SUBJECT: 4036 Walnut Grove Avenue Residential Project Trip Generation and Vehicle Miles
Traveled Screening Memorandum (LSA Project No. 20241563)
LSA Associates, Inc. (LSA) has prepared this Trip Generation and Vehicle Miles Traveled (VMT)
Screening Memorandum (Memo) for 4036 Walnut Grove Avenue Residential Project (project)
located at 4036 Walnut Grove Avenue in the City of Rosemead (City). The project site currently has
four existing single‐family detached units. The proposed project will redevelop the site to consist of
five single‐family attached residential units. For purposes of this analysis, the proposed project is
considered to add only one additional unit. Additionally, single‐family attached units typically
generate less trips compared to single‐family detached units. While the project would consist of five
single‐family attached units, as a conservative approach, this analysis considers the project to be five
single‐family detached units. Figure 1 illustrates the regional and project location (All figures and
tables attached). Figure 2 illustrates a conceptual site plan for the project.
PROJECT TRIP GENERATION
This memorandum has been prepared consistent with the City of Rosemead Transportation Study
Guidelines for Vehicle Miles Traveled and Level of Service Assessment, dated October 2020 (TIA
Guidelines). The TIA Guidelines states a traffic impact analysis (TIA) will require a level of service
(LOS) analysis for a proposed project when the trips generated by a proposed development will add
more than 50 project trips during either the a.m. or p.m. peak hours to any signalized intersection.
The trip generation for the proposed project was developed using rates from the Institute of
Transportation Engineers Trip Generation Manual (11th Edition) for Land Use 210 – “Single‐Family
Detached Housing”. As previously stated, the project includes one additional residential dwelling
unit. While the project would consist of five single‐family attached units, as a conservative approach,
this analysis considers the project to be five single‐family detached units. Table A summarizes the
trip generation for the proposed project. The project is anticipated to generate 4 trips during the
a.m. peak hour, 5 trips during the p.m. peak hour, and 47 daily trips.
As such, the project will not add more than 50 project trips during either the a.m. or p.m. peak
hours to any signalized intersection. Therefore, the proposed project may be screened out from a
detailed LOS analysis.

VEHICLE MILES TRAVELED ANALYSIS
On December 28, 2018, the California Office of Administrative Law cleared the revised California
Environmental Quality Act (CEQA) guidelines for use. Among the changes to the guidelines was
removal of vehicle delay and LOS from consideration under CEQA. With the adopted guidelines,
transportation impacts are to be evaluated based on a project’s effect on VMT.
Project VMT Screening Analysis
The first step for preparing a VMT analysis is to evaluate whether a project is eligible to be screened
out from preparing a detailed VMT analysis. The City’s TIA Guidelines provides three screening
criteria for land use projects. The project screening criteria established in the “Project Screening”
section of the TIA Guidelines were reviewed to examine if the proposed project can be screened out
from a detailed VMT analysis. Following is a brief description of project screening criteria that is
applicable to this project and whether the project will be eligible to be screened out:
Project Type Screening: The project land uses and development intensities can be
presumed to have a less than significant impact absent substantial evidence to the contrary:
projects generating less than 110 daily vehicle trips. This generally corresponds to the
"typical" development potentials, including up to 11 single family housing units.
The project would include five single‐family housing units, which is anticipated to generate 47 daily
trips. As such, based on this screening criteria, the proposed project is anticipated to generate a less
than significant impact on VMT and therefore may be screened out from a detailed VMT analysis.
