Rosemead SAO Deputies were contacted by the business owner of “Minh Square” located at
8728 Valley Boulevard in the city of Rosemead and advised us of a male Hispanic adult, who
recently vandalized his business, had returned. Rosemead SAO Deputies immediately
responded to the business and apprehended the suspect. The suspect has been a nuisance to
several business owners, LA CADA and city code enforcement. Rosemead SAO Deputies
arrested the suspect for felony vandalism.
While at the business, Rosemead SAO Deputies contacted several transients at the location.
Rosemead SAO Deputies contacted LA CADA who assisted the homeless individuals with
housing.

Rosemead SAO deputies in conjunction with Temple Sheriff Station detectives conducted a
follow up investigation regarding an assault with a deadly weapon incident that occurred in
unincorporated Pasadena.
Using departmental resources, Rosemead SAO Deputies determined the suspect’s work
location was a local business in Rosemead. After assisting Temple Sheriff Station with an
interview of the suspect and conducting a follow up interview with the victim. The suspect was
placed under arrest for a violation 245(a)(2) P.C, assault with a deadly weapon (firearm).

Rosemead SAO Deputies along with the LASD Major Crimes Bureau conducted a retail theft
operation at Macy’s. During the operation, deputies were undercover to maximize our surveillance
and apprehend more individuals.
Due to the heavy rain, there was minimal foot traffic entering the Macy’s retail store and the operation
ended early. At the conclusion, Macy’s Asset Prevention detected several individuals concealing items.
However, due to their new policies, those individuals couldn't be detained.

Rosemead SAO Deputies are constantly meeting with Asset Prevention Officers to gather information
on retail crime trends. The operation will be conducted in February.

by offering information on shelter services and other outreach programs.

The decoy police vehicle has been strategically placed at various business locations throughout the
city to help deter crime.

Rosemead SAO Deputies contacted owners at Chubby Cattle, located at 8505 Valley Boulevard
in the city of Rosemead. Rosemead SAO Deputies followed up with several burglary incidents
that recently occurred in the area. Rosemead SAO Deputies contacted the plaza security and
advised them of ways to recognize and prevent future crimes.

Rosemead SAO responded to a backup request of a felony vandalism suspect located at 9401
Garvey Avenue. After the suspects were placed under arrest for vandalism; It was determined
one of the suspects, Herrera, Hernesto MH/102993, is on active probation for burglary and a
local Rosemead resident.
Suspect Hernesto has been the subject of numerous probation compliance checks which are
conducted with the assistance La County Probation Office monthly. Using these checks,
Rosemead SAO deputies and La County Probation can conduct random checks of person(s) on
probation generally to ensure they are complying with the terms of their probation.
Any violation including, drug use, new arrest or bad police conduct including not checking in
with the probation department can make a subject in violation to be re-arrested. With the
above example, suspect Herrera has been arrested multiple crimes for theft, burglary including
vandalism which his probation status has not prevented him from continuing his illegal
activities.

Rosemead SAO supervisor responded to Shuey Elementary School regarding a school shooting
threat. Resources were deployed and a thorough investigation was conducted. At the
conclusion of the investigation, the shooting threat was deemed not to be credible.

Rosemead SAO Deputy attended a meeting to assist in planning and coordinating a city of
Rosemead 5K race. The race is slated to take place on April 27th, 2024.

show. Rosemead SAO Deputy discussed different ways and methods to better the safety of the
residents and for a smoother operation.

On February 12, 2024, the Rosemead Special Assignment Team (SAO), and the Los Angeles
County Probation Department conducted a probation compliance check operation. Numerous
defendants have been placed on formal probation / AB 109 supervision and reside in the city of
Rosemead.
They are currently being supervised by the Los Angeles County Probation Department and all
have search and seizure conditions. Seven probationers were selected for the operation. All
probationers have extensive criminal histories. Compliance searches will be conducted to
ensure all the probationers are in compliance with their conditions of probation.
As a result of the operation, the following actions were taken:
One suspect was arrested
Suspect #1 was on probation for Grand Theft and Burglary. The suspect is well known to be
affiliated with the local street gang “Lomas” and has been involved and tied to several
burglaries throughout the city. The suspect was wanted for several outstanding felony
warrants, which include firearm charges.
After a thorough search for the suspect, the suspect was hiding inside a trailer that was parked
on the driveway of his residence. The suspect was apprehended and arrested for his
outstanding warrants and was additionally charged for violating his probation conditions
(1203.2 (a) PC).
All other probationers were in compliance with their conditions or no longer reside in the city
of Rosemead.

the assistance of LACADA and the Rosemead Code Enforcement unit, we have seen a
continued decline in drug and transient activities at these shopping centers. These trends can
only continue with the collective efforts of all city entities, furthering the goal of reducing the
unhoused population and drug activity for the local areas of Rosemead.

In response to community members’ complaints about speeding motorists, Rosemead SAO
deputies conducted a traffic enforcement detail for the area of Walnut Grove Avenue/Landis
View Lane through Walnut Grove Avenue/Rush Street.
During the enforcement 15 drivers were cited and 4 drivers were arrested for CVC related
charges.

housing and other services for the homeless residents.

person on the basement parking lot. Person admitted to being warned about trespassing and in
possession of shopping carts. SAO Deputies arrested the suspect for trespassing and being in

Rosemead SAO deputies conducted an overnight burglary suppression operation for the city of
Rosemead. During the operation multiple vehicles and parties were detained. The purpose of
the operation was to saturate the area with high visibility units to prevent individuals from
committing crimes such as burglaries to businesses and vehicles.

the city of Rosemead in conjunction with the Human Trafficking Task Force.

Rosemead SAO Deputies had a meeting with the Narcotics team discussing a future operation
involving large narcotics drug sales and narcotics transportation in the city of Rosemead. The
operation will involve multiple special teams from the department to execute the operation.

date to be determined.

Rosemead SAO deputies responded to a call for service at the Target in the city of Rosemead.
The Asset Prevention Officers called The Rosemead SAO Deputies and stated two individuals
were concealing items inside the store. Rosemead SAO Deputies immediately responded and
stood by with the Asset Prevention Officers as they recovered all items back from the two
individuals.

Rosemead deputies responded to an assault with a deadly weapon report call at 2722 Willard
Avenue, in the city of Rosemead.
The call stated four black males jumped over the fence to a property and had shot at the
victim's vehicle.
During the investigation, Rosemead SAO deputies were able to assist the crime lab securing
evidence that could later be used to locate possible suspects.
Deputies further assisted in conducting a walkthrough of the location for narcotics, weapons
and other contraband.

Rosemead SAO deputies responded to a call for service at the Walmart in the city of Rosemead.
The call stated several individuals were concealing items and about to leave. Rosemead SAO
Deputies were the first units on scene standing by for the individuals to walk out. Both suspects
saw the Deputies standing by the exit doors. The two suspects discarded the items inside the
store and did not complete the theft. SAO deputies were able to deter the theft due to the fast
response and strong presence.

Rosemead SAO Deputy testified in a trial regarding an attempted murder incident that
occurred in 2020. The suspect, who is facing 150 years in prison, was a lifelong career criminal
in the city of Rosemead who was responsible for multiple burglaries and robberies.

Rosemead SAO deputies assisted the Narcotics team with conducting traffic stops on several
vehicles that are believed to be involved in transporting narcotics in the city of Rosemead. The
traffic stops led to identifying several individuals who are involved in major narcotics
operations. The Rosemead SAO deputies along with the Narcotics team are continuously
conducting surveillance and gathering more intel at Rosemead locations in preparation for an
operation in the near future.

The Rosemead SAO Deputies assisted the Human Trafficking Task Force in a multi-location
search warrant operation in the city of Rosemead. Several Rosemead residences were identified
and confirmed to be used as a central hub for human trafficking.
At the conclusion of the operation, four female victims were discovered at the residence. All
victims were China nationals who were being forced to participate in sexual activities. Over
$350,000.00 was recovered inside the residence. We were able to identify two suspects to be
running the illegal operation. A follow up operation to apprehend the two suspects is currently
being planned.
Rosemead SAO deputies assisted Detectives with translations, booking evidence and providing
security. The entire operation lasted over 18 hours.

by offering information on shelter services and other outreach programs.
SAO team members continuously moved the decoy police vehicle throughout the city of Rosemead.
The decoy police vehicle has been strategically placed at various business locations throughout the
city to help deter crime.
The decoy police vehicle continues to help prevent overnight commercial burglaries. The vehicle has
been strategically placed in areas where crime trends are occurring.

Rosemead SAO deputies responded to a call for service at the Walmart in the city of Rosemead.
The call stated several individuals were concealing items and about to exit the store. Rosemead
SAO Deputies were the first units on scene standing by for the individuals to walk out of the
store. Both suspects saw the Deputies standing by the exit doors. The two suspects discarded
the items inside the store and did not complete the theft. SAO deputies were able to deter the
theft due to the fast response and strong presence.
