TC - Item 3A - Traffic Calming Measures for Location 3: Kelburn Avenue between Garvey Avenue and Graves Avenue
ROSEMEAD TRAFFIC COMMISSION TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 5, 2024 STAFF REPORT SUBJECT: TRAFFIC CALMING REVIEW ALONG KELBURN AVENUE BETWEEN GARVEY AVENUE AND GRAVES AVENUE SUMMARY On behalf of the City of Rosemead, engineering staff has completed a review of the road segment along Kelburn Avenue, as well as recommended appropriate improvements at the location of Kelburn Avenue between Garvey Avenue and Graves Avenue. The City of Rosemead has received a request to review the segment of Kelburn Avenue, between Garvey Avenue and Graves Avenue. The city is requesting to evaluate this segment for the installation of traffic calming measures. In response to this request and on behalf of the City, engineering staff has completed a traffic review of this segment of Kelburn Avenue to determine if the street segment qualifies for the installation of traffic calming measures. ANALYSIS The traffic review included an analysis of the existing roadway conditions, a field review, and a review of approximately 3 -years of available collision data. Existing Conditions: Kelburn Avenue is a north/south roadway, classified as a local road per the California Road Systems Map by Caltrans. This segment of Kelburn Avenue extends from Graves Avenue, approximately 2950 -ft north to Garvey Avenue. Kelburn Avenue at Garvey Avenue is a signalized intersection, and the intersection at Kelburn Avenue and Graves Avenue is stop controlled on the minor street for southbound traffic approaching Graves Avenue. The roadway measures approximately 35 -ft in width, with one 17.5 -ft lane in each direction and no marked centerline. Parking is allowed along both sides of the street, except during street sweeping times and along City Traffic Commission Meeting September 5, 2024 Page 2 of 2 segments marked with red curb. Street sweeping times are on Friday, from loam to 2pm. Land use along this area of Kelburn Avenue consists mostly of single-family residential housing, and a commercial area on the north side of the segment, near the intersection with Kelburn Avenue and Garvey Avenue. STAFF RECOMMENDATION After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the segment along Kelburn Avenue between Garvey Avenue and Graves Avenue meets the requirements for the installation of traffic calming devices along the street. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1. INSTALL "23' MPH SPEED LIMIT SIGN (R2-1) AND "23' PAVEMENT LEGEND. Install two "25" Speed Limit Signs (R2-1) along Kelburn Avenue, at the following locations: a. Install speed limit sign along the west side of Kelburn Avenue, approximatelly 340 -ft south of Garvey Avenue, for southbound traffic. Install "25" Pavement Legend adjacent to the new speed limit signage. b. Install speed limit sign along the east side of Kelburn Avenue, approximatelly 100 -ft north of Graves Avenue, for northbound traffic. Install "25" Pavement Legend adjacent to the new speed limit signage. 2. INSTALL DOUBLE YELLOW CENTERLINE: Install double yellow centerline along Kelburn Avenue, between the intersections of Garvey Avenue to Graves Avenue. A review of collision history along this segment of Kelburn Avenue, between Garvey Avenue and Graves Avenue, was conducted over a 3 year period between January 2021 to the most recent available data, December 2023. This data was taken along Kelburn Avenue, between Garvey Avenue and Graves Avenue. A summary of ADT data is shown in Table 2: Average Daily Traffic (ADT). Data was collected on Thursday, March 21, on Friday, March 22, and on Saturday, April 20, 2024. The average 85th percentile speed of vehicles traveling along the segment was found to be 31MPH. This means that 85 percent of the vehicles sampled were traveling at 31 MPH, or below, which is 6 MPH above the prima facie speed limit of 25 MPH. Table 4 below shows the Thursday, March 21,2024, Friday, March 22, 2024, and Saturday, April 20, 2024, speed survey results. The policy would need to be considered and approved by City Council prior to the recommendation and installation of a speed hump. Within the proposed traffic calming policy that is currently being developed, a street must meet the following criteria to be considered for a speed hump, including: Items that are typically required for the installation of speed humps includes: • Residential Street, or a Local Road • Posted Speed Limit of 30 MPH or below • ADT (Average Daily Traffic) of 500 to 2500 vehicles • One lane each direction, with a roadway width of 40 -feet or less • Resident Petition Although the residents asked for speed hump installation at this location, speed humps cannot be considered at this time without official review and approval by City Council. RECOMMENDATIONS After a review of existing traffic conditions and following the proposed speed hump criteria, the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the segment of Kelburn Avenue, between Garvey Avenue and Graves Avenue, qualifies for the installation of traffic calming measures.
