A. Traffic Calming Measures for Various Street Segments (6 Segments)
SUMMARY
The City of Rosemead received a request to evaluate various street segments for the installation of speed
humps, and other traffic calming measures. In response to this request and on behalf of the City, engineering
staff has completed a traffic review of each segment to determine if the street segments qualify for the
installation of traffic calming measures.
LOCATION 1: PINE STREET BETWEEN GARVEY AVENUE AND GRAVES AVENUE
The City of Rosemead has received a request to review the segment of Pine Street, between Garvey Avenue
and Graves Avenue. The city is requesting to evaluate this segment for the installation of speed humps, and
other traffic calming measures. In response to this request and on behalf of the City, engineering staff has
completed a traffic review of this segment of Pine Street to determine if the street segment qualifies for the
installation of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Pine Street between Garvey Avenue and Graves
Avenue meets the requirements for the installation of traffic calming devices along the street.
CEQA: Not subject to the California Environmental Quality Act.
STAFF RECOMMENDATION
Staff recommends that the Traffic Commission recommend the following actions:

1. REMOVE AND REPLACE SPEED LIMIT SIGN (R2 1):
sign that is located along the west side of Pine Avenue, approximately 960-ft north of Graves
-1).
a. The adopted Citywide Speed Survey for the City of Rosemead has a speed of 25 MPH
enforceable by the police department when using radar.
2. REMOVE AND REPLACE SPEED LIMIT SIGN (R2 1):
sign that is located along the east side of Pine Avenue, approximately 630-ft north of Graves
-1).
a. The adopted Citywide Speed Survey for the City of Rosemead has a speed of 25 MPH

the west side of Pine Avenue, approximately 960-ft north of Graves Avenue.

the east side of Pine Avenue, approximately 630-ft north of Graves Avenue.

adjacent to the new 25 MPH Speed Limit Signage along Pine Street, between Garvey Avenue and

6. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along Pine Street,
from Garvey Avenue to Newmark Avenue, and along Pine Street from Newmark Avenue to Graves
Avenue. Install the double yellow centerline along the entire segment of Pine Street.
LOCATION 2: FALLING LEAF AVENUE BETWEEN GARVEY AVENUE AND GRAVES AVENUE
The City of Rosemead has received a request to review the segment of Falling Leaf Avenue, between Garvey
Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of traffic
calming measures. In response to this request and on behalf of the City, engineering staff has completed a
traffic review of this segment of Falling Leaf Avenue to determine if the street segment qualifies for the
installation of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Falling Leaf Avenue between Garvey Avenue and
Graves Avenue meets the requirements for the installation of traffic calming devices along the street.
CEQA: Not subject to the California Environmental Quality Act.
STAFF RECOMMENDATION
Staff recommends that the Traffic Commission recommend the following actions:
1. INSTALL SPEED LIMIT SIGNS (R2 1) AND 25 PAVEMENT LEGEND:
signs (R2 1) for northbound and southbound directions of travel along Falling Leaf Avenue,
between Garvey Avenue and Graves Avenue.

The City of Rosemead has received a request to review the segment of Kelburn Avenue, between Garvey
Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of traffic
calming measures. In response to this request and on behalf of the City, engineering staff has completed a
traffic review of this segment of Kelburn Avenue to determine if the street segment qualifies for the installation
of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Kelburn Avenue between Garvey Avenue and Graves
Avenue meets the requirements for the installation of traffic calming devices along the street.
CEQA: Not subject to the California Environmental Quality Act.
STAFF RECOMMENDATION
Staff recommends that the Traffic Commission recommend the following actions:
1. INSTALL -
Speed Limit Signs (R2-1) along Kelburn Avenue, at the following locations:
a. Install speed limit sign along the west side of Kelburn Avenue, approximately 340-ft south
new speed limit signage.
b. Install speed limit sign along the east side of Kelburn Avenue, approximately 100-ft north
new speed limit signage.
2. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along Kelburn
Avenue, between the intersections of Garvey Avenue to Graves Avenue. Install the centerline along
the entire roadway segment.
LOCATION 4: DENTON AVENUE BETWEEN GARVEY AVENUE AND GRAVES AVENUE
The City of Rosemead has received a request to review the segment of Denton Avenue, between Garvey
Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of traffic
calming measures. In response to this request and on behalf of the City, engineering staff has completed a
traffic review of this segment of Denton Avenue to determine if the street segment qualifies for the installation
of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Denton Avenue, between Garvey Avenue and Graves
Avenue, meets the requirements for the installation of traffic calming devices along the street.

a. Install 25 MPH speed limit sign (R2-1) along the west side of Denton Avenue,

Pavement Legend adjacent to the new speed limit signage.
b. Install 25 MPH speed limit sign (R2-1) along the east side of Denton Avenue,
approximately 110-

2. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along Denton Avenue
between Garvey Avenue and Graves Avenue, along the entire street segment.
LOCATION 5: STRATHMORE AVENUE BETWEEN GARVEY AVENUE AND GRAVES AVENUE
The City of Rosemead has received a request to review the segment of Strathmore Avenue, between Garvey
Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of traffic
calming measures. In response to this request and on behalf of the City, engineering staff has completed a
traffic review of this segment of Strathmore Avenue to determine if the street segment qualifies for the
installation of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Strathmore Avenue between Garvey Avenue and
Graves Avenue meets the requirements for the installation of traffic calming devices along the street.
CEQA: Not subject to the California Environmental Quality Act.
STAFF RECOMMENDATION
Staff recommends that the Traffic Commission recommend the following actions:
1. INSTALL 25 MPH SPEED LIMIT SIGNAGE (R2-Install 25
MPH Speed Limit signs (R2 1) for both directions of travel along Strathmore Avenue, between
Garvey Avenue and Graves Avenue:
a. For the northbound direction, install new 25 MPH speed limit sign along the east side of
Strathmore Avenue, approximately 180-ft north of the intersection at Graves Avenue.
b. For southbound direction, install new 25 MPH speed limit sign along the west side of
Strathmore Avenue, approximately 200-ft south of the intersection with Garvey Avenue.
2. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along Strathmore
Avenue between Garvey Avenue and Graves Avenue, along the entire street segment.

LOCATION 6: BRIGHTON STREET BETWEEN GARVEY AVENUE AND GARVALIA AVENUE,
TO DEL MAR AVENUE
The City of Rosemead has received a request to review the segment of Brighton Street, between Garvey
Avenue and Garvalia Avenue, to Del Mar Avenue. The city is requesting to evaluate this segment for the
installation of traffic calming measures. In response to this request and on behalf of the City, engineering staff
has completed a traffic review of this segment of Brighton Street to determine if the street segment qualifies
for the installation of traffic calming measures.
After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual
on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering
judgement, it was determined that the segment along Brighton Street between Garvey Avenue and Garvalia
Avenue, to Del Mar Avenue, meets the requirements for the installation of traffic calming devices along the
street.
CEQA: Not subject to the California Environmental Quality Act.
STAFF RECOMMENDATION
Staff recommends that the Traffic Commission recommend the following actions:
1. INSTALL SPEED LIMIT SIGNS (R2 Install new 25 MPH
Speed Limit signs for northbound and southbound directions of travel along Brighton Street:
a. -feet
adjacent to the new speed limit signage.
b. -feet
adjacent to the new speed limit signage.
2. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along entire segment
of Brighton Street and Garvalia Street, between Garvey Avenue and Garvalia Avenue, around the
curve intersection of Brighton Street at Garvalia Avenue, and along Garvalia Avenue to Del Mar
Avenue. Install approximately 1,960-feet of double yellow centerline along the street segment.
3. INSTALL RPMS ALONG BRIGHTON STREET AT GARVALIA AVENUE: Install RPMs along
Brighton Street at Garvalia Avenue on the double yellow centerline curve along the street segment.
a. Install the RPMS along the curve where Brighton Street intersects with Garvalia Street.
Install a total of 85-feet of RPMs along the curve in the street.
