MEETING ATTENDANCE
SUMMARY
During a Council meeting in January 2024, Mayor Ly made a request for an item to be brought to
the Council for discussion regarding Commissioner compensation for attending special meetings
and/or attending Committee or Subcommittee meetings.
The City currently has five commissions that were established by City Council ordinance: Planning
Commission, Traffic Commission, Parks Commission, Public Safety Commission, and
Beautification Commission. Commissioners are compensated for attending regularly scheduled
Commission meetings. The compensation for each regularly scheduled meeting amounts to
$100.00. Commissioners are occasionally invited to attend joint workshops with the City Council.
These workshops are not regularly scheduled commissioner meetings, but rather considered
special meetings. In previous staff agenda reports relating to Commissioner compensation, special
meetings are described as joint workshops with the City Council. Commissioners are compensated
$100.00 for attending special meetings (joint workshops with the City Council) where they have
been invited. However, Commissioners' attendance at committee or subcommittee meetings, does
not result in compensation.
Below is a table of the amount of times a Commissioner attended a Committee or Subcommittee

As the table shows there have been 26 Committee and Subcommittee meetings that have taken
place since 2011. The number of participating Commissioners varied across these meetings and
an average of two Committee and/or Subcommittee meetings occurred per year.
If the Council grants approval for compensating Commissioners for their participation in
Committee and/or Subcommittee meetings, staff is also seeking direction relating to compensation
for other members of the Committee or Subcommittee who are not Commissioners, in order to
ensure fairness.
Staff recommends that resolutions be adopted to codify the existence of all Committees or
Subcommittees, their duties and manner of appointment and to set compensation for members
attending such meetings to ensure uniformity and financial transparency. It may also be
appropriate to settle on either calling them all committees or subcommittees as it is not clear that
each term has a different significance.
STAFF RECOMMENDATION
Staff is recommending that the Council discuss this item and provide the following direction:
1. Direct staff to maintain the existing practices, which is not compensating members of a
Committee or Subcommittee; or
2. Direct staff to prepare resolutions for Council consideration at an upcoming meeting
relating to Committees and/or Subcommittees, appointing members of Committees and
Subcommittees, as well as setting compensation for members (individuals who are not
Council members) of a Committee or Subcommittee and other relates action as Council set
appropriate.
FISCAL IMPACT
Based on historical data, the estimated fiscal impact of granting additional compensation to
Commissioners and other members for attending Committee or Subcommittee meetings may range
from $0 to $1,500 per year.
