TC - Item 2B - Minutes of August 1, 2024Minutes of the Special ROSEMEAD TRAFFIC COMMISSION MEETING August 1, 2024 The special meeting of the Rosemead Traffic Commission was called to order by Chair Drange at T03 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. ALL WAY STOP REQUEST AT GRAND AVENUE AND MUSCATEL AVENUE Associate Engineer Richter explained that the City received a resident request to evaluate the intersection of Grand Avenue and Muscatel Avenue and determine if the intersection qualifies for the installation of an all -way stop. The resident expressed concern for vehicles speeding through the area along Grand Avenue and has requested that an all -way stop or other traffic calming measures be installed at this location. In response to this request and on behalf of the City, engineering staff completed a traffic review to determine if an all -way stop was warranted to be installed at the intersection of Grand Avenue and Muscatel Avenue, and recommended appropriate measures. After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Grand Avenue and Muscatel Avenue does not meet the requirements for the installation of an all -way stop. However, it was determined that this area along Grand Avenue and Muscatel Avenue would benefit from the installation of other traffic calming measures. Commissioner Hermosillo asked by how much this location failed to meet the all -way stop warrant. Associate Engineer Richter replied it was a significant amount on the minor street. Collision data in the last three years, as well as the last twelve months is also considered and there was none based off of the review. Vice Chair Lang opened the public comment period. The City received a public comment via Zoom from Donna Chow commenting that the proposed recommendations to install a cross traffic does not stop sign on the existing stop sign and additional red Rosemead Traffic Commission Meeting Minutes ofAugust 1, 2024 Page 1 of 3 curb at the southeast corner of Grand Avenue and Muscatel Avenue would not help with the line of sight issue due to parked cars and speeding vehicles. Vice Chair Lang closed the public comment period. Commissioner Hermosillo commented Grand Avenue does have a bend at the intersection, which would add to the light of sight issue. He proposed to extend the red curb. Commissioner Chang commented that there is existing a white hatched zone where cars are not allowed to park. He added that if speeding is the main issue, then installing additional red curb may not be enough to help. Vice Chair Lang asked if there are any additional recommendations to address the line of sight issue. Associate Engineer Richter replied the red curb is intended to remind drivers to not park in the white hash zone. She explained further on the line -of -sight analysis at this location and why it was recommended to install additional red curb and refresh the white hatched lines. For the speeding concern in the area, a traffic calming review may be conducted in the future, but these are the proposed recommendations specific to the stop sign request. Commissioner Chang asked if we could consider installing a stop sign within the white hatched area. Associate Engineer Richter replied that a stop sign cannot be placed in an area where the vehicle counts do not meet the requirements. Commissioner Chang asked if plastic bollards could be installed as delineators in the hatched area as a way to slow down vehicles. Associate Engineer Richter replied that is an option we can consider to help vehicles traveling eastbound see the oncoming intersection and hopefully slow down. Vice Chair Lang asked if a dome mirror could be proposed. Associate Engineer Richter replied she does not believe a dome mirror would work in this situation because the north part of the intersection there is a driveway onto private property that we do not want to encroach. The delineators would be the best solution to help eastbound vehicles approaching the intersection. Commissioner Chang asked if a warning sign on Grand Avenue could be warranted due to the curve of the street along Grand Avenue. Associate Engineer Richter replied we could place a curve warning sign and mentioned for reference that there will be a traffic calming study along this street segment as well. Commissioner Chang asked if it was noticed if there was significant fading or skid marks in the hatched striping during the field observations. Associate Engineer Richter replied it did look faded, which is why one of the proposed recommendations is to refresh the area. Rosemead Traffic Commission Meeting Minutes ofAugust 1, 2024 Page 2 of 3 Commissioner Chang commented that appears to be an indicator of people ignoring the white striping and that refreshing may be a costly and ineffective measure. Commissioner Chang made a motion, seconded by Commissioner Hermosillo, to approve staff recommendations, and amend to include installation of a curve road warning sign and flexible delineators on both southside corners on Grand Avenue.
