On February 28, 2023, the City Council created the Homelessness Subcommittee
and appointed the following Subcommittee members: Mayor Steven Ly, Council
Member Sean Dang, Planning Commissioner John Tang, Public Safety
Commissioner Stephanie Garcia, and Rosemead resident Ms. Teresa Filers. The
Subcommittee held five meetings and was led by Mayor Ly through a strategic
path to first learn and understand the overall matter of homelessness and then to
focus on potential recommendations to the City Council.
Recommendation: That the City Council discuss and provide staff direction.
D. Presentation by Los Angeles County Temple Sheriff Department on Current Crime
Trends, Public Safety Measures, and Community Policing Efforts in the City

4. PUBLIC HEARING

A. Second Public Hearing Pursuant to Government Code Section 34458 on Proposed
Draft City Charter
Over the last year and a half, the City Council has been discussing becoming a charter
law city and placing the issue on the ballot at the November 5, 2024, election. At its
March 26, 2024, meeting, the City Council directed that a draft charter be set for
public hearings pursuant to State law. This is the second public hearing required by
State law on the draft charter. The City's first Public Hearing on the draft charter
was on May 28, 2024.
After holding a second hearing on the draft charter, the City Council at an upcoming
meeting may vote to adopt a motion submitting the proposed charter to the City's
voters. The City Council must wait 21 days after the second Public Hearing
before adopting this motion at a regular meeting, which would be on July 23, 2024.
The deadline to submit the charter to the County for inclusion on the ballot for the
November election is August 9, 2024.
Recommendation: That the City Council take the following actions:
1. Conduct the Public Hearing and take any public comment.
2. Discuss and provide any direction on the draft City charter; and
3. Vote on whether to schedule a Public Hearing on July 23, 2024 to consider the
adoption of the draft charter and placing it on the ballot for the November 5, 2024,
election.

B. Minutes
Recommendation: That the City Council approve the special and regular meeting
minutes of June 14, 2022.
C. Approval of First Amendment to Interim City Engineer's Employment Agreement
as a Retired Annuitant Position
In May 2023, the City opened the recruitment for a permanent City Engineer due to
the resignation of the previous City Engineer. On November 14, 2023, the
City Council authorized the City Manager to appoint Mr. Albert Leung as a
Retired Annuitant to the position of City Engineer as authorized per California
Government Code Sections 7522.56 and 21221(h). The recruitment is ongoing,
but the position remains vacant. Therefore, staff is requesting an extension to
Mr. Albert Leung's agreement for FY 2024-25 until the permanent City Engineer
position is filled.
Recommendation: That the City Council amend the Interim City Engineer's
Agreement with Mr. Albert Leung to extend the term and hourly rate of a Retired
Annuitant position per California Government Code Sections 7522.56 and 21221(h)
and adopt Resolution No. 2024-34, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD APPROVING THE FIRST AMENDMENT TO THE
INTERIM CITY ENGINEER'S RETIRED ANNUITANT
EMPLOYMENT AGREEMENT
D. Purchase and Delivery of Swimming Pool Chemicals — Award of Contract
The City would like to enter into a contract with Knorr Systems Int'l. for the purchase
and delivery of swimming pool chemicals for Rosemead Aquatic Center and
Splash Zone. The purpose of this agreement is for the continuous purchase and
delivery of chemicals to our aquatic facilities: Rosemead Park Aquatic Center and
the Splash Zone at Garvey Park.
Recommendation: That the City Council approve the proposed contract with
Knorr Systems Int'l. from July 1, 2024, to June 30, 2025, and authorize the City
Manager to execute the contract on behalf of the City.
E. Third Amendment to Professional Services Agreement with Trio Community Meals
an Elior Company for Senior Nutrition Meals Services
On June 9, 2020, the City Council approved a three-year agreement with Bateman
Community Living, LLC, to provide meals for the Senior Nutrition Program was
acquired by TRIO Community Meals. The 2nd amendment to the agreement was
approved on June 13, 2023. Staff is requesting the City Council authorize the Third
Amendment to include a one-year extension to the Agreement to provide the Senior
Nutrition Program services from July 1, 2024, to June 30, 2025.

Recommendation: That the City Council authorize the City Manager to execute the
Third Amendment to the TRIO Community Meals for a one-year extension
(July 1, 2024, to June 30, 2025) to provide the Senior Nutrition Lunch program for a
new total annual amount not -to -exceed $72,072.
F. Adoption of Resolutions Approving the City of Rosemead's FY 2024-25
Operating Budget, Capital Improvement Program Budget, Financial Policies,
Establishing the FY 2024-25 Appropriations Limit, Approving the Rosemead
Housing Development Corporation FY 2024-25 Annual Budget, and Amending the
City of Rosemead's FY 2023-24 Budget, and Amending the City of Rosemead's
Consolidated Salary Schedule
The report provides a comprehensive overview of the City's financial strategy for the
2024-25 Fiscal Year. The FY 2024-25 Budget for all City operating expenditures is
$41,771,600 and is divided into three operating fund types: the General Fund, Special
Revenue Funds, and Internal Service Funds. The Capital Improvement Program
budget is $7,649,267 and includes funding for two new projects, additional funding
for existing projects, and funding for four annual projects. The proposed budget for
the Rosemead Housing Development Corporation (RHDC) is $939,520.
Recommendation: That the City Council provide a comprehensive overview of the
City's financial strategy for the Fiscal Year 2024-25 and adopt the following

G. Municipal Law Enforcement Services Agreement and Annual Service Level
Authorization with the Los Angeles County Sheriff's Department
The City of Rosemead contracts with the Los Angeles County Sheriff's Department
("LASD") for law enforcement services. The Municipal Law Enforcement Services
Agreement is a standardized 5 -year agreement that allows LASD to provide law
enforcement services to contract cities. Through the execution of the MLESA,
services performed and requested by the City are developed in conjunction
with LASD and indicated on an Annual Service Level Authorization Form
("SH -AD 575 Form"). The previous MLESA was approved in June 2019 and will
expire June 30, 2024.
Each year, the City of Rosemead adopts a SH -AD 575 Form, which provides a
detailed breakdown of service levels and costs for each Fiscal Year ("FY").
On May 22, 2024, the City was advised by LASD — Contract Law Enforcement
Bureau ("CLEB") that the annual rate renewal process resulted in the following
increases, 3.44% for a Deputy Sheriff Service Unit and 3.17% for a Sergeant.
Additionally, the liability surcharge will increase by 0.5% from 12% to 12.5%.
The finalized FY 2024-25 SH -AD 575 Form has not been provided yet; therefore,
staff determined the estimated increase based on the draft provided. Law enforcement
service levels are expected to remain the same with 22 funded positions and
equipment purchases. The FY 2024-25 cost is estimated to be $10,586,362.
Recommendation: That the City Council authorize the City Manager to execute the
Municipal Law Enforcement Services Agreement; and approve the service level
authorization for FY 2024-25 and authorize and direct the City Manager to execute
all necessary documents with the Los Angeles County Sheriffs Department.

H. Approval of the City of Rosemead's FY 2024-25 Statement of Investment Policy
The approval of this item approves the Annual Investment Policy and delegation of
investment authority to the Finance Director for FY 2024-25. There are minimal
changes from last year's policy to be in accordance with California Government
Code §53601.
Recommendation: That the City Council approve the annual Investment Policy and
delegation of investment authority to the Finance Director/City Treasurer.
