CC - 1968 - 021 - Strengthen Legislation Pertaining Use of Dangerous Drugs• • CITY OF ROSEMEAD RESOLUTION 110. 68-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING EFFORTS TO STRENGTHEN LEGISLATION PERTAINING TO THE USE OF DANGEROUS DRUGS, WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence-inducing substances presents an extreme danger to the use:- and constitutes a major problem to society and law enforcement, and WHEREAS, the use of marijuana, LSD, dangerous drugs, and dependence-inducing substances has its greatest impact on young people, and WHEREAS, more than 90i0' of all heroin addicts had their first exposure to rlcrcotic use through the use of marijuana, which has increased 234% since 1960, and WHEREAS, addiction to heroin is murder on the installment plan and the use of marijuana represents the first down payment, and WHEREAS, the Expert Committee of the United Nations World Health Organi-ation has determined and stated that marijuana is likely to produce drug dependence in dependence-prone persons, :rid recognized the danger of its use by advocating its total abolition, and WHEREAS, it has been proposed by some that existing penalties for possession and use of marijuana be downgraded `rom felony to misdemeanor, and by a few, that its use be legalized, and WHEREAS, any weakening or abolition of legal control of marijuana will be most detrimental to society collectively and users individually, and WHEREAS, failure to strengthen the laws pertaining to manu`rscture, possession, sale, transfer or use of LSD and dang- er.-us drugs would further handicap law enforcement at the local, state, and federal levels, IT IS HEREBY RESOLVED that the City Council of the City of Rosemead opposes any effort to downgrade penalties for e possession or use of marijuana. Be it -.Further resolved that the Ci~y Council of the City of Rosemead supports and assists in all efforts to strengthen the laws pertaining to illegal use of LSD and other dangerous drugs by placing them in the felony category, and to support e.nd assist law enforcement by providing Resolution No. 68-21 Page Two all necessary legal means to cope with and solve the many problems connected with marijuana, LSD, and other dangerous drugs and like dependence-inducing substances. IT IS FURTHER RESOLVED that the City Council of the City of Rosemead urges the California Legislature and the Governor of California to support and carry out the substance of this resolution. 1968.
