On April 21, 2024, council member Dang requested that the following be forwarded to the City
Council for consideration.
Dear colleagues,
I respectfully like to request a postponement of this item. I am stuck in a technicality, where I
cannot post the agenda at a public site, thus I cannot join virtually.
The C3 presentations were made of pre-recorded videos and slides. It was a glorified Google
search with no intelligence. C3 had the Data (ie. the answers) and could have staged the
questions. I even asked to drive the San Mateo C3 engine, since that was available, but that was
not provided. Because I could not drive the c3 engine, I could not judge the quality of the
answer. Rosemead is a small city, it does not need this internal search engine. We don't have a
call center with trained personnel to weed out redundancy information and accurately advise the
public.
In a hypothetical event of accepting C3. You will still need to revise the contract with the 4 out
of 11 comments I made during my deliberation.
1. The CRIME FIGHTING APPLICATION, where the signed MOU from the Sherriff office, a
verbal pledge is not enough. I want to see what database will be shared.
2. C3 recommended 2 Source Systems: CRM and Building Permits. I can easily think of more
SOURCE SYSTEM: CIP PROJECTS, SEWERS INFRACTURES, ROADWAYS, TRAFFIC, SHERIFF
DATABASE. Since C3 recommended only 2, any additional source systems will be free of
charge to the City.
3. Remove all language of RUNTIME DATA LIMIT (page 4, Nov. 16.2023), this also relates to
councilmember Low's question about the max. number of queries. By limiting the
number of requests, C3 is indirectly limiting the Runtime Data Limit (which Rosemead
does not have, according to Mr. Shaikh).
4. Center of Excellent -Why is the Contract referencing "COE" on a website that can change
at anytime? Secondly, C3 provided a website link that doesn't exist.
These are my tentative findings at this time, I have seven more important comments I believe
need to be shared so we can make an informed decision on this million -dollar contract.
