SUBJECT: CAPITAL IMPROVEMENT PROGRAM FIVE YEAR PLAN
SUMMARY
The purpose of this staff report is to present to the City Council the 5 -Year Capital Improvement
Program (CIP) Implementation Plan.
The $52 million Capital Improvement Program (CIP) update outlines a comprehensive plan for
enhancing the City of Rosemead's infrastructure over the next five years. Funding consists
primarily of grants, special revenues, and impact fees that support a variety of projects including
transportation, facilities, parks, streets, utilities, and more. Key objectives include responsible
financial management, improving public infrastructure, meeting regulatory requirements, and
enhancing the overall quality of life for residents and businesses. Projects are prioritized based
on criteria such as funding timelines, safety, regulatory compliance, operational efficiency, and
community impact. Risk management strategies are in place to ensure fiscal responsibility and
successful project delivery.
STAFF RECOMMENDATION
Staff recommends that the City Council receive and file.

STRATEGIC PLAN IMPACT
Capital Improvement Program (CIP) is a major part of City of Rosemead's Strategic Plan Goal
C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure;
coordinate with relevant utility agencies regarding safety and enhancements; and modernize
facilities by expanding the use of wireless network technology and renewable energy.
