B. Minutes Recommendation: That the City Council approve the regular meeting minutes of October 24, 2023, and regular and special meeting minutes of March 12, 2024. C. Award of Contract to Schoeppner Shows Carnival for Services at the Annual July 4d' Event The Parks and Recreation Department is seeking the City Council to approve a contract with Schoeppner Shows Carnival. The contract is to provide carnival rides, games, and services for the Annual July 4u' Event at Rosemead Park. As part of the Proposed Fiscal Year 2024-25 budget, $270,000 has been requested for community special events, $130,000 which is allocated to the July 4u' Event. Recommendation: That the City Council authorize the City Manager to approve an agreement with Schoeppner Shows Carnival in an amount not -to -exceed $52,000, from account number 101-4040-5710. 2 Rosemead City Council Special & Regular Joint Meeting Agenda April 23, 2024 3. MATTERS FROM CITY MANAGER & STAFF CEQA: The following items are not subject to the California Environmental Quality Act, unless noted on the item. A. Creation of a Legislative Advocacy Committee At the February 13, 2024, meeting, the City Council gave staff direction to prepare a Resolution establishing a standing Legislative Advocacy Committee (LAC) to discuss policy and advocacy efforts affecting the City and to make recommendations when needed to the full Council. The City Council also discussed that the Committee would consist of two Council Members and would meet on a quarterly basis. Recommendation: That the City Council adopt Resolution No. 2024-16, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ESTABLISHING A LEGISLATIVE ADVOCACY COMMITTEE B. Resolution No. 2024-18 in Support of the Homelessness, Drug Addition, and Theft Reduction Act At the request of Mayor Pro Tem Clark, she would like to discuss the City adoption of Resolution No. 2024-18 in support of the proposed Homelessness, Drug Addiction, and Theft Reduction Act. Under the new proposal, "an offender with two prior convictions for theft can be charged with a felony, regardless of the value of the stolen property." It would also allow prosecutors to add together the value of property stolen across multiple thefts to exceed the $950 threshold for a felony charge and create harsher punishments for organized retail theft rings. The initiative may appear on the November 5, 2024 ballot. Recommendation: That the City Council take the following actions: 1. Discuss and provide further direction to City staff, and 2. Consider the adoption of Resolution No. 2024-18, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ADOPTING A RESOLUTION IN SUPPORT OF THE HOMELESSNESS, DRUG ADDICTION, AND THEFT REDUCTION ACT 4. CLOSED SESSION A. PUBLIC HEARING CEQA:The following item is not subject to the California Environmental Quality Act, unless noted. A. Public Hearing and Approval of the FY 2024-25 Annual Action Plan for the Community Development Block Grant (CDBG) and Home Investment Partnerships (Home) Programs The U.S. Department of Housing and Urban Development (HUD) provides funding to states, counties, and cities in the form of Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. The City of Rosemead is required to prepare and submit an Annual Action Plan to HUD which serves to update and delineate efforts in meeting the priorities established in the five-year Consolidated Plan. The Annual Action Plan is seen as an opportunity to reassess the City's housing needs and priorities, as well as its programs and resources in a manner that will best meet the affordable housing and community development challenges. The City's entitlement allocation for FY 2024-25 is approximately $668,149 in CDBG funding and approximately $300,862 in HOME funds. As a recipient of CDBG funds, the City has also previously received Community Development Block Grant Coronavirus (CDBG- CV) funds with a current balance of $458,303.99. Rosemead City Council Special & Regular Joint Meeting Agenda April 23, 2024 Recommendation: That the City Council take the following actions: 1. Conduct a public hearing and receive public testimony on the FY 2024-25 Annual Action Plan. 2. Approve the FY 2024-25 Annual Action Plan, including CDBG and HOME funding recommendations, and authorize the submittal of the Annual Action Plan to HUD. 3. Authorize the City Manager to execute all appropriate and necessary documents to receive funding and implement approved use and make necessary budget adjustments based on HUD's final allocation amount. 4. Authorize the City Manager to execute sub -recipient agreements with the non-profit organizations receiving CDBG, HOME, CDBG-CV allocations in the Annual Action Plan. MATTERS FROM MAYOR & CITY COUNCIL A. Continued Discussion on Consideration of License Agreement with C3 Al At the April 9, 2024, City Council meeting, Mayor Ly received a request to table the discussion for consideration of an agreement with C3 Al at the next meeting. In a consensus, the City Council directed the City Clerk to schedule a special meeting or bring back the item before the City Council at the April 23rd meeting. Recommendation: That the City Council take the following actions: 1. Authorize the City Manager to execute the License Agreement with C3 Al for the C3 Generative Al and/or C3 Al Law Enforcement subscription(s), OR 2. Provide alternative direction to staff. 8. MATTERS FROM CITY MANAGER & STAFF A. Consideration of Resolution No. 2024-13 Approving the Amended and Restated Joint Exercise of Powers Agreement Relating to the California Statewide Community Development Authority (CSCDA), and Resolution No. 2024-14 Consenting to the Inclusion of the Property Located At 126 North New Avenue, Monterey Park, California, which is Partially Located in the City of Rosemead in the CSCDA Open PACE Program at the Request of the Property Owner for its Whitmore Villa Project The property owner of 126 North New Avenue, Monterey Park, CA is requesting that the City of Rosemead: 1) join the California Statewide Communities Development Authority (CSCDA), created in 1988 under California's Joint Exercise of Powers Act, and 2) consent to the inclusion of a portion of the said lot within the boundaries and jurisdiction of the City of Rosemead in CSCDA's Open PACE Program. Adopt Resolution No. 2024-13, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA APPROVING, AUTHORIZING AND DIRECTING EXECUTION OF AN AMENDED AND RESTATED JOINT EXERCISE OF POWERS AGREEMENT RELATING TO THE CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY 2.
