A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, SUPPORTING
LEGISLATION TO REVISE THE MAYO-BREED
FORMULA FOR THE ALLOCATION OF STATE
GASOLINE TAXES.
WHEREAS, Assembly Bill No. 2 would amend Section 100
of the Streets and Highways Code of the State of California to
provide allocation of funds for the construction of state
highways on the basis of forty percent in County Group No. I
(northern counties) and sixty percent in County Group No. 2
(southern counties) rather than a 45/55 percent basis as now
exists; and
WHEREAS, true State highway needs for the Southern Counties
group (Group No. 2), based on the urgency of traffic demands and
the provision of equal State-wide traffic services, are in excess
of sixty percent of the State-wide total; and
WHEREAS, the existing critical traffic congestion;
accidents and fatalities in the Southern Counties area must be
immediately alleviated; and
WHEREAS, the future economic and socialogical growth
and development of the thirteen Southern Counties is dependent
on the construction of an adequate highway and freeway system; and
WHEREAS, based on the pertinent indices of population,
vehicle registration, and assessed evaluation, the thirteen
Southern Counties provide:in excess of sixty percent of the
State-wide highway revenue; and
WHEREAS, the present formula for allocation of the' State-
wide Highway and Freeway Construction Funds curtails the budgeting
of urgently needed projects and eliminates a program of equitable
future facilities in the Southern Counties area;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Rosemead, California, endorses and supports Assembly
Bill Wo. 2 which amends the present formula to provide for an
allocation of a minimum of sixty percent of the State Highway
construction Funds to the thirteen counties in the Southern group;
and
BE IT FURTHER RESOLVED, that certified copies of this
resolution be forwarded by the City Clerk to:
1. Los Angeles County Board of Supervisors;
2. California Contract Cities Association;
3. League of California Cities;
4. The Honorable Alfred H. Song
20th State Senatorial District;
5. The Honorable Harvey Johnson
50th State Assembly District; and
6. The Honorable Walter J. Karabian
45th State Assembly District.
