B. Minutes
Recommendation: That the City Council approve the regular meeting minutes of
February 22, 2022.

C. Award of Contract to Trueline Construction and Surfacing Inc. for Rosemead Park
Basketball Courts Resurfacing Project No. 41025
As part of the City's Fiscal Year 2023-2024 Capital Improvement Program, the City
Council approved the Rosemead Park Basketball Courts Resurfacing Project. The
project consists of removal of all surface coatings, striping and resurfacing of the
three (3) existing basketball courts with new acrylic color coating and installation of
new striping. Temporary project fencing with a privacy screen will be in place during
the resurfacing of the basketball courts. On January 25, 2024, staff published a Notice
Inviting Bids for the Project. On February 28, 2024, the City received one (I) sealed
bid.
Recommendation: That the City Council take the following actions:
Approve the plans and specifications for the Rosemead Park Basketball Courts
Resurfacing — Project No. 4102;
2. Authorize the City Manager to execute into a contract with Trueline Construction
and Surfacing, Inc., for the bid amount of $62,592.00. In addition, authorize an
amount of $6,259.20 (10%) as a contingency to cover the cost of unforeseen
construction expenses, for a total amount of $68,851.20; and
3. Adopt Resolution No. 2024-10, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, TO AMEND THE FISCAL YEAR
2023-24 CAPITAL IMPROVEMENT PROGRAM BUDGET AND
APPROPRIATE ADDITIONAL FUNDS FOR THE ROSEMEAD
PARK BASKETBALL COURT RESURFACING PROJECT

D. Renewal of General Services Agreement with the County of Los Angeles
The City Council will consider renewal of the General Services Agreement with the
County of Los Angeles, which will expire on June 30, 2024. The renewal is for
another five-year period through June 30, 2029. The General Services Agreement
allows the City to obtain "as -needed time-limited" services through the County.
Renewal of the General Services Agreement does not affect ongoing services
provided by the County such as law enforcement services.
Recommendation: That the City Council take the following actions:
1. Authorize the Mayor to execute the renewal of the General Services Agreement
with the County of Los Angeles; and
2. Take such additional, related action that may be desirable.

E. Approve Third Amendment to Professional Services Agreement with Transtech
Engineers, Inc. to Provide Traffic Engineering, Engineering Support, and Public
Works Permit Inspection Services
On January 24, 2023, the City Council approved Second Amendment to the
Professional Services Agreement with Transtech Engineers extending the term
sixteen -months to a new expiration date of June 30, 2024, and contract amount of
$431,000. The scope of the services includes city engineering, traffic engineering,
and public works inspection services. To ensure uninterrupted delivery of projects
and maintain service continuity, staff requests a Third Amendment extending the
Agreement for one additional year to a new expiration date of June 30, 2025, with a
contract amount of $553,280. Additionally, staff requests to increase the Second
Amendment contract authority from $431,000 to $569,320 (additional $138,320) for
increased workflow and application processing.
Recommendation: That the City Council authorize the City Manager to execute the
Third Amendment to the Professional Services Agreement with Transtech Engineers,
Inc. as follows:
1. Increase the Second Amendment compensation amount from $431,000 to
$569,320 (additional $138,320); and
2. A one-year extension of terms from July 1, 2024 to June 30, 2025 with
compensation amount of $553,280.
5. MATTERS FROM CITY MANAGER & STAFF
A. Fiscal Year 2023-24 Mid -Year Budget Review, Adoption of Resolution No. 2024-11
Amending the FY 2023-24 Budget and Related Actions, Adoption of Resolution
No. 2024-12 Amending the City of Rosemead's Consolidated Salary Schedule
On June 27, 2023, the City Council adopted the 2023-24 Operating and Capital
Improvement Program Budgets. This report summarizes the City's General Fund
overall financial position for the current fiscal year through December 2023 including
a discussion on revenue sources and expenditure trends. The estimates stated within
are just that, estimates, and are subject to change as the current fiscal year continues.
This report will also cover recommended mid -year budget adjustments and
recommended changes to the authorized position staffing list and salary schedule.
Recommendations: That the City Council take the following actions:
1. Receive and file the Mid -Year Budget Review Report;
2. Adopt Resolution No. 2024-11, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AMENDING THE FY 2023-24
OPERATING AND CAPITAL IMPROVEMENT PROGRAM
BUDGETS AND UPDATING THE AUTHORIZED STAFFING
LIST; and

3. Adopt Resolution No. 2024-12, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, AMENDING THE
COMPREHENSIVE SALARY SCHEDULE TO MEET THE
CALIFORNIA CODE OF REGULATIONS TITLE 2,
SECTION 570.5 AND 571 TO REFLECT APPROVED RATES
FOR ALL EMPLOYEES OF THE CITY OF ROSEMEAD
6. MATTERS FROM MAYOR & CITY COUNCIL
A. Discussion and Direction on Draft City Charter Language
The City Council has been discussing the consideration of placing a City charter on
the ballot in November 2024. Based on prior discussions with the Council Committee
on the Charter and Council Member comments at prior Council meetings, the City
Attorney has drafted proposed language for Council review and comment. In addition
to the proposed Charter language the Staff Report also lays out the timelines and
actions to follow in order to meet the deadline to submit the Charter election to the
County by August 9, 2024.
Recommendation: That the City Council take the following actions:
1. Discuss the draft City charter;
2. Provide any direction on the draft City charter language; or
3. Take such additional, related, action that may be desirable.
B. Discussion and Direction Regarding Realignment of Term Rotation for Mayor and
Mayor Pro Tem
At the request of Mayor Steven Ly, he would like to revisit the discussion to realign
the Mayor and Mayor Pro Tem rotation from June to December 2024 to coincide
with the statewide general municipal election cycles in November.
Recommendation: That the City Council discuss and provide further direction.

The next City Council meeting will take place on April 9, 2024, at 7:00 p.m. in the Rosemead
City Hall Council Chamber.
