TC - Minutes - 03-07-24Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING March 7, 2024 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:01 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. PUBLIC COMMENTS None 2. CONSENT CALENDAR Chair Drange asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of November 2, 2023, Commissioner Hermosillo made a motion, seconded by Commissioner Chang, to accept consent calendar. Vote resulted in: Yes: Chang, Hermosillo, Lang, Drange No: None Abstain: None Absent: Nguyen 3. NEW BUSINESS A. LINE OF SIGHT REVIEW AT THE INTERSECTION OF FERN AVENUE AND PINE STREET Interim City Engineer Leung introduced himself to the commission and provided a brief background. Associate Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Engineer Richter explained that the City received a resident request to evaluate the line -of -sight visibility and existing roadway conditions at the intersection of Fern Avenue and Pine Street. In response to this request and on behalf of the City, engineering staff completed a curb marking review to determine if additional red curb is warranted to increase visibility for drivers turning from Fern Avenue onto Pine Street. The resident reported that vehicles park up to the curb returns on Pine Street, making it difficult for vehicles approaching the intersection on Fern Avenue to see approaching and oncoming traffic on Pine Street. In response to this request and on behalf of the City, engineering staff completed a traffic review and recommended appropriate measures. Rosemead Traffic Commission Meeting Minutes ofMarch 7, 2024 Page 1 of 3 After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that 80 -feet of red curb should be installed on either side of the street along Pine Street at Fern Avenue. Associate Engineer Richter commented that the addition of red curb should not affect the parking availability as there are adequate parking spaces along both Fern Avenue and Pine Street. Vice Chair Lang asked to confirm if twenty -feet is the standard length of a parking space. Associate Engineer Richter confirmed that is correct. LINE OF SIGHT REVIEW AND RED CURB REQUEST AT 2718 STING LE AVENUE Associate Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Engineer Richter explained that the City received a resident request to evaluate the line -of -sight visibility and existing roadway conditions at the location of 2718 Stingle Avenue. In response to this request and on behalf of the City, engineering staff completed a curb marking review to determine if red curb is warranted adjacent to the resident's driveway to increase visibility and allow the resident to exit their driveway onto Stingle Avenue. The resident reported that vehicles park up to the driveway aprons at their driveway, making it difficult to see, and to exit their driveway onto Stingle Avenue. In response to this request and on behalf of the City, engineering staff completed a traffic review and recommended appropriate measures. After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that red curb should be installed on either side of the driveway at 2718 Stingle Avenue. Chair Drange asked if the proposed two -feet of red curb is on the driveway apron or beyond the apron. Associate Engineer Richter replied the two -feet of red curb will be on the apron and painted up to the curb return. Vice Chair Lang asked to clarify if a vehicle parks on a driveway apron without the red curb, it is still in parking violation. Associate Engineer Richter responded yes. COMMISSIONER REPORTS Vice Chair Lang asked what the general response time is for the City to address traffic request items. Interim City Engineer Leung explained the typical process is the City receives the traffic request, evaluates the complexity of the item, and assigns to engineering staff for further review. Turnaround time will vary depending on how complex the request is and cost associated with it. Vice Chair Lang asked what the turnaround time was for the traffic item this meeting regarding Fern Avenue and Pine Street, and what level of complexity the request was. Interim City Engineer Leung responded that it took approximately two to three months for evaluation, field assessment, and preparing the reports to bring to the Traffic Commission meeting. The level of complexity for that item was at the lower end. Chair Drange recalled the discussions on the bicycle plan and asked what the next street in the plan that is expected to be repaved. Interim City Engineer Leung responded he will look into it and provide an update in the next meeting. 6. ADJOURNMENT The meeting adjourned at 7:24 p.m. The next Traffic Commission meeting is scheduled for April 4, 2024, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
