A. Budget Discussion Study Session – Review of the Proposed FY 2024-25 Operating
and Capital Improvement Program Budgets
The purpose of the study session is for staff to present the Proposed FY 2024-25
Budget to City Council, answer related questions, and receive feedback on the
proposal for possible adoption on June 27, 2024. The Proposed FY 2024-25 Budget
for all City operating expenditures is $51,584,100 and is comprised of three operating
fund types (General Fund, Special Revenue Funds, and Internal Service Funds). The
Capital Improvement Program budget is $7,649,267 and includes funding for 2 new
projects, additional funding for 22 existing projects, and funding for 4 annual
projects. The Rosemead Housing Development Corporation (RHDC) budget is
proposed at $939,520. The Successor Agency budget is presented as `informational
only' and is set at $2,554,517 to cover debt service on the exiting bonds, operational
shortfall and lease payments of the RHDC, and administrative costs.
Recommendation: That the City Council review the Fiscal Year 2024-25 Proposed
Operating and Capital Improvement Program Budget as well as review the
recommended Fiscal Year 2023-24 budget adjustments and provide staff direction.
The City Council will recess the special meeting and
reconvene at the regular 7.•00 p.m. City Council meeting.

B. Presentation from the Homelessness Subcommittee
On February 28, 2023, the City Council created the Homelessness Subcommittee and
appointed the following Subcommittee members: Mayor Steven Ly, Council
Member Sean Dang, Planning Commissioner John Tang, Public Safety
Commissioner Stephanie Garcia, and Rosemead resident Ms. Teresa Eilers. The
Subcommittee held five meetings and was led by Mayor Ly through a strategic path
to first learn and understand the overall matter of homelessness and then to focus on
potential recommendations to the City Council.
Recommendation: That the City Council discuss and provide staff direction.

Recommendation: Adopt Resolution No. 2024-27.
B. Minutes
Recommendation: That the City Council approve the special and regular meeting
minutes of May 28, 2024.
C. Adopt Resolution No. 2024-26, Authorization of Agents to Execute on Behalf of the
City for the Purpose of Obtaining State and Federal Financial Assistance through
Emergency Management Assistance Program
The City of Rosemead will consider adoption of a Resolution appointing and
authorizing officials and employees to take actions on behalf of the City to obtain
financial assistance from State and Federal agencies for emergency preparedness and
disaster relief.
Recommendation: That the City Council adopt Resolution No. 2024-26, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

AUTHORIZED AGENTS TO EXECUTE FOR AND ON

D. Proposed 2024 State and Federal Legislative Platform
In recent years, a Legislative Platform ("Platform") was developed to provide a
streamlined process for responding to legislative proposals that may impact the City.
The proposed Platform identifies the fundamental legislative issues deemed critical
to the City, and upon Council approval, would allow Staff to efficiently respond to
legislative items.
Staff will utilize the Platform as a guideline for requests in support, against, or neutral
positions of a legislative proposal. However, legislative support requiring
Resolutions or important and unique issues would continue to be taken to the Council
for formal consideration and adoption.
At the Legislative Committee meeting held on Tuesday, May 21, 2024, staff received
direction to prepare and present a 2024 Platform to the City Council.

The content in the proposed Platform has remained relatively unchanged with minor
revisions from previous years and uses the City's Strategic Plan for guidance. The
City Council may add, remove, or modify items within the adopted Platform
throughout the year. The Legislative Platform will also provide staff with the ability
to proactively manage the City's legislative positions and respond to issues that may
significantly impact the City and are within the City's purview.
Recommendation: That the City Council adopt the proposed 2024 State and Federal
Legislative Platform.
E. Crossing Guard Services Agreement and Annual Crossing Guard Cost Sharing
Agreements with Rosemead and Garvey School Districts
On June 27, 2023, City Council approved an award of contract to All City
Management Services, Inc. ("ACMS") for a three-year hourly cost agreement.
The City entered into an annual agreement with ACMS that is set to expire
June 30, 2024. The proposed agreement with ACMS is for a two-year crossing guard
service, and the proposed agreements with Rosemead and Garvey School Districts
are for cost sharing. The total cost for providing crossing guard services for both
school districts is approximately $332,539.20. Rosemead School District's portion is
approximately $72,742.95 and Garvey School District's portion is approximately
$93,526.65. The City's portion is approximately $166,269.60 and is included in the
City's proposed FY 2024-25 Budget.
Recommendation: That contingent upon the execution of the School Districts
Board's formal approval of the cost sharing agreements, the City Council authorize
the City Manager to:
Execute the Agreement with All City Management Services, Inc. for crossing
guard services for Fiscal Years 2024-2026; and
2. Execute the cost sharing agreements with Rosemead and Garvey School Districts
for Fiscal Year 2024-25 crossing guard services.
F. Traffic Signal Maintenance Services — Award of Contract
The current contract for traffic signal maintenance services with St. Francis Electric
will expire on June 30, 2024. The scope of work for this contract includes performing
routine preventive maintenance, scheduled repairs, and emergency repairs to traffic
signals, traffic signal equipment, safety streetlights, flashing beacons, speed feedback
signs, in -pavement flashing crosswalk lights, and other related equipment by duly
trained and qualified personnel.
A Request for Proposals was posted to the City's P1anetBids vendor portal, and four
proposals were received on May 23, 2024. Staff reviewed the proposals for
completeness, understanding of scope of work, methodology, experience, and cost;
and is recommending the award of a new contract to St. Francis Electric for a total
annual cost of $200,000 for traffic signal maintenance services.

Recommendation: That the City Council authorize the City Manager to enter into a
three-year contract with St. Francis Electric for an amount not -to -exceed $200,000
per year, with the option for up to two one-year extensions.
G. Landscape Maintenance Services — Award of Contract
The current contract for landscape maintenance services with Evergreen Landscaping
will expire on June 30, 2024. The scope of work for this contract includes lawn
mowing; tree pruning for pedestrian and vehicle clearance; blowing and sweeping of
sidewalks and hardscapes; collecting and disposing of litter and debris; edging, string
trimming and weeding all shrub and ground cover areas; fertilizing trees, turf, shrub
and ground cover areas; irrigation repairs; and performing weed and pest control for
the landscaping at the City parks, City facilities and the public right-of-way.
A Request for Proposals was posted to the City's PlanetBids vendor portal. Four
proposals were received on May 28, 2024. Staff reviewed the proposals for
completeness, understanding of scope of work, methodology, experience and cost;
and is recommending the award of a new contract to SGD Enterprises DBA Four
Seasons Landscaping in the amount of $665,500 per year.
Recommendation: That the City Council take the following actions:
1. Authorize the City Manager to enter into a three-year contract with Four Seasons
Landscaping in the amount of $665,500 per year, with the option for up to
two (2) one-year extensions; and
2. Approve a new appropriation of $115,500 in Street Light District Funds to
245-3030-5330 in the proposed Fiscal Year 2024-25 operating budget to cover
the cost of the new landscape maintenance contract.
7. MATTERS FROM CITY MANAGER & STAFF

A. Selection of Third -Party Administrator to Provide Deferred Compensation Program
Services
A competitive bid process was conducted to find a Third -Party Administrator (TPA)
for defined contribution plan recordkeeping and administration services. The City
received five (5) qualified companies' that submitted proposals. Through an analysis
of the proposals, a firm has been selected for recommendation to the City Council.
Recommendation: That the City Council discuss and authorize the City Manager to
enter into a five (5) year agreement with Voya for retirement plan services.

The City of Rosemead is in the process of updating its Local Hazard Mitigation Plan (LHMP) and wants your input
to shape it. Residents are encouraged to visit the City website dedicated to hazard mitigation planning. Also, we have created a
10 -minute video (https://www.youtube.com/watch?v=gwinlThDsNU) to explain the hazard mitigation planning process.
To gather community feedback, we invite everyone to complete a three-minute survey on hazard mitigation at
https://www.surveymonkey.com/r/9T25YJQ. This survey will close on June 20, 2024, to incorporate feedback into the next
draft of the plan. The video and survey are available from May 20, 2024, through June 20, 2024, for public
input. All participants will be eligible for the raffle drawing.
