RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, DECLARING ITS INTENTION
TO ORDER THE CONSTRUCTION OF BEAUTIFICATION
IMPROVEMENTS ON VALLEY BOULEVARD (ASSESSMENT
DISTRICT NO. 1) IN SAID CITY; DECLARING ITS
INTENTION TO ORDER THAT THE EXPENSES OF MAIN-
TAINING AND OPERATING IMPROVEMENTS Oil VALLEY
BOULEVARD SHALL BE ASSESSED UPON THE REAL
PROPERTY LYING WITHIN SAID ASSESSMENT DISTRICT
NO. I (MAINTENANCE DISTRICT NO. 1), IN SAID
CITY; DECLARING THE WORK TO BE OF MORE THAN
LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIB-
ING THE DISTRICT TO BE BENEFITED BY SAID WORK
AND TO PAY THE COSTS AND EXPENSES AND FIXING
A TIME AND PLACE FOR HEARING OBJECTIONS TO
SAID WORK, OR THE EXTENT OF THE DISTRICT TO
BE ASSESSED, OR BOTH, AND GIVING NOTICE THEREOF.
The City Council of the City of Rosemead, pursuant to
the provisions of the "Improvement Act of 1911," being Division
of the Streets and Highways Code of the State of California,
does resolve as follows;
DESCRIPTION OF WORK
Section 1. That the public interest and convenience
require an 7 is t e intention of the City Council of the City
of Rosemead, California to order the following work to be done
all along Valley Boulevard in the City of Rosemead, to wit:
Street Improvements
Intersection of Rosemead Boulevard:
Removal of existing P.C.C. curb, gutter, sidewalk
and driveway; relocation of existing traffic signals.
Rosemead Boulevard to Loma Avenue:
Removal of existing pavement, P.C.C. curb and gutter,
curb, gutter, sidewalk and driveway; removal of existing
A.C. sidewalk and driveway; modification of existing catch
basins (north side of street only).
Landscaping Improvements
Muscatel Avenue to Ivar Avenue (North Side):
Construction of stone walls and installation of trash
receptacle enclosures and bus benches.
Muscatel Avenue to Ivar Avenue (South Side):
Landscaping installation of landscape lighting and
sprinkler systems, trash receptacle enclosures and bus
benches.

Ivar Avenue to Rosemead Boulevard (North and South Sides):
Landscaping, installation of landscape lighting and
sprinkler systems and trash receptacle enclosures.
Rosemead Boulevard to Loma Avenue (North and South Sides):
Landscaping, installation of landscape lighting and
sprinkler systems, trash receptacle enclosures and bus
benches.
The City Council of the City of Rosemead further declares
that the public interest and convenience require and it is the
intention of the City Council of the City of Rosemead, California
to order that the expenses of maintaining and operating the
landscaping, landscape lighting and sprinkler systems, including
the repair and replacement thereof, and the expense of cleaning
sidewalks, all on Valley Boulevard between Muscatel Avenue and
Loma Avenue, shall be assessed, either in whole or in part, upon
the real property lying within said Assessment District No. 1.
PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS
Section 2. All the said work and improvements to be
done shall-Be onstructed upon the grades, along the lines,
between the points of dimensions, at the places in the manner
shown on the plans, profiles, drawings, and specifications for
the construction of said improvements, which plans, profiles,
drawings, and specifications are on file in the office of the
City Clerk, contained in the file known as "Assessment-Maintenance
Districts No. 1" and to which plans, profiles, drawings and
specifications heretofore approved by the City Council of the City
of Rosemead reference is hereby made for a furthor and more particular
description of said work, and they shall govern to it details. c~s DESCRIPTION OF ASSESSMENT-DISTRICT
AND MAINTENANCE DISTRICT
Section 3. As the contemplated work and improvement, in
the opinion--of-Me-City Council, is of more than,local or ordinary
benefit, the City Council hereby makes the expenses of said work
and improvements chargeable upon a district, which district the
City Council hereby declares to be the district benefited by said
work and improvements and to be assessed to pay the costs and
expenses thereof, and which district is described as follows:
All that certain territory of the City of Rosemead, Cali-
fornia, exclusive of streets and alleys, included within
the exterior boundary of line shown upon that certain map
or plot for Assessment District No. 1, consisting of two
sheets, heretofore approved by the City Council of said
City indicating by said boundary line the extent of the
territory included within the proposed Assessment District
No. 1, and which map is on file in the office of the City
Clerk. Reference is hereby made to said Hlap for any further,
full and more particular description of said Assessment
District, and the said Map on file will govern all details
as to the extent of said Assessment District.
As the contemplated maintenance and operation of the
landscaping, landscape lighting and sprinkler systems, including
the repair and replacement thereof; and the cleaning of side-
walks, all on Valley Boulevard between Muscatel Avenue and Loma
Avenue, is of more than local or ordinary benefit, the City
Council hereby makes the expenses of said maintenance and opera-
tion, chargeable upon a district which said district,. the said

City Council declares to be the district benefited by the opera-
tion and maintenance of said improvements. Said maintenance
district shall be known as Maintenance District No. 1. The
description of the boundaries of Maintenance District No. I shall
be the same as the above description of the boundaries of Assess-
ment District No. 1.
GRADES
Section 4. Notice is hereby given that the grade to
which the work s1~a I be done is that as shown on the plans and
profiles therefor, above referred to, which grades'may vary from
existing grades. The work herein contemplated shall be done to
the grades as indicated on the aforementioned plans and specifi-
cations, together with profiles. Reference is hereby made to
the aforesaid plans, profiles and specifications for a descrip-
tion of the grades at which the work is to be done.
PROVISION FOR IMPROVEMENT
Section 5. These proceedings have been initiated by
a Petition si- g' n-by all of the owners of more than 60% in area
of the property to be assessed, which petition waives the require-
ments of Division 4 of the Streets and Highwa s Code. The esti-
mated cost of the construction is the sum of y186,459.95. The
estimated cost of incidental expenses is the sum of $28,522.00.
The estimated total cost of the improvement is the sum of
$114,981.95.
DESCRIPTION OF BONDS
Section 6. That serial bonds, bearing interest at the
rate of six percent (6;6) per annum, shall be issued to represent
each assessment of fifty dollars ($50.00) or more remaining unpaid
for thirty (30) days after the date of mailing statements to
property owners, all as provided by the improvement Act of 1911,
being Part 5, Division 7, of the Streets and Highways Code. Said
serial bonds shall extend over a period ending fourteen (14)
years from the second day of January next succeeding the next
September 1 following their date. Said serial bonds shall provide
for the redemption of said bonds, upon payment of a premium of
five percent (5%) of the unmatured principal under the authority of
and in conformance with Section 6464 of the Streets and Highways
Code.
TIME AND PLACE OF HEARING
Section 7. Notice is hereby given that on the 12th day
of March, TDZU, at the hour of 3:00 o'clock p.m. in the chambers
of the City Council in the City Hall in said City of Rosemead,
any and all persons having any objections to the proposed work
or to the proposed grades, or to the proposed improvement or
to the extent of the assessment district, or to the sufficiency of
the petition, or to the proposed maintenance district or to its
extent, may appear and show cause why said work should not be
done or carried out in accordance with this resolution of inten-
tion. Protests must be in writing and must be delivered to the
City Clerk by the time set for hearing.
IMPROVEMENT ACT
Section 8. That all of the work herein proposed shall
be done an ca3 rri 3 through in pursuance of an Act of the Legis-
lature of the State of California, designated the "Improvement
Act of 1911," being Division 7 of the Streets and Highways Code
of the State of California.

MAILING OF RESOLUTION OF INTENTION
Section 9. The City Clerk is directed to mail notices
of the adop ion o this resolution of intention to all persons
owning real property proposed to be assessed, whose names and
addresses appear on the last equalized assessment roll for taxes,
all in the manner and form provided for under Sections 5070,
5194 and 5195 of the said "Improvement Act of 1911," of said
Streets and Highways Code.
POSTING OF NOTICE OF IMPROVEMENT
Section 10. The Superintendent of Streets of the City
of Rosemea s a cause to be conspicuously posted along the line
of said contemplated work or improvement and along all open
streets within the district liable to be assessed for said work,
notices of the passage of this Resolution of intention in the
time, form, and manner provided by said Code,
PUBLICATION OF RESOLUTION OF INTENTION
Section 11. The ALHAHiBRA POST ADVOCATE, a newspaper
cuTation in the County of Los Angeles, is hereby

selected as the newspaper in which this resolution shall be
published, and, except when otherwise ordered by the City Council,
in which all other publications required to be made shall be
published. The City Clerk is directed to certify to the adop-
tion of this resolution and to cause said resolution to be
published in the manner provided by law.
PROHIBITION ON TAKING CONTRACT
Section 12. 'Pursuant to Section 5260 of said Code,
the City Counci Inds that public interest and convenience
require that the property owners not elect to take the construc-
tion contract.
