RESOLUTION NO. 68-67
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD URGING BOARD OF SUPER-
VISORS TO EXERCISE FISCAL RESPONSIBILITY.
WHEREAS, the proposed budget of Los Angeles County for
1968-69 provides for an increased General Fund appropriation of
$58.9 million to be financed by an estimated tax hike of 24.9
cents; and
WHEREAS, $17.9 million of the County General Fund budget
is proposed for Capital Projects to be financed by the property
tax; and
WHEREAS, the proposed budget will require the largest
tax levy in County history, justified on the basis of increased
population and required services, and such justification is used
as a basis for an increased budget and tax levy for nearly all
areas of County expenditures; and
WHEREAS, the aforementioned justification cannot explain
expenditures for capital projects that would be deemed nice to
have but not essential, the reduction in required services caused
by incorporations, and increased financing from general funds for
internal operations;.and
WHEREAS, the policy o.f Los Angeles County provides for
lease-purchase financing of major capital projects without sanc-
tion of the electorate, which results in fixed future expenditures
to be financed by the property tax at an ever increasing rate
and such policy bears validity to the budget statement that:
"the future holds no hope for either reduced programs or reduced
expenditures in the metropolitan areas"; and
WHEREAS, there are many desired and even necessary
capital improvements projects within the City of Rosemead that
have been deferred by the City Council in recognition of the fact
that there is a limit of ability and desire to finance government
operations by the property tax;
NOW, THEREFORE, the City Council of Rosemead implores the
Board of Supervisors of Los Angeles County to hold the line on
budget appropriations and property tax rates, to relate the costs
of-government services to a more equitable "user-benefit-cost"
basis, to desist from expanding any services and costs under the
cloak of mandatory programs, to desist from commitments of
future tax resources for capital improvements without an expres-
sion of the will of the property owners, and to exercise the
fiscal responsibility that has been entrusted to them by the
electorate.
