot along wells street on existing sign-
post below existing sign.
4. Install red curb along wells street at Earle Avenue at crosswalk.
Install 20 -feet of red curb on north side of Wells Street at Earle
Avenue and install 20 -feet of red curb on south side Wells Street on
east side of crosswalk.

LOCATION 2: JANSON ELEMENTARY SCHOOL
1. Refresh approximately 289' (feet) of existing white curb along south
side of Marshall Street.
2. Paint approximately 120' (feet) of white curb along west side of
Bartlett Avenue.
3. Install loading zone only signage along south side of Marshall Street
and west side of Bartlett Avenue, approximately 100' apart.
LOCATION 3: MUSCATEL MIDDLE SCHOOL
1. Install 70 -feet white curb on Ivar Avenue on the west curb north of
the intersection of Lawrence Avenue.
2. Install 20 -feet red curb north of the crosswalk on the west curb at the
intersection of Ivar Avenue and Lawrence Avenue.
3. Install 45 -feet red curb south of the crosswalk on the west side of Ivar
Avenue and Lawrence Avenue.
4. Install 25 -feet white curb on the west curb of Ivar Avenue north of the
intersection of Newby Avenue.
5. Install 30 -feet red curb on the west side of Ivar Avenue north of the
crosswalk at the intersection with Newby Avenue.
6. Install 20 -feet red curb on the west side of the crosswalk north of the
intersection of Ivar Avenue and Newby Avenue.
7. Install 115 -feet white curb on the west side of Ivar Avenue south of
Newby Avenue.
8. Refresh existing crosswalks in the north and east legs at the
intersections of Lawrence Avenue and Ivar Avenue and Newby
Avenue and Ivar Avenue.
9. Remove and replace existing loading zone signage with new
"loading zone 7am to gam, 12pm to 3pm school days only" sign and
pole.

LOCATION 4: ENCINITA ELEMENTARY SCHOOL
1. Install 75 -feet white curb marking west of the driveway and 105 -feet
white curb marking east of the driveway along Lower Azusa Road.
The total white curb to be installed is 180 -feet along Lower Azusa
Road.
2. Install new "loading zone 7am to 9am, 12pm to 3pm school days
only' sign and pole as shown along Lower Azusa Road and Encinita
Avenue.
LOCATION 5: SAVANNAH ELEMENTARY SCHOOL
1. Install 167 -feet white curb marking north of the exit driveway along
east side of Rio Hondo Avenue.
2. Install new "do not enter" sign and "no left turn" sign north of the
existing school driveway as shown on Rio Hondo Avenue.
3. Install new `loading zone 7am to 9am, 12pm to 3pm school days
only" sign and pole along Rio Hondo Avenue.
4. Install 30 -feet red curb along south side of De Adalena Street in front
of the fire hydrant. Fire hydrant must have 30 -feet of red curb, per
CVC 22514 standards.
• Stop Sign Warrant Study at the Intersection of New Avenue & Graves
Avenue in the City of Monterey Park - Approved, June 27, 2023
1. Installation of a Yellow Continental Striped Crosswalk in the
North Leg of the Intersection.
It is recommended to install a Yellow Continental Striped Painted
Crosswalk in the north leg of the intersection of New Avenue and
Graves Avenue designating the preferred pedestrian route to and
from school along Graves Avenue to assist school pedestrians in
crossing. Section 7C.02.
2. Installation of an Advanced Stop Bar Line 4 -FEET Before the
Proposed Crosswalk for SB New Avenue Traffic Before Entering
the Intersection.
In addition to the Yellow Ladder Striped Painted Crosswalk in the
north leg, it is recommended to install an advanced stop bar line
approaching the proposed crosswalk. It was observed that vehicles
were pulling forward into the pedestrian path to wait for a gap on
Graves Avenue traffic. The advance stop bar will provide motorists
with a designated spot to stop before entering the crosswalk to not
block pedestrians travel path. CA-MUTCD Section 36.16 contains

provisions regarding the placement and design of stop lines.
3. Removal and Replacement of Existing Stop Sign (R1-1) with
new 36"X36" Stop Sign and Install All -Way Plaque (R1 -3P) and
Red Reflective Strip on signpost at New Avenue and Graves
Avenue for SB direction.
Remove and Replace Existing Stop Sign with new 36"X36" Stop Sign
(R1-1) at New Avenue and Graves Avenue. Install All -Way Plaque
(R1 -3P) and Red Reflective Strip on Stop Signpost located at New
Avenue and Graves Avenue. It was observed that replacing the
existing Stop Sign with a new larger Stop Sign at the intersection of
New Avenue and Graves Avenue would increase visibility for
southbound vehicles approaching the intersection.
4. Installation of All -Way Stop Control with Stop Signs, ALL -WAY
plaque (R1 -3P) beneath each stop sign, Stop Bars, and STOP
pavement legends on Graves Avenue for EB and WB Directions.
It is recommended that All -Way Stop Control is installed at the
intersection of Graves Avenue and New Avenue, with stop signs,
stop bars, STOP pavement legends and ALL -Way Plaques for
eastbound and westbound directions on Graves Avenue. The
installation of all -way -stop control is recommended based on street
conditions, pedestrians crossing midblock as well as the street
grade/slope on Graves Avenue west of New Avenue. New Stop signs
(R1-1 36"x36") will require the installation of new signposts, with the
base of the sign at least 7' from the ground.
5. Installation of Red Reflective Strips on each Stop Sign pole in
all directions (EB, WB and SB).
In addition, for the first month add flags to the new STOP signs on
EB and WB Graves Avenue. (CAMUTCD Section 2A.15 Enhanced
Conspicuity for Standard Signs) It is recommended that Red
Reflective Strips be added to stop signposts for all stop signs at the
intersection of New Avenue and Graves Avenue for EB, WB, and SB
traffic. It is also recommended that temporary red flags be installed
on the new stop signs for EB and WB directions at the intersection
of New Avenue and Graves Avenue. The flags will help bring driver
awareness to the new signage. Based upon engineering judgment,
where the improvement of the conspicuity of a standard regulatory,
warning, or guide sign is desired, any of the following methods may
be used, as appropriate, to enhance the sign's conspicuity. This
includes:
• Adding one or more red or orange flags (cloth or retroreflective
sheeting) above a standard regulatory or warning sign, with the flags
oriented so as to be at 45 degrees to the vertical.
• Or where engineering judgment indicates a need to draw attention

to the sign during nighttime conditions, a strip of retroreflective
material may be used on regulatory and warning sign supports.
6. Removal of One "Left Turn Arrow" and 5' of the Center Yellow
line for EB Traffic and Install New Stop Bar and STOP Pavement
Legend in both EB Lanes.
Remove the easternmost "Left Turn Arrow" located in the EB left turn
pocket at Graves Avenue and New Avenue. Remove about 5' of the
yellow center line and then install Stop Bar and STOP Pavement
Legend in both the left turn pocket and the through traffic lane for
eastbound traffic on Graves Avenue. The Stop Bar and STOP
legends should be shifted around 5' to the west to be in line with the
NW curb face.
7. Installation of 20' of red curb on the north side of Graves New
Avenue (NE Corner).
The red curb will improve sight distance of pedestrians waiting to
step off the curb to cross in the NL crosswalk as well as provide room
for a right turn vehicle to make the turn without being stuck behind a
parked car.
8. Installation of "Stop Ahead" Signage (W3-1) ahead of the
intersection at New Avenue and Graves Avenue for Both EB and
WB Directions.
Install "Stop Ahead" Signage (W3-1) ahead of the intersection at New
Avenue and Graves Avenue. Install EB sign approximately 160 -ft
west of the intersection and the WB sign approximately 200 -ft east
of the intersection at Graves Avenue and New Avenue. Both new
signs require the installation of new signposts, with the base of the
sign at least 7' from the ground.
9. Installation of New STOP AHEAD Pavement Legends along
Graves Avenue.
Install new STOP AHEAD pavement legends adjacent to the STOP
AHEAD signs on Graves Avenue for both directions. Pavement
legends will serve to provide an added reminder that Graves Avenue
at New Avenue will be STOP controlled.
Resources Management Element:
The Resources Management Element was adopted in 2010. The Resources
Management Element examines both the natural and human -made environments, and
establishes policies to protect those resources that distinguish and define Rosemead.
Topics addressed in this element include parks, recreation, open space, community
facilities, air quality, water resources and conservation, and energy conservation. No
amendments were made in 2023.

Public Safety:
The Public Safety Element was updated in 2022. The Public Safety Element identifies
hazards present in the community and defines ways for proper planning and emergency
response services to mitigate the hazards including flooding. No amendments were made
in 2023.
Implementation:
• Community Area Watch Meetings — Six meetings conducted year-round,
2023
• The City of Rosemead continued to conduct its weekly Monday evening radio
check -ins with its Amateur Radio Members — 35 meetings were conducted
year-round, 2023
• The City of Rosemead Emergency Communication Team (CoERT), Amateur
Radio Monthly Meeting — 8 meetings were conducted year-round, 2023
• The City of Rosemead Community Emergency Response Team (CERT)
assists in mutual aid requests with our surrounding cities when requested —
One meeting was held, year-round, 2023
• Great Shake -Out, October 19, 2023
On October 19, 2023, the City of Rosemead participated in the "2023 Great
California ShakeOut" exercise drill, activating the Emergency Operation
Center (EOC) and using its disaster plans and communications systems to
coordinate the City's response to the disaster exercise.
Disaster exercises assess the effectiveness and allow management to
evaluate the readiness of City staff. Implementing and practicing the

procedures and community response is vital to maintaining readiness.
Noise Element:
The Noise Element was adopted in 2010. The Noise Element identifies community noise
concerns and includes policies and programs to minimize noise impacts in Rosemead.
No amendments were made in 2023.

Optional: This runs a macro which checks to ensure all required fields are filled out. The macro will create two files saved in
the same directory this APR file is saved in. One fle will be a copy of the APR with highlighted cells which require information.
The other fle will be list of the problematic cells, along with a description ofthe nature of the error.
Optional: Save before running. This copies data on Table A2, and creates another workbook with theta ble split
across 4 tabs, each of which can fit onto a single page for easier printing. Running this macro will remove the
comments on the column headers, which contain the instructions. Do not save the APR file after running in order
to preserve comments once it is reopened.
Optional: This macro identifies dates entered that occurred outside of the reporting year. RH NA credit is only
given for building permits issued during the reporting year.

April 1 of each year for the prior calendar year, submit separate reports
ly to both HCD and OPR pursuant to Government Code section 65400.

Online Annual Progress Reporting System - Please see the link to the

Tenent Preference Policy
