ASSESSMENT' INVESTIGATION, LIMITATION MAJORITY PROTEST ACT OF 1931," BEING DIVI SION 4.OF THE STREETS AND HIGHWAYS CODE. BE.IT RESOLVED that ''the City Council of the City of Rosemead hereby finds that`the owners of more than sixty per cent (60%) of the area of property .with:in.the proposed Assessment Dis- trict Number 1, have filed petitions with.the City Clerk of the City of Rosemead, petitioning;f'or the construction of improvements on Valley Boulevard under the Improvement. Act of 1911, being Divi- sion 7 of the.Streets and Highways-Code of the State of California, and have further waived all proceedings 'and limitations under the "Special Assessment Investigation, Limitation and Majority Protest Act of 1931, being Division 4 of the Streets and Highways Code.
